The transition of fossil fuel to non-fossil fuels (biodiesel fuel for diesel blending) has continued to evolve. The largest source of biodiesel’ raw materials in Indonesia derives from oil palm. Biodiesel development is also believed to generate benefit for society as well as for regional and national, including job creation, infrastructure improvement, revenue generation for governments and reduce national dependence on fossil fuels, and minimize adverse environmental fossil fuel impacts. However, despite its targets and strengthened by various comprehensive policies, the development of biodiesel in Indonesia also faces significant barriers. Descriptive analysis used in this study to understand the political economy of biodiesel engagement. The limited domestic market, mainly related to the issue of non-competitive prices with diesel, relatively low of oil prices, and high prices of fresh fruit bunches (FFB) are the constraints in the production of biodiesel for domestic uptake. The national political aspect related to the use of biodiesel by government parties, including non-PSOs, becomes an important issue in ensuring the sustainability of biodiesel. In addition, the issue of sustainability in the upstream (oil palm plantation) and dumping issues expressed by the EU and the US Government are also the main problems in Indonesian biodiesel export.

CCS (Carbon Capture and Storage) is the only technology available to achieve a deep cut in CO2emissions from large-scale fossil fuel usage. Although Guangdong Province has less heavy industries and higher reliance on energy import compared with many other provinces in China, CCS is still essential for the low-carbon development in the province. This is because fossil fuel energy is now and will be in the foreseeable future the major energy in Guangdong. CCS may have other benefits such as helping energy security and bring new business opportunities. The feasibility of CCS development in Guangdong is ensured by the existence of sufficient CO2storage capacity in offshore sedimentary basins in the northern South China Sea. A safe CO2storage is achievable as long as the selection of storage sites and the storage operations are in restrict quality control. The increased cost and energy penalty associated with CCS could be reduced through technical R&D, the utilization of captured CO2, and the utilization of infrastructure of offshore depleted oil fields. Fossil fuel energy plus CCS should be regarded as a new type of clean energy and deserves similar incentive policies that have been applied to other clean energies such as renewables and nuclear.

AbstractIn the field of business and politics, research on the role of business actors in individual fossil fuel industries that contribute to climate change has been sparse. At the same time theorising the role of ad hoc coalitions has been limited even though they appear to be an important vehicle for business actors seeking to shape contemporary policy contests. This paper attempts to address these understudied areas by drawing on a rich empirical dataset to examine the role of three ad hoc coalitions in the U.S. energy sector. In doing so, it builds on the existing literature to establish a theoretical basis for identifying the defining elements of ad hoc coalitions and the conditions under which business actors decide to establish them. Further, it sheds light on how business actors use ad hoc coalitions in three key fossil fuel industries—gas, oil, and coal—to shape policy outcomes, and in turn shape the path to a clean energy transition.

This chapter examines ecological modernization, a discourse that addresses the restructuring of the capitalist political economy along more environmentally defensible lines. At one level ecological modernization is about the search for green production technology, and especially clean energy. However, this search also opens the door to intriguing possibilities for more intensive transformation, involving political change as well as technological change. So although at first sight ecological modernization looks like a rescue mission for industrial society, albeit an imaginative one, it also points to political and economic possibilities beyond industrial society. The central assumption of ecological modernization is that the capitalist political economy needs conscious reconfiguring and far-sighted action so that economic development and environmental protection can proceed hand-in-hand and reinforce one another. The chapter first explains the idea of ecological modernization before discussing its discourse analysis. It concludes with some remarks on the future of ecological modernization.
