This chapter explores the relations between the executive and legislative branches of government, along with their role in formulating government policy. It first describes the general framework of legislature–executive relations before discussing the civil service and its embedded autonomy. It then examines theories of bureaucratic policy-making, with particular emphasis on the problem of facilitating policy innovation, as well as the more recent proliferation of government agencies and the concepts of governance and good governance. It also considers the spread of the domain of policy-making beyond state officials or civil servants to issue networks and policy communities and concludes by analysing the emergence of a ‘network state’ and its implications for civil servants.

This chapter examines how executives, bureaucracies, and policy studies influence governance. It first provides an overview of the relations between the legislature and the executive, with emphasis on the competing claims of presidentialism versus parliamentarianism, before discussing the civil service and its traditional role in building up the effective power of the state. Using examples from economic policy-making, it argues that embedded autonomy is an appropriate way of characterizing the civil service's relationship with the rest of society. The chapter goes on to consider theories of bureaucratic policy-making, focusing in particular on policy innovation, public administration, and New Public Management, the more recent proliferation of agencies in government, and the concept of good governance. Issue networks, the notion of iron triangles, and policy communities are also explored. The chapter concludes with an analysis of the ‘network state’ and its implications for civil servants.

The high level of corruption in the Indonesian government sector makes good governance difficult to achieve. Accountability and transparency is a must in the effort to realize good governance. The efforts to reduce the level of corruption in Indonesia is the awareness of civil servants to disclose the fraud in the workplace agencies. This research uses qualitative methods with the aim to describe the implementation of accountability and transparency of local government financial reporting as well as identify potential whistleblowing for misuse of funds. This research uses primary data in the form of in-depth interviews with informants and secondary data in the form of financial statements of Salatiga local government that has been audited by BPK. The resource persons in this research are civil servants domiciled in Salatiga City and work in SKPD Salatiga City in the finance department of each SKPD. The results of this research indicate that Salatiga City Government has been accountable and transparent in local government financial reporting as well as there is no potential whistleblowing for misuse of funds. The results of this research can be used as an evaluation material for government agencies to establish a good whistleblowing mechanism so that civil servants working in government agencies are more willing to disclose the fraud. AbstractIf Richard Simeon's “Studying Public Policy” sought to inspire a theory of policy making, however tentative or crude, its conceptual cornerstone was no doubt the “funnel of causality.” Yet references to the funnel of causality have all but disappeared from the policy literature. This article traces the evolution of the thinking that underlies the funnel of causality with the aim of demonstrating its lasting relevance to policy studies. Being a method for understanding how inputs from various levels of abstraction impact policy outcomes, the interaction and feedback effects implicit in the funnel metaphor have been maintained in subsequent neo-institutionalist work that takes seriously the institutional and sociological environment in which policy making takes place, particularly that which is interested in the origins and operation of policy subsystems, policy communities or networks, and policy regimes.

Decree of the Governor of Maluku Number: 125.a Year 2014 dated May 20, 2014 concerning the Transfer of Civil Servants, on behalf of Kapressy Charles, SH. MSi, NIP: 19560911 198603 1 009 from Southwest Maluku District in Tiakur to the Government of Povinsi Maluku in Ambon, so Kapressy Charles, SH. Msi, felt his interest was damaged by the decision issued by the Governor of Maluku as the State Administration Officer. Therefore the concerned filed a lawsuit to the State Administrative Court of Ambon with Case No. 23/G/2014/PTUN.ABN, concerned requested to carry out the postponement of the transfer from the Government of the Southwest Maluku District to the Government of Maluku Province in due to the contradiction of the principles general good governance or prevailing laws and regulations.

This chapter considers policy-making beyond the ‘shadow’ of a powerful state. Cross-border policy-making presents a unique dilemma. From the practice perspective, borders open or close to encourage or prevent transnational flows. They can be reshaped to enhance economic growth, social development outcomes, and/or security. From the analytic perspective, the challenge of framing transnational policy-making in open economy sectors, where actors and ideas operate across and beyond borders to shape agendas, policy content, and modes of governing, is a work in progress. Some see policy studies as a ‘methodological prisoner of the state,’ unable to adapt analysis of state capacity to a globalising world. This chapter separates national policy processes from those at the international and global levels. In the context of multiple and diffuse sources of sovereignty at the global level, where porous boundaries between public and private spheres of governance, the conventional dilemmas of policy studies remain but often look importantly different.

State-centred and society-centred explanations in comparative public policy analysis disagree markedly on the extent to which the state has autonomy or is essentially a clearing-house for outside forces. In this chapter, we reconsider the position of the state in policy studies by investigating the interactions and inter-dependency between the state and society rather than making a binary choice between state-centred and society-centred perspectives on governance. The core argument is that policy studies can improve its ability to apprehend the position of the state in dilemmas of contemporary policy-making by acknowledging that the state is, at once, both critical to collective action and reliant on crucial elements of societal support for its policy effectiveness. In such terms, governance is a useful label for the variety of ways in which society is not simply acted upon by the state, but actively shapes the actions of and outcomes of state activity.

Public service innovation is the primary key to good governance development launched in most countries in the world, including Indonesia. There have been many innovative programs carried out by several Ministries, Institutions, and Local Governments in practice. Still, there is no comprehensive portrait related to the tradition of public service innovation. The study aims to obtain a complete description of the public service innovation practices in 2020 using indicators of innovators, types of innovation, goals and achievements of innovation, policy sector and geographical aspects. This descriptive-explorative research type applies an archival method that focuses on secondary data usage, and the results are then analyzed using both Nvivo 12 and SPSS. The result shows that: (1) Innovators are dominated by local governments because the scope of service issues is more varied and specific. (2) The type of policy innovation that is oriented to the process aspect dominates the proposed proposal because of the ease and implementation factor. (3) Most innovation outcomes are in problem-solving, which shows the orientation to problem-solving that is more practical and real impact. (4) The health sector is getting more attention in policy innovation because of the trend of actual needs in the field, making it the primary sector. (5) The institution participants in Java island are much higher than outside Java, showing the imbalance in the quality of human resources
