The purposeof the study is to formulate an overall picture of the role of mass communication in the socialization of people with disabilities through social communication project initiatives in Ukraine.The achievement ofthis goal included the fulfillment of the following tasks: analysis of sources on thistopic; questioning and establishing the primary information and communication needs of persons with disabilities as a media audience through an expert survey.Research methods and techniques. During the researchwhen elaborating the sources on the topic there were used the methods of analysis, synthesis, generalization, comparativeanddescriptive methods. The basis of the study is an expert survey. In order to identify the primary information and communication needs of this category of media audience, thesurvey was conducted among social workers who deal with people with disabilities in Dnipropetrovsk, Donetsk, Zaporizhia, Lviv and Khmelnitsky regions. Via online questionnaireservice «Google Forms»there were collected 66responses from January 20, 2020 tillFebruary 3, 2020. The comments which were received earlier or later the survey timelines were disregarded.Results. The results of the survey among social workers whose activities are related to people with disabilities in Dnepropetrovsk, Donetsk, Zaporizhzhya, Lviv and Khmelnitsky regions give grounds to state that for people with disabilities there are promising prospects of constructing an «elastic web» of inclusive social and communication mediaspace in a complex of contact and digital projects, especially initiated and implemented in the media sector. In particular, the experts highlighted the absolute need ofpeople with disabilities to enhance socialization by expanding their daily circle of communication.Conclusions.Within the framework of scientific discourse, the comprehension of this problem is promising in terms of the development of a model of communication relations establishment in moderninclusive poly-platform media space.

This study aims to determine the role of the Ombudsman of the Republic of Indonesia in North Sumatra Representative in the Supervision of Population and Civil Registry Service in Medan City. This study uses a qualitative approach with descriptive methods describing information about the data obtained from the field in the form of written and oral data from the parties studied. Data is collected based on interviews and documentation. The results of this study indicate that the role of the Ombudsman of the Republic of Indonesia in North Sumatra was carried out in the form of external supervision. External supervision is supervision carried out by the Ombudsman of the Republic of Indonesia Representative of North Sumatra to the Medan Population and Civil Registry Service. Actions taken in the supervision process are incoming reports, follow-up of the first report and follow-up of the report. Based on the research that has been carried out, it has been concluded that the role of the Ombudsman of the Republic of Indonesia in the North Sumatra Representative in supervising the service provider of the Population and Civil Registry services is carried out in the form of external supervision. In supervising the handling of public reports of alleged poor service in the area of population administration, it has been effective, with several efforts to handle reports such as: (1) Clarification; (2) Investigation; (3) Recommendations; (4) Monitoring.

Summary Professional standards state that social workers in public welfare organisations should act as state and citizen-agents. However, the literature provides little insight into how social workers navigate this dual responsibility in their daily work. To address this gap, we used Maynard-Moody and Musheno’s theory on state and citizens-agent narratives to analyse street-level practices of social workers in three local welfare organisations in Germany, the Netherlands and Belgium. This article explores how three specific organisational mechanisms (decision-making authority; the role of the front-line manager and the degree of specialisation) affect the ways social workers navigate both agent narratives in public welfare organisations. The data were gathered by a mixed method design of in-depth interviews and focus groups. Findings Our study shows that social workers struggle with the tensions that intrude between the state and citizen-agent narrative. We found that the extent to which both narratives are adopted by social workers is affected by a complicated interaction between the beliefs of social workers about social justice and responsiveness and the selected organisational mechanisms. Moreover, we found that critical reflection and a supportive attitude of front-line managers can help social workers to manage their double responsibility in practice. Application Our cross-national study contributes to a deeper understanding of the relationship between organisational mechanisms and the moral deliberations of social workers regarding their dual responsibility. It provides in-depth insights into the tensions and conflicts social workers in different contexts face daily on account of their dual responsibility.
