Privatisation is one of the key elements of the package of neoliberal reforms in the transition economies of Central and Eastern Europe which collectively constitute the ‘sharp shock’ strategy. In this, privatisation is ascribed the role of redistributing and clarifying property rights, which is an assumed precondition for efficiency improvements in individual firms. In practice, the transformation is characterised by path dependency, cultural and political legacies, and uneven and partial reform of market institutions and of regulation. We contribute to the debate on the link between property rights and firm-level performance in three main ways. First, we analyse the tourism sector as a counterbalance to the emphasis in the existing literature on manufacturing and financial services; particular emphasis is given to the roles of ‘operators’ and the ‘nomenklatura’, and to complex, nonlinear shifts in property rights. Second, we assess the performance of tourism firms created by different forms of creative and distributive privatisation; this emphasises the diversity of property rights, market segmentation, and the capital and debt structures of firms. Third, the value of the concept of ‘recombinant’ property for analysing the complex and changing forms of property rights is critiqued. These arguments are illustrated through a case study of tourism in the Czech Republic and Slovakia.

AbstractSince the start of the new millennia, the words ‘national crisis’ have not been far removed from many of the plays on the British stage. The aftermath of 9/11 and the British government’s decision to aid George Bush’s Middle East invasion plans sparked plays by David Hare, Roy Williams, and the Tricycle Theatre’s The Great Game as well as verbatim theatre pieces. The Great Recession unleashed works by David Hare (again), Laura Wade, and Lucy Prebble, among others. The increasing threats of floods across Great Britain and Europe placed the crisis of climate change front and centre in plays by Mike Bartlett and Steve Waters. The housing crisis, while not as provocative a theatrical topic as the ones above, has also inspired theatrical responses, including Mike Bartlett’s Game and Philip Ridley’s Radiant Vermin, and these two works are the focus of my paper. More specifically, I will examine each playwright’s focus on the role of the homeless in regards to the housing crisis. Interestingly, both playwrights posit that the victimization of the homeless is the crucial solution to not only solving the housing crisis in Britain, but also maintaining the status quo of Britain’s affluent population.

The article provides an overview of my book, The Fight for America’s Schools: Grassroots Activism in Education. The book examines how grassroots activists in Pennsylvania and New Jersey challenged various neoliberal reforms in education such as high stakes testing, school closures, state takeovers of local school districts, and charter school expansion. The four case studies focus on who the activists were, how they became involved, the challenges they faced, and the prospects for coalition building across different constituent groups. The comparative analysis reveals the role of political, organizational, demographic, and historical factors in shaping how activism played out in each location and in its effectiveness.

External investment in neighborhoods can inhibit crime. However, during the housing crisis, many investors were foreclosed upon, triggering large-scale community disinvestment. Yet the impact of this type of disinvestment on crime is currently unknown. Combining data on crime incidents with foreclosure, home sales, and sociodemographic data, this research assesses whether the foreclosure of properties owned by investors has an effect on crime in neighborhoods in Chandler, Arizona, a suburb in the heavily affected Phoenix region. Neighborhoods with a greater proportion of foreclosures on investors (FOIs) have higher total and property crime rates in the short term. In Hispanic neighborhoods, a greater proportion of FOIs result in lower rates of crime. Results suggest that neighborhood stabilization efforts should consider the role of investors in driving short-term crime rates, and that police and code enforcement strategies might prioritize neighborhoods with a high proportion of investor foreclosures.

PurposeThis paper examines disaster capitalism in Chile, that is, the relationships between disasters and neoliberalism. It looks at two post-disaster dimensions: disasters as windows of opportunity to introduce political reforms and disasters as occasions for the corporate class to capitalize on such disasters.Design/methodology/approachTwo indices, disaster capitalism (DC) and post-disaster private involvement (PDPI), are proposed for cross-case analysis. They are based on legal records, institutional reports and economic data. The DC assesses the introduction of reforms following disasters, while PDPI evaluates the share of public-private funding used for recovery. Both indices are applied here to two disasters in Chile: the 2010 Maule earthquake, and the 2008 Chaitén volcanic eruption.FindingsResults show that the highly neoliberal Chilean context leaves limited space for new neoliberal reforms. Although recovery is implemented predominantly through the private sector, the state still assumes greater responsibility for recovery costs. Results also detect poor levels of participation from the private sector in accounting their efforts and making them publicly available. Likewise, the research suggests that neoliberal reforms become more likely after disasters. However, the preexisting politico-economic context matters. Finally, there is clearly a need for data systematization in post-disaster recovery.Originality/valueIn the Chilean context, the indices proved beneficial as a strategy for data collection and a method for scrutinizing the implications of neoliberal policy implemented in the wake of disasters, as well as in evaluating the role of the corporate class during recovery.

In recent years, considerable attention has been paid to the increasingly popular trend among western governments to use arcane parliamentary mechanisms to circumvent the legislative process. However, despite growing concern for the influence of parliament, there are few comprehensive studies that capture the evolution of this pattern in the detail necessary to draw substantive conclusions about why it is occurring. This dissertation seeks to address this gap in the literature by undertaking a detailed archival analysis of the evolution of the role and function of the Ontario Legislature between 1971 and 2014. Using an interpretivist approach, it draws upon the Marxist political economy literature to assess the nature of the relationship between the marginalization of parliament and the emergence of neoliberalism as the dominant policy paradigm in Ontario over the course of the same period. This project makes the case that the Ontario Legislature has undergone a profound shift from an assembly characterized largely by cooperation between the three major political parties in the 1970s, to one in which governments have routinely made use of all methods of parliamentary procedures to undermine the opposition. An important explanation for the emergence of this trend, it is argued, has been to insulate controversial neoliberal reforms from democratic control by hastening their passage through the legislature. The utilization of these restrictive instruments has been coupled with a growing tendency by governments to overcome institutional obstacles to the implementation of neoliberal restructuring measures by granting themselves increasingly significant powers to govern through regulation. Thus, while a confluence of factors have contributed to the marginalization of the legislature in Ontario, the compulsion to shield neoliberal reforms from exposure to institutional processes emerges as arguably the most significant explanation. It is hoped this dissertation will make several contributions to the literature. First, although the scholarship has largely ignored the role of parliamentary institutions to the implementation of neoliberalism, this study shows that they are central to the story of neoliberal restructuring in Ontario. Second, it shows that all three major parties have not only moved Ontario in a neoliberal direction, but have also been responsible for significant changes to the legislature’s procedures. Third, it provides a historical canvass of the evolution of procedure at Queen’s Park, demonstrating that while restrictive measures were initially exceptional, employed only to facilitate the passage of highly controversial measures, over time they have become commonplace, routinely used for all varieties of legislation.

This article addresses several questions The Fight for America’s Schools pushes us to consider as scholars of urban education policy. By extrapolating from the themes in the chapters of the book, a number of issues are brought forward in this article. These issues include the challenges of coalition building against neoliberal reforms, the role of philanthropy in education policymaking, and questions about how scholars might engage more as activists in the area of education policymaking. In the end, this article asks scholars to reflect on how our scholarship can move beyond a critique of neoliberal reforms and toward a more democratic approach to education policymaking.
