As urban renewal agendas are fortified in cities globally, ‘creativity’ – as contained within discourses of the creative industries, the Creative City and the creative economy – is circulated as the currency of secure post-industrial urban futures. Using the nexus between creativity and the urban as a starting point, the authors investigate how local enterprises visually communicate the urban in a neighbourhood that is characterized by the interface between manufacturing and creative industries. This research takes a fine-grained approach to the notion of creativity through an audit and qualitative analysis of the visual presentation, material attributes and semiotic meaning of street numbers. The authors do this by collecting data on and analysing how street numbers have been made, selected, used, replaced and layered in a contested industrial precinct in Australia’s largest city, Sydney. They contend that street numbers, as a ubiquitous technology within the city that is both operational and creative, are metonyms for what they understand to be urban. In arguing for vernacular readings of the city, they make use of a top-down, governmental mode of reading the city – the operational legibility of street numbering – as an intervention in current discourses of the urban and of creativity in the city.

"The paper investigates the role of design as mediator in between culture, creativity, industry and top down policies. In that respect, it is responsible for enabling the creation of CCI ecosystems, overcoming the traditional antagonism between culture and economy, creativity and industry. After defining the CCI phenomenon on a European scale, the contribution tries to describe how design is part of the CCI phenomenon but its nature does not belong neither to culture or creative nor industry, but at the intersection of the two, thanks to its ability of integrating different knowledge and interests within the production processes, multiplying values. Through the description of various creative ecosystem models, the paper aims to establish the interactive role of design processes, practices and design cultures in the creation of these CCI systems within the Smart Specialization Strategy (S3), to enhance the cultural and creative vibrancy and metabolism in cities. "

Cultural and creative industries (CCIs) have been regarded as a growth driver for economic and urban development in many cities worldwide. This study first traces the development of CCIs in China, both as the leading top-down approach and as grassroots efforts in local communities. Then, it identifies the driving forces for CCIs’ development and their impacts on urban development and regeneration. The extensive literature review finds that China’s CCIs share many common characteristics with Western cities. Meanwhile, the CCIs in Chinese cities also demonstrate unique characteristics, for example, strong top-down policy guidance; close relation with continuous urbanization especially through the construction of science and technology parks; and extremely weak ties with local communities. Based on the review, the authors suggest future research agendas to better understand the mechanisms that affect CCIs-related urban (re)development and both social and economic impacts from CCI development at multiple scales.

The Bologna Process

This article discusses the overall situation of cultural studies in Portugal. It starts by analysing some of the courses and graduate programmes currently on offer. The results suggest that cultural studies is experiencing a fast academic expansion. While this seems to be entangled with top-down institutional changes, in the wake of the Bologna process and the turn to the cultural/ creative industries and as part of a more general shift to the ’new economy’, there are reasons to believe that al-ternative understandings of cultural studies have not died out. The name ’cultural studies’ continues to cause unease in some academic quarters (namely, in literary studies) and there is ambiguity regarding what is meant by it. Cautioning against the tendency to reduce Portuguese cultural studies to a straightforward import from the Anglophone world, I argue for the need to conduct historically informed research on local strands and traditions of cultural theory and critique. I conclude that only a combined synchronic and diachronic approach – one that is sensitive to national and transnational contexts and intersections – will allow us to gain a bet-ter understanding of the deep-running contradictions that characterise the field, helping us to clarify the stakes and reconnect to a socially relevant and critique-orientated intellectual project.

Abstract As the positive economic and social impacts of the creative economy on regions are evident, many regions and local policy makers aim to attract creative industries and creative people by offering adequate spaces and framework conditions (Musterd & Murie 2010). Beside other efforts, creative quarters are initiated artificially by top-down governance. Based on the assumption that creatives (bohemians, core of the creative class) need a certain amount of autonomy and do not want to be instrumentalised, initiating creative quarters top-down seems to be difficult. This paper analyses different ways of governance to develop creative quarters in the range of top-down, bottom-up and co-governance. By reference to three quarters (located in the Ruhr area, Germany) which have been developed by different ways of governance, the research derives ideal governance structures and processes to develop creative quarters considering practical opportunities and limitations.

The role of top-down processing on the horizontal-vertical line length illusion was examined by means of an ambiguous room with dual visual verticals. In one of the test conditions, the subjects were cued to one of the two verticals and were instructed to cognitively reassign the apparent vertical to the cued orientation. When they have mentally adjusted their perception, two lines in a plus sign configuration appeared and the subjects had to evaluate which line was longer. The results showed that the line length appeared longer when it was aligned with the direction of the vertical currently perceived by the subject. This study provides a demonstration that top-down processing influences lower level visual processing mechanisms. In another test condition, the subjects had all perceptual cues available and the influence was even stronger.

Abstract: Behavioral and PET/fMRI-data are presented to delineate the functional networks subserving alertness, sustained attention, and vigilance as different aspects of attention intensity. The data suggest that a mostly right-hemisphere frontal, parietal, thalamic, and brainstem network plays an important role in the regulation of attention intensity, irrespective of stimulus modality. Under conditions of phasic alertness there is less right frontal activation reflecting a diminished need for top-down regulation with phasic extrinsic stimulation. Furthermore, a high overlap between the functional networks for alerting and spatial orienting of attention is demonstrated. These findings support the hypothesis of a co-activation of the posterior attention system involved in spatial orienting by the anterior alerting network. Possible implications of these findings for the therapy of neglect are proposed.

Aufmerksamkeit kann als Kontrollsystem neuronaler Aktivität verstanden werden, welches Neuroplastizität top-down modulieren hilft. Bisher wurde selten versucht, durch deren gezielte Förderung Funktionswiederherstellungen nach Hirnschädigung zu begünstigen. In vorliegender Studie wurde dies am Beispiel der Aphasie erprobt. 15 Schlaganfallpatienten erhielten ein dreiwöchiges Training der selektiven Aufmerksamkeit mit den PC-Programmen CogniPlus und „Konzentration“ bei fünf Sitzungen pro Woche zusätzlich zur Standardtherapie, 13 weitere bildeten eine Kontrollgruppe ohne Aufmerksamkeitstraining. Zur Effektivitätskontrolle dienten zwei Versionen des Untertests Go/Nogo (Testbatterie zur Aufmerksamkeitsprüfung) und die Kurze Aphasieprüfung. Nach dem Training manifestierte sich zwischen den Untersuchungsgruppen kein Unterschied in Aufmerksamkeits- und Sprachfunktionen; das zusätzliche Aufmerksamkeitstraining war also wirkungslos. Allerdings zeigten Patienten mit deutlichen Aufmerksamkeitsverbesserungen tendenziell weniger Aphasie-Symptome, was die Hypothese aufmerksamkeitsvermittelter Plastizitätsmodulation nach Hirnschädigung partiell stützt.

Zusammenfassung. Aufmerksamkeit wird sowohl als Selektivität in der bewußter Verarbeitung oder auch als selektive neuronale Aktivierung verstanden. Die neuronalen Strukturen, die Objektdiskrimination ermöglichen, erlauben eine Interaktion von datengetriebenen und endogenen top-down Prozessen, die zu einer selektiven Bereitstellung von Verarbeitungs-Ressourcen führen. Zielgerichtetes Verhalten erfordert manchmal einen Wechsel in der Ressourcen-Bereitstellung und eine Konzentration von mentaler Aktivität. Aufmerksamkeitswechsel kann als ein zweiphasiger Prozeß verstanden werden, der aus einer breiten Mobilisierung von Gedächtnis-Ressourcen besteht (angezeigt durch EEG-Theta), gefolgt von einer re-organisierenden Einengung neuronaler Aktivität (angezeigt durch langsames EEG-Alpha). Dieser Beitrag unterstützt die Annahme, daß die Analyse des gekoppelten Wechselspiels aus Mobilisierung und Konzentration in bestimmten Teilen der posterioren und anterioren Rindenregionen ein Schlüssel für das Verständnis von Aufmerksamkeitswechsel sein könnte.
