The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

The relevance of the topic of the article is caused by the need to study the level of agricultural production and the country's self-sufficiency with basic food products in the context of fierce competition in the world food market and sanctions from Western European countries and the United States. The purpose of the article is to identify trends in the implementation of the strategy of import substitution of food products and to determine the priorities for the development of the agricultural business in import and export activities. The article is devoted to a comprehensive study of the current state of food production and the development of priority directions for the effective functioning of enterprises of agricultural production and processing of agricultural raw materials in modern conditions of external and internal socio-political challenges and risks. The article defines the current state of food supply for the population of the country, identifies trends and priority strategic directions for implementing the policy of import substitution, and ensuring food security of the country suggests the need for an interconnected and balanced organization of import and export activities of agricultural enterprises. The theoretical provisions and practical recommendations proposed in the article allow solving the problem of stable self-sufficiency of the country with competitive food products and the transition to the implementation of an export-oriented strategy for the development of the agricultural sector of the economy.

Abstract. The purpose of the research is to study the tools necessary to improve the quality of natural and organic agricultural products, as well as to increase the volume of their receipts and sales in the Russian agro-industrial complex and retail chains. In the context of the current crisis and sanctions from the United States and a number of countries of the European Union the problem of food security in our country is of particular importance. One of the main tasks of agriculture is not only solving the problem of import substitution by increasing the production of essential products, but also improving their quality. The analysis of the materials made it possible to assess the current state of the food market in Russia. The state mechanism for regulating prices in the food market was analyzed. To solve this problem, it is proposed to use the positive experience of China, Western European countries and our country in different historical periods. Methods. The basic research methods of the posed problem applied in the work are comparison, deduction, modeling, historical and logical methods. The result of the research carried out in this article is an attempt to establish the reasons for the insufficiently developed and implemented subsidized mechanism of state financing in the agricultural sector. In the course of the research, the prerequisites and reasons for the current circumstances were considered and indicated. The scientific novelty is based on the authors’ conclusion of a scientifically grounded concept about the need to bring the branches of agriculture within the framework of a mixed market economy into the non-market sector. This, in turn, can provide an urgent need for self-sufficiency.

This article examines the financial elements of agricultural production digital architecture in Russia during the transition to the fourth technological stage in order to compete and import substitution in the agro-industrial market of the country. The pandemic and its consequences have had a negative impact on the Russian economy, in the context of the country's insufficient food security and the inevitable increase in prices for imported goods, due to rising prices for hydrocarbons and the predominance of low-value-added food products in exports. Due to the weakening of the ruble against the falling oil prices, the economy may face the need for a new wave of import substitution. This study identifies the problems of the agricultural sector and the reasons for Russia’s high dependence on imports justify the need to develop high-tech technologies. Authors determined the development directions of agricultural production digitalization in Russia through innovative agricultural technologies based on the Internet of things, distributed computing, and artificial intelligence technologies. Increasing the level of the agro-industrial complex development, bringing it to a new independent stage, is vital. However, it is impossible without state support and the digitalization of technological processes.

The article examines the issues of state and legal regulation of the agricultural sector of the Russian Federation, as a basic component of the country’s agro-industrial complex, at the present stage. The authors analyze the problems associated with the peculiarities of the regulatory support of the agricultural sector, focus on the priorities of the state socio-economic policy in the current conditions of the need for import substitution, including agricultural products. The article examines the methods and limits of government intervention in agricultural production. The most effective methods of state influence and stimulation of the subjects of agrarian legal relations in order to attract highly qualified personnel to the field of agriculture are analyzed.

The problem of updating the fleet of agricultural machinery and introducing technologies into agricultural production is acute. In the current foreign policy and economic conditions, the issue of ensuring food security has become extremely important, in connection with which there is an urgent need to increase the efficiency of agricultural production in a short time. In such a situation, the most effective way is to intensify production, and in this process, machinery and equipment play a primary role. The study found that in the Russian Federation in the period 2015-2020. There was a reduction in the fleet of agricultural machinery, which caused an increase in the load on the existing fleet of tractors and combine harvesters. The rates of renewal of agricultural machinery concerning tractors and combine harvesters have decreased, which, together with other conditions, negatively characterizes the situation with the renewal of the fleet of machinery in agricultural production. In the context of ensuring the implementation of the policy of import substitution and ensuring food security, the state should provide greater support to agricultural producers when updating the fleet of equipment, since in the context of the weakening of the ruble, the deterioration of the national economic system, the falling purchasing power of the population and other factors, agricultural producers will not be able to independently master additional the financial burden, and the renewal of the material and technical base, especially when it comes to the supply of imported equipment, is an expensive issue.

The article touches upon the problem of food security as one of the main factors of social and economic development of the state. The problem of food security is particularly acute at the regional level, as not all regions can produce the necessary quantities of basic food due to differences in soil and climatic conditions. In the Astrakhan region there has been estimated the degree of security for the main food products; the need to consider both quantitative and qualitative characteristics of food for developing methods of food security assessment is being substantiated. There have been studied the reasons of decreasing the level of food self-sufficiency in the Astrakhan region, which can be explained by inefficient use of arable lands, non-observance of scientifically proved change of crops in time and space, ignoring the principles of agricultural zoning and all-round cultivation of vegetables and potatoes by the producers. To eliminate the negative manifestations in the agricultural production of the region it has been proposed to put into practice the system of strategic management in the agricultural sector of the economy and to develop strategic directions of the agro-industrial complex of the region in order to achieve the standards of food self-sufficiency for basic items of food supply. To assess the competitive advantages of agroindustrial production in the region, it was proposed to test the author's methodology, which provides integrated assessment of the competitiveness of the agro-industrial complex for each rural area of the Astrakhan region based on eight proposed key factors. There has been made a classification of eleven districts of the Astrakhan region on two levels of competitiveness has been carried out and the assessment of the state of the regional agroindustrial complex, which allows to develop strategic directions of development of the agroindustrial complex of the region for the near and long-term prospects.

The development of a dynamic and competitive global economy modifies the coordinate system of modern foreign economic activity, focusing it on the development and production of innovative high-tech agro-industrial products. The article provides a brief overview of the main legal approaches to assessing the effectiveness of innovative foreign economic and domestic economic activity of Russia. The conclusions set out in the publication contain a number of proposals to optimize the instruments of state legal regulation of the policy of the Russian state in the system of implementation of import substitution in the agro-industrial complex. The work substantiates the strategic priorities of the development of the national AIC, which make it possible to ensure a stable rate of economic growth by stimulating the investment activity of economic entities, reducing the critical dependence of agricultural producers on imported technologies, which contributes to increasing food security. Based on the analysis of the role of the agro-industrial complex in ensuring an acceptable level of food security, the study notes specific legal forms of state activity aimed at expanding domestic production, transforming the existing mechanism of state regulation and supporting the agro-industrial complex, caused by a change in the existing conditions of the domestic and domestic market in the agricultural sector

Abstract The issue of the need to develop agriculture and import substitution has become particularly relevant after the beginning of mass imposing economic sanctions by the West against Russia, as well as a result of oil prices downturn and shortfall of budget revenues from the sale of energy sources. The policy of import substitution affects the areas of the agro-industrial complex to varying degrees. First of all, these measures affect all areas of agricultural production - crop production, animal husbandry and fisheries. In addition, they apply to the final products of the agro-industrial complex, that is, they regulate the food industry, thus affecting the issue of the country’s food security. The purpose of the study is to identify problems in the development of the country’s agriculture based on the study of Russian and international experience, to consider them in a complex, as well as to assess the impact of the import substitution policy on the development of the industry, to propose measures for the further development of the agro-industrial sector aimed at strengthening the country’s food security.

The increasing politicization of international food trade, as well as the stagnation of the world economy due to the coronavirus epidemic, once again confirmed the relevance of Russia's self-sufficiency in food. The implementation of the Food Security Doctrine has made it possible to overcome the systemic problems of domestic agriculture and increase the sustainable production of basic crop products and aquatic biological resources. However, the situation in livestock farming is not so optimistic: stagnation in resource-intensive cattle production and dairy farming is accompanied by success in import substitution of poultry and pork meat. The revision of the doctrine in January 2020 shifted the focus from self-reliance on agricultural commodities to the production of a wide range of competitive high value-added foods. The article analyzes the dynamics of self-sufficiency in food in Russia, examines the current state of affairs in the main sectors of domestic agricultural production and the fishery complex, and offers promising areas of development.

With international sanctions and the reciprocal food import embargo in place, ensuring food supply by procurement of domestic Russian products can be addressed through the implementation of the import substitution strategy. The Tambov region, with its favourable conditions for many types of agricultural production, plays an important role in ensuring food security. Amid the recent considerable decline in the average per capita nutrition levels, Russia has significant potential for food demand growth provided an increase in real income levels and price stabilisation. This should stimulate growth in production and improved efficiency of the agro-industrial complex. The development of Russian poultry farming can play an important role in it
