Assessment of human–crocodile conflict in Mexico: patterns, trends and hotspots areas

An understanding of the factors, patterns of activities and seasonality per region that shape the response to the human–crocodile (HC) conflict in Mexico by humans is essential for prevention and mitigation of negative interactions. We compiled the publicly available data on incidents of crocodile attacks on the Gulf of Mexico and Mexican Pacific coast from January 2000 to the first days of January 2018. Of the recorded unprovoked crocodile attacks (n=149) on humans in Mexico, 102 cases correspond to the Mexican Pacific coast and 47 to the Gulf of Mexico. The age of victims involved in the majority of the attacks ranged from 19 to 40 years old. Three municipalities of high risk (hotspots areas) were Puerto Vallarta, Lázaro Cárdenas and Pinotepa Nacional in the Mexican Pacific coast, whereas, in the Gulf of Mexico, only Bénito Juárez was of high risk. To mitigate this conflict, it is necessary that local authorities in the municipalities (mainly in those of high risk) establish public-safety programs with the goal of raising awareness of the risk of crocodile attacks on the basis of information status and distribution of the crocodile population, linked to the extent of HC conflicts, as a first step for better management and risk mitigation.

Abstract Following the events of 11 September 2001, measures aimed at countering the financing of terrorism (CFT) were intensified by States. Many countries around the world adopted strict anti-money laundering and CFT regulations for the transfer of funds globally. This process increased the costs of complying with regulatory requirements and imposed high penalties on banks for non-compliance. As a result, preventive measures – often known as “de-risking” – were taken up by banks, including terminating the accounts of clients perceived as “high-risk” for money laundering or terrorist financing, and delaying transfers. These measures, however, have had negative consequences, reducing financial access for local civil society organizations in conflict-affected contexts that are deemed high-risk for terrorist activities. Drawing on five years of research to understand the impact of de-risking on conflict-affected contexts from a local perspective, this paper reflects on the local political economy of CFT, with a focus on the Middle East and North Africa. It explores two key areas of inquiry. The first of these is the politics of interpretation – how counterterrorism as a discourse and a set of practices, of which CFT is one, gets interpreted by local authorities and banks, and subsequently gets reinterpreted to the population. This also has implications for which local actors are better positioned to access funds than others, and why. The second area of inquiry is the politics of vulnerability – how the local political economy impact of CFT can increase the social and economic vulnerabilities of some groups more than others. This paper demonstrates that under the guise of “counterterrorism”, local authorities in conflict-affected contexts have used CFT to restrict the non-profit and philanthropic space and are using banking regulations to shape that space in ways that are bound to have negative medium- and long-term implications for it.

Discussion around avoidance and mitigation of jellyfish stings has traditionally focused on swimmers and divers being mindful of their behavior relative to swimming medusae (pelagic jellyfish). This framework must be restructured with the inclusion of the oblique risk posed by novel autonomous stinging structures like cassiosomes from Cassiopea (a jellyfish genus of the taxonomic order Rhizostomeae). Cassiosomes are released by Cassiopea sp. into subtropical waters that can consequently sting human skin, causing varying degrees of pain and irritation; this trait extends to other rhizostome jellyfish species. Swimmers and waders may put themselves at risk simply by coming into contact with agitated water in the vicinity of Cassiopea medusae, even without touching any part of the jellyfish (medusa, tentacles, or otherwise). Herein, we highlight details provided by 46 researchers and professional aquarists reporting incidents in which they experienced “stinging water” sensations, which we also refer to as “contactless stings’’. We report these findings in order to increase the awareness of a public safety hazard the community may be unaware of in their own labs, aquariums, and sampling locations.

SummaryThe aim of this investigation was to identify the parasites present in the largely understudied pleasure oyster Crassostrea corteziensis in Sinaloa state in the northwestern Mexican Pacific coast. Inspection of twenty-eight oysters collected on “Ceuta” lagoon revealed the presence of the digenean Stephanostomum sp. (Digenea: Acanthocolpidae) cysts. Metacercariae were found encapsulated and embedded in the digestive gland and mantle tissue of oysters. The prevalence of infection revealed that 84.6 % were infected, the abundance was 13.62, with a mean intensity of 16.09 per host. The members of this genus are characterized by a double crown of spines in the cephalic region surrounding the buccal opening of the worm. Significantly, we report the first incidence of the digenean Stephanostomum sp of the family Acanthocolpidae parasitizing Crassostrea corteziensis. Further we report that this bivalve is now considered a new intermediate host, and the northwestern Mexican Pacific coast is a new geographical distribution area for this digenean. The findings contribute to our understanding of the biology, biodiversity and host preference of these parasites, with implications for health risks posed by human consumption of the pleasure oyster.

The rapid economic development such as now day, it need a construction method that may provide a facility faster and less cost. Therefore, fast track method has been widely applied in project management as happened in Qunci Villas Project at Lombok and Putri Naga Komodo Project at Loh Liang of Komodo Island. Fast track construction method has potential risks that can interfere the success of the project. This study aims to identify the risks, especially the mayor risk, to formulate the mitigation action, and to determine the risk ownership. This study was conducted using qualitative descriptive method by identifying the risks arising during the implementation of the fast track method on Qunci Villas and Putri Naga Komodo Projects through the study of literature, brainstorming, interview using questionnaires to those who knew or were involved in the project. So the frequency and magnitude of the consequences of each risk can be known. Then the risk assessment can be conducted to determine the mayor risk and the minor risk. Then determining mitigation action for the mayor risk to reduce the negative impact that may arise. Then allocating the risk ownership in other to the mitigation action can be handled properly. The risk identified totaled 25 risks consisting of : 1 risk (4%) which was medium risk rating,  6 risks (24%) which were high risk rating, and 18 risks (72%) which were extreme risk rating. The mayor risk amounted to 24 risks (96%). The mayor risk which were high risk rating consisting of : 1 planning risk, 3 technical risks, 1 project risk and 1 criminal risk. While mayor risk which were extreme risk rating consisting of : 5 technical risks, 10 project risks, 2 financial risks, and 1 human risk. Mitigation action were handled by reducing likelihood and consequence. The most risks ownership were allocated to the contractor.
