Introduction. The lack of a coherent systemology law does not enable the use of evidence-based formalization to solve the basic theoretical problems of law interpretation and enforcement. The development of an appropriate formal-theoretical apparatus is possible on the basis of a productive systemological concept. The justification of this concept is based on the study of philosophical bases and fundamental principles (integrity, dynamic equilibrium, feedback, etc.) and the use of logical and linguistic methods of problem-oriented system approach. Theoretical Basis. Methods. The conceptual and logical modeling of legal ergasystems, the systems analysis and resolution of the theory-applied base of technology of two-tier legal regulation; the synthesis and modification of private scientific results of the author published in 2000–2019, with copyright in the author’s scientific works and educational publications. Results. The contemporary conceptual variant of combined “ICS”-approach (“information, cybernetic and synergetic”) as a general methodology of analysis and optimization of legal ergasystems, as characterized by the following conditions: the substantiation of the appropriate three-part set of methodological research principles, corresponding to the triple-aspect physical nature of the study of complex legal systems as ergasystems; the clarification of the conceptual and logical model of the legal ergasystem taking into account the fundamental feedback principle; the definition of the law of necessary diversity of William R. Ashby is justified and corresponding conditions of realize of effective technology of two-level (normative and individual) legal regulation; the definition of basic concepts and methodological principles of modern systemology of legal regulation; the justification of the functional organization of the Invariant Rational Control Loop. Discussion and Conclusion. A developed conceptual object-oriented version of combined “ICS”-approach for analysis and optimization of legal ergasystems is a methodological basis for the development of a working formal-theoretical apparatus of legal regulation systemology. This will formalize the decisions of the main theoretical problems of law interpretation and enforcement, as well as developing and implementing special information and legal technologies based on the concept of information and functional databases and knowledge. This will in turn ensure the information increases the effectiveness of the system of legal regulation of public relations as an information and cybernetic system subject to the subjective organizing process of human activity and the objective synergetic processes of disorganization.

The chapter reviews the several definitions of governance: the minimal state; corporate governance; the new public management, ‘good’ governance; a socio-cybernetic system. It then stipulates a definition of governance as self-organizing, inter-organizational networks. It argues there is a trend from government to governance in British government because of the hollowing-out pressures and the tools for intergovernmental management are integral to effective steering. Policy networks are already widespread. This trend is not widely recognized and has important implications not only for the practice of British government but also for democratic accountability. Governance as self-organizing networks is a challenge to governability because the networks can become autonomous and resist central guidance. They are set fair to become the prime example of governing without government.

Предложены авторские трактовки понятий «человек» (как высокоразвитая кибернетическая система (биоробот), которая функционирует на основании определенных программ (врожденных и сформированных в процессе жизни), «кибернетическая антропология» (как наука, рассматривающая человека как компьютеризированную систему управления, которая функционирует на основании определенных программ), «психопрограммистика» (как отрасль кибернетической антропологии, изучающая врожденные программы человека, которые определяют мышление и поведение последнего). Раскрывается структура человека как биоробота, основными элементами которой являются: 1) Органическая машина (объект управления); 2) Управляющий орган (субъект управления); 3) Устройство «прямой связи»; 4) Устройство «обратной связи». Выявляются основные элементы Управляющего органа человека как биоробота: 1) Совершенный компьютер; 2) Персональный компьютер; 3) Сенсор (Душа). Предложены авторские трактовки понятий «чувства» и «эмоции» с позиции кибернетической антропологии. Раскрываются основные элементы программ, которые лежат в основе безусловных и условных рефлексов. The author's interpretations of the concepts of “human” are proposed as a highly developed cybernetic system (biorobot), which functions on the basis of certain programs (innate and formed in the process of life); “Cybernetic anthropology” as a science that considers a person as a computerized control system that functions on the basis of certain programs, as well as “psychoprogramming” as a branch of cybernetic anthropology, which studies the innate programs of a person that determine the thinking and behavior of the latter. The structure of a person as a biorobot is revealed, the main elements of which are: 1) Organic machine (control object); 2) Managing body (subject of management); 3) "Direct communication" device; 4) Device "feedback". The main elements of the Managing body of a person as a biorobot are revealed: 1) Perfect computer; 2) Personal computer; 3) Sensor (Soul). The author's interpretations of the concepts of "feelings" and "emotions" from the standpoint of cybernetic anthropology are proposed. The main elements of programs underlying unconditioned and conditioned reflexes are revealed.

The use of the systems theory in dealing with the industrial companies enables the use of cybernetics to this effect. This leads to considering the company as a cybernetic system, highlighting all the company's characteristics. This chapter is an application of the systems theory in the study of industrial companies. This chapter addresses issues such as the analysis of a company as “cybernetic system,” production system-“the company” cybernetic system relation, applying the systemic theory to analyse a company's functions, contemporary theories on a company's structure, and the full cycle of a company's operation. The chapter analyses how a company's activity can be controlled.

Urban and suburban grids should be flexible, and adaptable to historic changes. The Kagome net is compared with a Cartesian and a polar one, and in three dimensions a cuboctahedral/cubic space frame is compared with an orthogonal one and with an octet frame. The interactions between demographic distributions and geometry generated a cybernetic system in which changes in one constantly engender forces which in turn modify the other.

A bio-cybernetic, closed-loop system was validated for use in an adaptive automation environment. Subjects were asked to perform either a single task or multiple tasks from the Multi-Attribute Task Battery. EEG was continuously sampled while they performed the task(s) and an EEG index was derived (20 Beta/Alpha + Theta). The system switched between manual and automatic modes according to the level of operator engagement based upon the EEG index. The NASA-TLX was administered after each trial. The results of the study demonstrated that it was possible to moderate an operator's level of engagement through a closed-loop system driven by the operator's EEG. In addition, the system was sensitive to increases in task load. These findings show promise for designing adaptive automation technology around psychophysiological input.

The aim of this study was to evaluate different kinds of masking noise and DAF, in order to identify the condition which would elicit the highest incidence of fluency in a group of stutterers. The study demonstrates that masking noise and DAF can be effectively applied as an aid in a therapy programme, viz. noise can effectively be put to use so as to encourage and reinforce somesthesia. Stuttering is viewed as defective functioning in the cybernetic system.
