<strong>English</strong><br />Rice Production Enhancement Programs (P4) is consistently carried out by the government to meet domestic demand for rice. This paper describes dynamics of P4 implementation, namely their strengths and weaknesses. There were 11 programs launched, beginning with Central Rice Program (Padi Sentra) in 1958 up to Special Intensification (Insus) in 1979 with highest achievement of rice self sufficiency in 1984. Insus was improved in 1987 and it was then called as Supra Insus. In 1990 rice production was stagnant and rice import tended to enlarge. Rice Based Farming System with Agribusiness Orientation (SUTPA), Agribusiness Oriented Intensification (Inbis), and Self Reliance Movement on Rice, Corn, and Soybean (Gema Palagung) programs were introduced to anticipate changing domestic and international circumstances. El Nino took place when the programs were carried out triggering delay of harvest seasons and low production. At last, paradigm of agricultural development was improved through system development and agribusiness oriented, namely corporate farming as the starting point of on-going Integrated Crops and Resources Management (PTT) program. To induce the farmers nationwide to adopt technologies immediately the government copes with many constraints. It is suggested that the generated technologies are packed in sociodrama before disseminated intensively through various mass media, especially television.<br /><br /><br /><strong>Indonesian</strong><br />Untuk mencukupi kebutuhan beras, pemerintah terus mengupayakan program peningkatan produksi padi (P4) melalui berbagai kebijakan. Tulisan ini mengemukakan dinamika P4 yang telah diimplementasikan dengan menganalisis kelemahan dan kekuatan suatu program. Tujuan penulisan untuk memperoleh opsi kebijakan P4 mendatang. Ada sebelas program yang telah diluncurkan, diawali dengan Program Padi Sentra (1958) hingga lahir Intensivikasi Khusus (1979) yang berhasil meraih swasembada beras (1984). Tahun 1987 Insus disempurnakan menjadi Supra Insus. Tahun 1990 produksi padi cenderung stagnan, import beras terus meningkat. Untuk merespon berbagai perubahan lingkungan internasional dan domesik diimplementasikan program Sistem Usahatani Berbasis Padi Berorientasi Agribisnis (SUTPA), Intensifikasi yang Berwawasan Agribisnis (Inbis) dan Gema Palagung. Saat program dalam implementasi terjadi El-Nino yang menyebabkan panen mundur dan produksi rendah. Akhirnya dilakukan pembenahan paradigma dalam pengembangan pertanian yaitu mutlak berbasis pengembangan sistem dan berorientasi agribisnis, yaitu usahatani korporasi yang selanjutnya menjadi dasar dalam program Pengelolaan Tanaman dan Sumberdaya Terpadu (PTT) yang sedang diuji. Selalu ditemukan kendala dalam menyebarluaskan teknologi yang telah dihasilkan dalam skala luas agar cepat diadopsi petani. Diusulkan agar teknologi yang telah dihasilkan dikemas dalam sosiodrama kemudian disebarluaskan secara intensif melalui berbagai media terutama televisi.

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

Precision agriculture (PA) as an integrated information- and production-based farming system is designed to delivery high-end technology solutions to increase farm production efficiency and profitability while minimizing environmental impacts on the ecosystems and the environment. PA technologies are technology innovations that incorporate recent advances in modern agriculture providing evidence for lower production costs, increased farming efficiency and reduced impacts. However, the adoption of the precision agriculture technologies has encountered difficulties such as additional application or management costs and investment on new equipment and trained employees. Some of these PA technologies were proven efficient, providing tangible benefits with lower costs and as a result they quickly gained scientific interest. To investigate further the economic, agronomic, and environmental benefits from the adoption of PA technologies a systematic review was conducted, based on the systematic search and evaluation of related eligible articles.

Dairy animal rearing is an inseparable and integrated part of smallholder subsistence farming system. Dairy cattle production in the country is characterized by low productivity levels due mainly to genetic and nutritional constraints. Unless feeding management is improved these animals may be limited to fully express their potential genetic superiority. It is fundamental approach to provide good quality diets to dairy cattle in sufficient amount to maximize production. Dairying provides women with a regular daily income vital to household good security and family well being. Quantitative and qualitative shortage of feeds and fodder affects the performance of milking animal. Local cows yield on average 1.5 Lit. milk per day against 5-8 Lit. in cross bred cows, require better feeding mainly concentrates, which is not available to the farmers at the affordable prices. But income of farmers can be increased up to two fold (Tk.58 vs 115) by rearing cross bred cows. Since feed cost is becoming the most important factor in livestock production, increasing self sufficiency in feed production will be an important factor in future development programs. The recent history of dryland farming in the Australian semi-arid tropics is discussed briefly against the background of national and state policies, established following World War II, aimed at increasing the population and development of northern Australia. Some reference is also made to irrigation as a means of overcoming limitations imposed by rainfall and to complement dryland farming systems. The environmental and socio-economic constraints whch have so far limited commercial agriculture in the Australian semi-arid tropics are highlighted. Efforts, particularly in north-west Australia, to develop sustainable farming systems based on legume pasture leys and livestock production in conjunction with annual cropping, as a basis for closer settlement, are reviewed. These attempts, which began in the 1960s and stemmed from earlier post-war agricultural research in the region, initially relied on a pasture legume (Stylosanthes humilis cv. Townsville stylo) and conventional tillage. Farming system development continues today using new legume species (e.g. Stylosanthes hamata cv. Verano and Centrosema pascuorum cv. Cavalcade) and no-tillage cropping technology. This paper documents the history of agricultural and research development, and commercial practice in the Australian semi-arid tropics.
