“History matters—pass it on” was the slogan of a campaign launched in England in the summer of 2006 to raise public awareness of the huge contribution that history, heritage and the built environment make to our qualify of life. A resumé commented,It unites the whole heritage sector, led by the National Trust, English Heritage, the Historic Houses Association and the Heritage Lottery Fund, and events will be held over the next six months at hundreds of historic locations across England and Wales. Supporters include David Starkey, Tristram Hunt, Simon Thurley, Stephen Fry, Bill Bryson, Shami Chakrabarti, Tony Benn and Boris Johnson.

This chapter explores the relations between the executive and legislative branches of government, along with their role in formulating government policy. It first describes the general framework of legislature–executive relations before discussing the civil service and its embedded autonomy. It then examines theories of bureaucratic policy-making, with particular emphasis on the problem of facilitating policy innovation, as well as the more recent proliferation of government agencies and the concepts of governance and good governance. It also considers the spread of the domain of policy-making beyond state officials or civil servants to issue networks and policy communities and concludes by analysing the emergence of a ‘network state’ and its implications for civil servants.

The sovereign domain of policy making and administration of the last century is increasingly supplanted by multiple public spheres and policy communities carving out new transnational spaces of policy making and public administration. The old methodological nationalism or ‘Westphalian grammar’ no longer exclusively describes a proliferation of delegated and decentralized policy and administration. This new global policy and transnational administration includes a diverse set of institutions, actors, and individuals interacting with non-state actors and other networks to help states and the global community respond to its most pressing problems. Global policy problems require scholars and practitioners to move past their sector-specific foci and narrow disciplinary (and nation-focused) endeavours to create space for new disciplinary, theoretical, and methodological emphases in which the boundaries between domestic and global are neither finite nor clearly defined.

Water policy-making requires the dedicated involvement of all stakeholders, but difficulties remain for the community sector. This study aims to examine the critical challenges of community involvement in water policy decision-making in Thailand. Both qualitative and quantitative methods used in this research project consisted of 39 interviews with informants from a variety of interested parties and 403 community members from around the East Coast River Basin in Thailand completing a survey questionnaire. The results have shown that although mechanisms to enable community involvement in decision-making, such as public consultation and water-related committees, exist, problems remain within the community sector. The critical challenges lie in the opportunities of being consulted and the sharing of power in water policy-making. Although the networks are important, at the same time, they are also obstructing the community sectors in linking their requirements to a final decision, as well as dealing with politics, policy-makers, and staff who organized the process. Therefore, the government should further develop water committee mechanisms by setting up a comprehensive yet practically easy consultation process so that new or inexperienced community members get an opportunity to practice and learn the vital elements necessary in water policy-making. Further research should be conducted in order to compare the opportunities in water decision-making between communities in rural and urban areas. Studies at the local government level should be carried out, with results used as a mechanism to enable community involvement at higher levels of water policy decision-making.

This chapter looks at the legacy of three projects which connected research and policy communities, through the development of ‘policy briefs’ for the UK Department of Communities and Local Government (DCLG). These were short and accessible reviews of research relevant to policy on localism. Starting from an understanding of policy-making as meaning-making, and of translation as situated and purposeful action, ethnographic and action research were used to explore how academics and government analysts translate research into ideas useful for policy makers. It concludes that the legacy of researching for policy can be understood both in terms of ‘things left behind’ and their direct impact on policy, and also more broadly in terms of participants’ purposes being met, and influences on academic and civil service norms and subsequent practice. Co-production is central to leaving such a legacy, in particular to break down mutual misunderstanding across the policy/academia border. In contrast interdisciplinarity seems less important, though broadening the disciplinary base of research used by government is certainly valuable. Underpinning everything else, the development of relationships of trust through collaboration and mutual learning is paramount.

Collaborative policy-making has increased in New Zealand, and with it has brought new demands for supporting research. As a tool for reflection of projects where both research and societal outcomes of policy and practice change are pursued and multiple knowledges are recognised, we use the Integration and Implementation Sciences framework. We present insights for the design and implementation of transdisciplinary research from the Selwyn Waihora Project, which aimed to produce socially robust information to support land and water policy-making in New Zealand’s South Island.The Selwyn Waihora Project was a research project supporting a collaborative policy-making process to set environmental limits in the Selwyn Waihora catchment in New Zealand’s South Island. In this Design Report we reflect on this project based on data collected from a range of project participants approximately two years after project completion. The data collection was guided by the Integration and Implementation Sciences framework (i2S). On the basis of participant responses, and the authors’ first-hand experiences working on the project, we present insights for transdisciplinary research. Through the questions asked by the i2S framework insights emerged on: what it means to honour community values; the importance of context but that projects can pay too much attention to it; boundary objects to foster integration across multiple knowledge systems; the value of intra-team narratives for translation; the importance of considering the losers of the research; and sharing the burden of uncertainty.

This chapter examines how executives, bureaucracies, and policy studies influence governance. It first provides an overview of the relations between the legislature and the executive, with emphasis on the competing claims of presidentialism versus parliamentarianism, before discussing the civil service and its traditional role in building up the effective power of the state. Using examples from economic policy-making, it argues that embedded autonomy is an appropriate way of characterizing the civil service's relationship with the rest of society. The chapter goes on to consider theories of bureaucratic policy-making, focusing in particular on policy innovation, public administration, and New Public Management, the more recent proliferation of agencies in government, and the concept of good governance. Issue networks, the notion of iron triangles, and policy communities are also explored. The chapter concludes with an analysis of the ‘network state’ and its implications for civil servants.
