This article examines the mango diplomacy of South Asia’s mango exporting countries. Diplomatic gifts are a common feature of public diplomacy of diplomatic missions globally. There are many prominent examples of that including China’s panda diplomacy and mango diplomacy of South Asia’s mango exporting countries like Bangladesh, India and Pakistan. Based on the analysis, this study argues that Pakistan is a dominant actor in terms of mango diplomacy and has an extensive strategy, for example, including mango exhibitions, to increase its mango exports and goodwill in target countries.

Russia's engagement in South Asia has been shaped by its strategic interests: its quest for warm water, the routes of its gas pipeline, and its policy for curtailing U.S. hegemony. It has always been a dominant actor of South Asian Politics. The international dynamics have changed Russian strategies at different intervals. Initially, it was inclined towards India; however, in the current scenario, it has recognized the significance of Pakistan for a peaceful political settlement in Afghanistan and linking the Euro Asian union with South Asia, the Indian Ocean, and beyond. The paper highlights the changes in Russian policies towards South Asia and its due role in the balance of power between Pakistan and India.Russian strategic interest in South Asia and its relationship with India and Pakistan are the sole factors responsible for Russian involvement in BOP between Pakistan and India.

The purpose of this study is to conflict mapping, explain conflict style of stakeholder and choices of conflict resolution. This study was conducted in February 2017 in Cisantana Village, Kuningan Regency. Data were collected through participatory rural appraisal; interviews, field observation, documentation and focus group discussions. The study method was used Rapid Land Tenure Assessment (RaTA) and Dispute Style Analysis (AGATA). The results showed that the dominant conflict in TNGC was the change of forest status which affected the economic activities of the community around TNGC, that involved eight dominant actor. In a conflict, the stakeholder has a different style of dispute. The stakeholders was facilitated and mediated to propose a permit to manage Patulungan (parking management), and a permit to manage Ipukan (tourism guide). In this case, the role of outsiders who do not have a conflict relationship is needed in order to realize conflict resolution.

While YouTube has become a dominant actor in the global media system, the relationship between platform, advertisers, and content creators has seen a series of conflicts around the question of monetization. Our paper draws on a critical media industries perspective to investigate the relationship between YouTube’s evolving platform strategies on the one side and content creators’ tactical adaptations on the other. This concerns the search for alternative revenue streams as well as content and referencing optimization seeking to grow audiences and algorithmic visibility. Drawing on an exhaustive sample (n=153.770) of “elite” channels (more than 100.000 subscribers) and their full video history (n=138.340.337), we parse links in video descriptions to investigate the appearance and spread of crowdfunding platforms like Patreon, but also of affiliate links, merchandise stores, or e-commerce websites like Etsy. We analyze the evolution of video length and posting frequency in response to platform policy as well as visibility tactics such as metadata and category optimization, keyword stuffing, or title phrasing. Taken together, these elements provide a broad picture of “industrialization” on YouTube, that is, of the ways creators seek to develop their channels into media businesses. While this contribution cannot replace more qualitative, in-depth research into particular channels or channel groups, we hope to provide a representative picture of YouTube’s elite channels and their quest for visibility and success from their beginnings up to early 2020.

This paper describes the phenomenon Brexit or Britain Exit on the future of EU regionalism and its impact on Indonesia. This paper will explain in detail the reason for the emergence of a number of policies Brexit. Brexit event caused much speculation related to Brexit in the European Union. The policy is considered full controversial, some experts say that Brexit in the European Union (EU) showed the independence of Britain as an independent state. Other hand, that Britain is the "ancestor" of the Europeans was struck with the release of the policy, meaning European history can not be separated from the history of Britain. In fact the above reasons that Britain came out associated with independence as an independent state related to EU policies that are too large, as a result of the policy model is very holistic policy while Britain desire is wholistic policy, especially in the economic, political, social and cultural. In addition, the geopolitical location of the EU headquarters in Brussels who also became the dominant actor in a union policy that demands as EU countries have been involved in the formulation of development policy, including controversial is related to the ration immigrants. Other reason is the prestige associated with the currency. Although long since Britain does not fully adopt the EU rules but there is the possibility in the EU currency union can only occur with the assumption that the creation of functional perfect integration.

Chapter 3 (“A Theory of Exclusion”) develops the primary theoretical argument of the book. In brief, it argues that actors seek to enact order principles to target and weaken entities they believe threaten their future security and enduring primacy. The larger and more immediate the threat, the more likely dominant actors are to pursue significant change to foundational order principles. The chapter first details this core logic of the ordering-to-exclude theory before developing important extensions of and refinements to the argument. Second, it introduces three viable alternative explanations for dominant actor order preferences and deduces testable hypotheses for each that can be evaluated alongside and against ordering-to-exclude theory. Finally, it discusses the research methods that inform the subsequent empirical chapters of the book and previews the structure that each of the nine case studies will take.

Chapter 2 (“Reordering International Order”) reviews the pitfalls of existing conceptions of international order before arguing that order is best conceptualized not as particular material, institutional, or normative environments but instead as the presence of a set of observed rules in world politics. It then returns to the primary empirical focus of the book, dominant-actor preferences for international order. After justifying this focus on the most powerful polities, it more precisely defines dominant actors and moments of order change opportunity and identifies a universe of cases for potential study. It then introduces the nine cases to be studied in chapters 4 through 8 and justifies a focus on these historical periods in particular.

Renewable energy in Nigeria suffers decades of negative public perception and poor understanding. However, current literature shows that technology developers and investors have made far-reaching steps toward improving renewable energy efficiency, giving newspapers strong basis to change the narrative. This study examines the themes, frames, and actors in renewable energy stories to ascertain whether newspapers are changing the narrative. The study adopts Framing Theory to explain the underlying importance of newspapers in shaping public perceptions. Using simple random sampling technique, the study selects four of Nigeria’s 24 national newspapers, with 364 editions as sample size. Findings indicate that newspapers cover a wide range of themes, which researchers see as areas of need. However, framing of themes and actors reflect more of pessimism than progress. Type of actors in stories significantly predicts type of frames used. Government is the most dominant actor, and newspapers frame it as an influencer and policy driver in renewable energy. Newspapers frame investors as technology-driven players, whereas consumers, apart from receiving low attention, are passive actors. The study concludes that too much use of news as content sacrifices the interpretive frames needed to contextualize renewable energy events and actors to influence public perception. The newspapers do not therefore address formerly held negative perceptions of renewable energy in Nigeria.

Abstact Prime Minister Howard as a dominant actor in Australia’s securitization process of counterterrorism post 9/11. The securitization then resulting activation of Article IV of ANZUS alliance treaty. This study utilizes securitization framework through speech act conducted by Prime Minister Howard. It argues that speech act carried out by Prime Minister Howard in some occasions by speech in Australian Embassy in The United States, at the cabinet meetings, and parliament hearings. As the result, the process of securitization obtained a legitimacy for extraordinary measures in form of military support on global terrorisme eradication campaign. This study using kualtitative methods with data limits since 9/11 and Prime Minister Howard reelection in 2001. Keywords: Securitization, Terrorism, ANZUS, Afghanistan Invasion. Abstrak Perdana Menteri Howard sebagai aktor dominan dalam proses sekuritisasi kontra-terorisme Australia pasca 9/11. Sekuritisasi tersebut kemudian menghasilkan aktifasi Pasal IV perjanjian aliansi ANZUS. Kajian ini menggunakan kerangka sekurtisasi melalui speech act yang dilakukan oleh Perdana Menteri Howard. Kajian ini berpendapat bahwa proses sekuritisasi melalui speech act yang dilakukan dalam beberapa kesempatan pidatonya di Kedutaan Australia di Amerika Serikat, pada rapat kabinet khusus dan pada debat bersama parlemen. Pada akhirnya berhasil memperoleh legitimasi untuk dilakukannya tindakan luar biasa atau extraordinary measures dalam bentuk dukungan militer pada invasi Afghanistan untuk pemberantasan jaringan terorisme global. Kajian dibahas menggunakan metode kualitatif yang membatasi data sejak 9/11 hingga terpilihnya kembali Perdana Menteri Howard pada pemilu 2001. Kata Kunci: Sekuritisasi, Terorisme, ANZUS, Invasi Afghanistan.

Law Number 5 of 1960 concerning Basic Regulations on Agrarian Principles (UUPA) is widely praisedas the great work of the Indonesian nation which is revolutionary and responsive, combining good elements between individualism and communalism. However, the unachieved objectives of the UUPA is hard to deny and the majority of the defense of its failure tends to be normative and ideological. This paper aims to bring the study of the UUPA to a more empirical direction by using theories of public policy implementation, as introduced byGrindle (1980) about content variables and policy contexts, and the theory of critical implementation researchers who use a bottom-up perspective and highlight the actions of implementing bureaucrats. The research used qualitative methods through the study of literature and focused on executive policy, bureaucrats’ actions and the context that surrounds them. The study found that the executive policy with the issuance of Presidential Regulation of the Republic of Indonesia Number 86 of 2018 was precisely not in line with several provisions of the UUPA. The presidential regulation has a paradox, wants to accommodate many variables but is confused about the main purpose of agrarian reform. As a relatively top-down policy, the implementation of the UUPA requires the existence of a dominant actor. However, the actions of implementing bureaucrats have long reducedthe purpose of the law to merely being an act of legalization of accounting transactions for land that are running according to market mechanisms. Now, the increasing number of Indonesians living in urban areas makes the issue of land more complex, related to land use change and various challenges of sustainable development.
