This paper will examine the misunderstanding between the British and Japanese governments in the interpretation of the letter of apology (according to the British government)/ congratulation (according to the Japanese government) sent by the then Japanese Prime Minister to the then British Prime Minister just before the 50th anniversary of VJ Day in Britain. It will first investigate what the speech act 'apology' entails in these two different discourse communities and then explore how this speech act was differently interpreted on the special occasion of the 50th anniversary of the end of the Second World War by the two former enemy governments according to their respective interests and differing social and political pressures from war veterans and bereaved families. Using a selection of newspaper articles from this period, the paper will illustrate how deeply wider social, political and historical backgrounds can affect the interpretation of linguistic meaning and how the interpretation of an utterance can vary depending on the context. It will also demonstrate how the use of vague expressions and culturally loaded styles could lead to misinterpretation or misunderstanding, referring to the letter written by the then Japanese Prime Minister. The letter was said to have originally been meant to be one of congratulation by the sender but was not interpreted in this way by the receiver. Finally, I will reemphasize the importance of taking the context into consideration in utterance interpretation.

ISBN 978-0-19-993727-1This chapter discusses a plan to relocate US Marine Corps Air Station Futenma, and focuses particularly on charges that former Japanese Prime Minister Yukio Hatoyama failed to deliver on a promise to remove the base from Okinawa in 2010. The promise of action came not from any particular speech by Mr. Hatoyama, but was an interdiscursive achievement involving many individuals. A metaphorical promise is defined as an expectation of future action created not through any specific speech act but through complexes of social interaction.

This article deals with Lord Moyne's policy towards the Zionists. It refutes the claim that Lord Moyne was anti-Zionist in his political orientation and in his activities and shows that his positions did not differ from those of other British senior officials at the time. His attitude toward Jewish immigration to Palestine and toward the establishment of a Jewish Brigade during the Second World War was indeed negative. This was not due to anti-Zionist policy, however, but to British strategy that supported the White Paper of 1939 and moved closer to the Arabs during the War. While serving in the British Cabinet, Lord Moyne displayed apolitically pragmatic approach and remained loyal to Prime Minister Churchill. He therefore supported the establishment of a Jewish Brigade and the establishment of a Jewish state in Palestine in the secret committee that Churchill set up in 1944. Unaware of his new positions, the Zionists assassinated him in November 1944. The murder of Lord Moyne affected Churchill, leading him to reject the establishment of a Jewish state in Palestine.

By March 21 the British prime minister had discovered that, owing to difficulties raised by Poland and Russia, as well as by Rumania, it would be impossible to secure the support of all the four great powers for the declaration he had suggested on March 20. Chamberlain accordingly altered his course, and on the same day, through Halifax, threw out the suggestion of a bilateral arrangement for mutual consultation between Britain and Poland. The foreign secretary had a long discussion with Count Raczynski, who had received instructions from Warsaw to inform London of Polish objections to the proposed four-power declaration.

India and Japan share a special relationship as fellow democracies seeking greater economic engagement in Asia. The major traded commodities changed from cotton-related products in the early 1900s to heavy machinery in the 1970s.   During the same period heavy industrial products were the major export commodities from Japan besides metal and metal products like iron and steel and steel plates. The 1980s marked the beginning of a new phase in Indo-Japan relations with the establishment of  the Maruti-Suzuki plant. There was a minor set back in relation in 1999 when India went through its nuclear test. In August 2000, however, Japanese Prime Minister Yoshiro Mori made a visit to India that helped propel ties forward. The relations have further been strengthened with the visit of Japanese Prime Minister Yukio Hatoyama in 2009. This paper attempts to analyze imports and exports of commodities and products to and fro these countries to see the effect of bilateral relations on trade, after India initiated trade reforms in 1991. Data under HSN systems has been gathered from UNCOMTRADE database and grouped under heads as Agricultural commodities, products from food industry, earth crest, manufactured products, electronics and others. The time series has been analysed using dummy variables for trade reforms and tie ups. Potential products shall be explored using market share - growth matrix. Series has been detrended to see how variables responsible for trade between two countries adjust themselves in short run.

Abstact Prime Minister Howard as a dominant actor in Australia’s securitization process of counterterrorism post 9/11. The securitization then resulting activation of Article IV of ANZUS alliance treaty. This study utilizes securitization framework through speech act conducted by Prime Minister Howard. It argues that speech act carried out by Prime Minister Howard in some occasions by speech in Australian Embassy in The United States, at the cabinet meetings, and parliament hearings. As the result, the process of securitization obtained a legitimacy for extraordinary measures in form of military support on global terrorisme eradication campaign. This study using kualtitative methods with data limits since 9/11 and Prime Minister Howard reelection in 2001. Keywords: Securitization, Terrorism, ANZUS, Afghanistan Invasion. Abstrak Perdana Menteri Howard sebagai aktor dominan dalam proses sekuritisasi kontra-terorisme Australia pasca 9/11. Sekuritisasi tersebut kemudian menghasilkan aktifasi Pasal IV perjanjian aliansi ANZUS. Kajian ini menggunakan kerangka sekurtisasi melalui speech act yang dilakukan oleh Perdana Menteri Howard. Kajian ini berpendapat bahwa proses sekuritisasi melalui speech act yang dilakukan dalam beberapa kesempatan pidatonya di Kedutaan Australia di Amerika Serikat, pada rapat kabinet khusus dan pada debat bersama parlemen. Pada akhirnya berhasil memperoleh legitimasi untuk dilakukannya tindakan luar biasa atau extraordinary measures dalam bentuk dukungan militer pada invasi Afghanistan untuk pemberantasan jaringan terorisme global. Kajian dibahas menggunakan metode kualitatif yang membatasi data sejak 9/11 hingga terpilihnya kembali Perdana Menteri Howard pada pemilu 2001. Kata Kunci: Sekuritisasi, Terorisme, ANZUS, Invasi Afghanistan.

THE PROVISIONAL IRA'S ATTEMPT TO ASSASSINATE THE BRITISH Prime Minister and Cabinet at Brighton on 12 October 1984, represents the most dramatic move to date in a reputedly 20-year strategy of inducing the British to withdraw from Northern Ireland and leave Ireland to the Irish. Where nonviolent Irish nationalists have aimed, most notably through the New Ireland Forum Report published in May 1984, to persuade the British that the 1920 constitutional settlement dividing Ireland is inherently unstable and must be dismantled, the Provisional IRA has no faith in this course of action. The British, they calculate, will be persuaded not by the force of argument but by the argument of force. In this they can claim, with some justification, to be the true heirs of the Easter Rising of 1916. At that time the Proclamation of the Irish Republic, which was to become the basic document of Irish republicanism, declared ‘… the right of the people of Ireland to the ownership of Ireland and to the unfettered control of Irish destinies, to be sovereign and indefeasible’. Since the 1916 Proclamation was ratified by the first subsequent meeting of elected representatives of the Irish people, the first Dáil Eireann, in 1919, representing virtually all but the Ulster unionist minority, and since the right and the aspiration to Irish unity have been reaffirmed by all non-unionist Irish parties ever since, it must be a truth universally acknowledged that the division of Ireland is unjust and undemocratic and that the reunification of the country is the rightful aspiration of the great majority of its people.

In the spring of 1927, Liverpool’s Conservative MPs concluded that the local party was not equipped to counter the rise of Socialism in the city. They therefore demanded significant changes were made to the structure of the Liverpool Conservative Party. At the head of the local party was Sir Archibald Salvidge, a ruthless political operator who was determined not to give up the powers he had accrued over decades of service. What began as an internal row between Salvidge and seven rebel MPs became a national news story, and the Prime Minister, the Chancellor of the Exchequer and the Conservative Party Chairman became entangled. In many ways, the row represented the moment when Liverpool’s pre-war rowdy Unionism clashed with Stanley Baldwin’s post-war consensual conservatism; and the outcome of the dispute determined the character of Liverpool’s politics until the outbreak of the Second World War.
