This study aims to determine the role of the Ombudsman of the Republic of Indonesia in North Sumatra Representative in the Supervision of Population and Civil Registry Service in Medan City. This study uses a qualitative approach with descriptive methods describing information about the data obtained from the field in the form of written and oral data from the parties studied. Data is collected based on interviews and documentation. The results of this study indicate that the role of the Ombudsman of the Republic of Indonesia in North Sumatra was carried out in the form of external supervision. External supervision is supervision carried out by the Ombudsman of the Republic of Indonesia Representative of North Sumatra to the Medan Population and Civil Registry Service. Actions taken in the supervision process are incoming reports, follow-up of the first report and follow-up of the report. Based on the research that has been carried out, it has been concluded that the role of the Ombudsman of the Republic of Indonesia in the North Sumatra Representative in supervising the service provider of the Population and Civil Registry services is carried out in the form of external supervision. In supervising the handling of public reports of alleged poor service in the area of population administration, it has been effective, with several efforts to handle reports such as: (1) Clarification; (2) Investigation; (3) Recommendations; (4) Monitoring.

This study aims to analyze the communication strategies and barriers of the proactive socialization team in capturing high-achieving Polri candidates at the North Sumatra Regional Police in 2020. The research method used a qualitative approach with the phenomenological method. Data collection techniques in this study were interviews and observations, then checking the validity of the data by using triangulation techniques. The results of the study show that the communication strategy created is an attempt by the National Police to be able to provide early notification to the public regarding Polri's acceptance and as a means of keeping people from exploiting the situation of acceptance for personal gain. Obstacles to the socialization team, including the inadequate budget support to be able to visit all schools in the North Sumatra province, the lack of support from the incumbent leadership (Kabag Sumda) at the time of proactive socialization activities in October 2019, Not making or compiling materials that should be made to be presented to students so that the students 'understanding and attention are more focused on what goals will be conveyed, the difficulty is to be able to coordinate with the school to be able to fill the time with expected proactive socialization activities and students' low enthusiasm and trust in the message what the socialization team wanted to convey regarding clean, transparent, accountable and humanist recruitment.

The purpose of this study was to determine how the role of the police in the investigation of corruption, how the authority of the police in investigating corruption and how the obstacles faced by the police in investigating corruption in the North Sumatra Regional Police. This research is directed towards normative juridical legal research or doctrinaire which is also referred to as library research or document study because more is done on secondary data in the library. Normative or doctrinaire legal research proposed in this study is a study of legal principles by conducting research in the North Sumatra Regional Police. The results of the research and discussion explaining the regulation of the role of the police in investigating criminal acts of corruption are found in Law No. 8 of 1981 concerning the Criminal Procedure Code, Law No. 31 of 1999 concerning Corruption Crimes as amended by Law No. 20 of 2001 and Law No. 2 of 2002 concerning the National Police of the Republic of Indonesia, in which of all the arrangements explained that the investigator included in the corruption case was the Republic of Indonesia's National Police Officer.

This study aims to determine the role of Amri Tambunan in the period before and after becoming Deli Serdang Regent, knowing the condition of Deli Serdang in the first period 2004-2009, and the second period 2009-2014 during the leadership of Amri Tambunan. This research uses the historical method. Based on the results of the study, it was concluded that Amri Tambunan was known as a North Sumatra figure, among others as the Chairperson of KAPPI Siantar (1964), Deputy Chair of PCNU Deli Serdang (1988), Deputy Chair of North Sumatra PWNU (1999), Chair of the North Sumatra Kepamongan Alumni Family Association (2010 to present), Mustasyar PWNU North Sumatra (2007 to present), and Chairman of the Honorary Board of the North Sumatra Democratic Party (2011-2016). In addition, Amri Tambunan also has a number of achievements in various fields from 2009 to 2013 at national and international levels, such as the Innovative Government Award (IGA) and the Darling Mother and Baby Hospital.

The gradual suspension of the institutions of the Republic of Serbia in the area of Kosovo and Metohija is the result of the dialogue that the representatives of the Albanian national minority are having with the Serbian political leadership. The first agreement, signed in 2013, formally and legally calls into question the survival and functioning of a number of institutions that function in accordance with the legislation of the RS and are of vital importance for the security of the local population. As an important part of the institutional arrangement and organization of the protection and rescue system, civil protection units were formed within four municipalities in the north of Kosmet, as well as in other parts south of the river Ibar. The main task of the trained and trained general purpose units was to protect people, material and cultural goods and the environment from natural disasters and technical-technological accidents. However, a section of the international community, along with Albanian political leaders, views the unit as a "paramilitary organization" (despite their humanitarian character), demanding their immediate disbandment and involvement in Kosovo's provisional institutions. The aim of this paper is a systematic description and analysis of the current security situation in the southern Serbian province as well as the role of civil protection units in maintaining a stable security situation. The paper uses the method of content analysis of a number of relevant documents describing the attempt to include members of civil protection units in the work of Kosovo's provisional institutions.

Материалы фондов Центрального государственного архива РСО-А и Научного архива СОИГСИ, под- твержденные сведениями театральной хроники местной периодической печати, раскры- вают неизвестные страницы истории Русского театра, связанные с его возникновением, финансово-организационными и кадровыми вопросами, строительством и архитектур- ным обликом театрального здания в разные периоды времени. Особое внимание уделяется роли Русского театра в формировании городской общественно-культурной среды Север- ного Кавказа. The presented documents characterize the reasons and conditions for the emergence of the Russian Drama Theater in Vladikavkaz in the second half of the XIXth century. The materials of the funds of the Central State Archive of the Republic of North Ossetia-Alania and the Scientific Archive of North Ossetian Institute for Humanitarial and Social Studies, confirmed by the information of the theatrical chronicles of the local periodical press, reveal unknown pages of the history of the Russian Theater, connected with its appearance, its financial and organizational and personnel issues, construction and architectural decision of the theater building at different times. Particular attention is paid to the role of the Russian Theater in the formation of the urban social and cultural environment of the North Caucasus.

This paper aims to analyze education guarantees for children with special needs (ABK) in the Covid-19 era. The focus of the study is the phenomenon of crew members clowning on the streets of Medan City. The theory used in analyzing the data is the theory of implementation of Merilee S. Grindle's policies. This research uses a qualitative approach with a case study method. Data was collected using an open interview technique, participant observation, and documentation study. Furthermore, the data were analyzed through data reduction techniques, data display, and concluding. This study indicates that the North Sumatra government has been very responsive to inclusive education for children with special needs in the region.This is indicated by two things, namely (1) the declaration of North Sumatra as the Province of Inclusive Education since 2015 and (2) the issuance of the Governor of North Sumatra No. 29 of 2016 concerning the Implementation of Inclusive Education as a follow-up to Permendiknas Number 70 of 2009.

The eradication of criminal acts of terrorism in Indonesia is very intensively carried out due to the threat of terror, causing many casualties and public unrest at the strata of society. Therefore the government issued various regulations to overcome the criminal acts of terrorism. The eradication of the crime of terrorism certainly requires facilities and infrastructure, one of which is the bomb disposal unit. A detachment of the Gegana Brimob Bomb disposal unit is tasked with defusing bombs which are usually used by terrorists in carrying out their actions. This paper aims to analyze or examine the role of the North Sumatra Regional Police Mobile Brigade Detachment in the handling of terrorism crimes and the obstacles experienced by the North Sumatra Police Mobile Brigade Detachment in dealing with terrorism crime. The results of this study indicate that the role of the Police Mobile Brigade Corps Gegagana is carried out by bomb disposal which is carried out through the stages of preparation, implementation, and consolidation. The barriers experienced by the North Sumatra Regional Police Mobile Brigade Detachment Unit consisted of several internal and external factors.

Medan is the third largest city in Indonesia and making Medan one of the destinations for visiting business and tourism activists. To support these activities, the role of the hotel is usually needed for tourists visiting an area. Based on the North Sumatra Central Bureau of Statistics the percentage of room occupancy rates in the city of Medan, the highest average is a four-star hotel. Some four-star hotels in Medan (Adimulia, Four Points, Emerald Garden and Santika Hotels) utilize digital marketing to promote and increase occupancy rates in managed hotels. This research uses qualitative methods, by collecting various data sources through observation and literature study. The results of this study indicate that by utilizing digital marketing, hotels can increase the number of visits through reviews provided by visitors to increase the hotel profile.

The purpose of this study was to determine the effect of communication competence and PRO professionalism on the quality of public relations services at the Republic of Indonesia Supreme Audit Board (BPK RI) of North Sumatra. The research method used is the correlational method. The study population is the inspectorate employees in North Sumatra Province. The research sample consisted of 1 inspectorate employee of North Sumatra Province, 2 employees of BUMD, and 33 municipal / city government officials in the entire province of North Sumatra.Data collection techniques used a questionnaire. The theory used in this research is the theory of communication competency by Slocum and Hellriegel, the public relation officers (PRO) professionalism theory by Richard Hall and the excellent service by Atep Adya Barata. The results showed that there was an influence between communication competence on the quality of public relations services at the BPK RI Representative of the Province of North Sumatra. There is also an influence between PRO professionalism on the quality of public relations services at the BPK RI Representative of North Sumatra Province. Then there is the effect of communication competence and PRO professionalism on the quality of public relations services in the BPK RI Representative of North Sumatra Province, where the F-count value is greater than the F-table at a significance level of 0.05 confidence, so that the communication competence combined with PRO professionalism can improve the quality of public relations services at BPK RI Representatives of North Sumatra Province.

The purpose of this study is to determine the role of cultural projects run by the Korea-Russia Dialogue Forum (KRD) in terms of the implementation of South Korea's foreign policy objectives using a soft power strategy. The tasks of the study were: to substantiate the importance of cultural initiatives in terms of soft power, to systematize and describe KRD projects in various spheres (literature, festivals, visual arts, cultural studies), to identify priority strategic vectors of South Korea’s foreign policy basing on the material considered. The structure of the work corresponds to the research objective setting. As a result of the analysis, several conclusions have been drawn. For instance, it was found out that the interaction between Russia and the Republic of Korea was characterized by horizontal ties between societies ("from civil ties to politics" vector). The research highlights the following soft power strategic tasks: the popularization of the Korean language in the world in general and in Russia in particular, the worldwide promotion of Korean cultural brands, the consolidation of the national community in foreign countries, and support for the implementation of the foreign policy tasks, specifically related to the process of tackling the North Korean issue. The Republic of Korea’s cultural projects can therefore be considered not only as culture related ones, but more extensively as a tool for pursuing the foreign interests of the state as well.
