The search for a new model of collective security is one of the most important institutional challenges in a multipolar world. Despite the fact that modern processes of regionalization are increasingly determined by cognitive factors, the Arctic region is becoming a macro-region of the world, where the balance of national interest of countries with different economic systems can determine the institutional criteria for future global interaction or confrontation in achieving the goals of sustainable development.

Recently, the developments of ethics and politics in the Arctic region have again become an issue for international discussion. One main issue is the problem of climate change and sustainability of the Arctic region. This problem is linked to the issue of exploitation of natural resources in the Arctic region, not at least in Greenland. Indeed, the general issue is how we should define ethics of the environment and sustainability as a general principle for the Arctic region. It is important to discuss what is at stake and how we define the problem in relation to the different participating stakeholders. This paper deals with these problems as a case for global ethics and it proposes a vision of ethical and political responsibility for sustainable development in order to deal with such problems.

The article presents an assessment of the current ecological status of the Arctic zone of the Russian Federation as a promising area of active industrial development. Acknowledging the current negative environmental consequences of human activities in the Arctic, the authors raise the issue of environmental risks in the Arctic region, which inevitably arise due to the intensification of resource extraction in these areas. From the standpoint of a risk-based approach, the authors insist on the need to take into account the environmental safety requirements in the Arctic region when conducting any kind of business and other activities, taking into account the particular vulnerability of the Arctic ecosystems and the climate-forming significance of this region for the entire planet. In their opinion, at present, the problem of environmental safety in the Russian Arctic is aggravated by several unfavorable factors: environmental damage accumulated over a long period of previous economic and military activities; the lack of the necessary legal framework to regulate resource extraction activities in the region, taking into account new environmental requirements; Russia’s lack of the latest eco-friendly technologies for offshore hydrocarbon production. Each of these factors is capable of provoking irreversible environmental consequences, and, accordingly, each of them should be subjected to in-depth scientific evaluation in the framework of strategic and project-economic planning.

In the paper, the goals, priorities and objectives of the environmental safety planning and management in the Arctic are formulated. Pollutant emission dynamics in the Arctic regions for the period 2013-2017 and implementation of target indicators stipulated by the state program “Environmental Protection” are considered. The analysis of influence of performance of the major Arctic companies mainly developing mineral resources on environmental pollution during the period under consideration is carried out. It is shown that despite environmental finances and fully implemented environmental activities, the main environmental indicators practically have not improved. The proposals to improve the management of the environmental and economic system of the Arctic for sustainable development of the region are presented.

The article presents the results of a sociological study of social aspects of self-development of a number of single-industry towns and towns with a diversified economy in the Arctic region — the Murmansk region. Structured sociological information on the population's assessment of social aspects of self-development makes it possible to adequately assess the dynamics of public opinion and use this knowledge in solving the problems of modernizing the system of public relations and the processes of self-development of local communities. Similar studies performed by the authors in 2008–2010 revealed a weaker level of social activity of the population, low estimates of the current life situation in single-industry towns, compared with estimates of the population in towns with a diversified economy. This article analyzes self-assessments of the population in relation to territorial and civil identity, which contributed to understanding the degree of social cohesion of local communities, examines assessments of significance of factors of the Northern specificity, determines the motives for participation in socially significant activities, and identifies the rating of problems that affect life quality in local communities. It is found out that over the past decade there has been a significant convergence of residents’ opinions in single-industry towns and tons with a diversified economy on important issues of life organization. It can be assumed that this indicates the success of the state policy to improve the socio-economic situation in single-profile territorial entities. In addition, a certain uniformity of the social environment of living in the studied groups of towns can contribute to forming innovative social technologies for self-development of the social potential of local societies throughout the Arctic region — the Murmansk region.
