One-solving methods and techniques necessary to avoid inefficiencies and not economic costs as well as reduce the cost of housing construction is the method of Value Engineering. Value engineering is a method and cost control techniques to analyze a function to its value at the lowest cost alternative (most economical) without reducing the quality desired.At the writing of this study used a comparison method by comparing the initial design to the design proposal of the author. In the housing projects Upgrading Tirto Penataran Asri type 70, the application of Value Engineering conducted on the job a couple walls and roofs pair by replacing some work items with a more economical alternative but does not change the original function and high aesthetic level and still qualify safe. For that performed the step of determining a work item, the alternative stage, the analysis stage, and the stage of recommendations to get a Value Engineering application and cost savings against the wall a couple of work items and partner roof.The proposed design as compared to the initial design. Work items discussed was the work of a couple wall having analyzed obtained savings of Rp. 2,747,643.56 and the work of the roof pair obtained savings of Rp. 2,363,446.80. Thus the total overall savings gained is Rp 5,111,090.36 or savings of 0048%.

Cylinder shell stiffened by rings is used commonly in submersibles, and structure strength should be verified in the initial design stage considering the thickness of the shell, the number of rings, the shape of ring section and so on. Based on the statistical techniques, a strategy for optimization design of pressure hull is proposed in this paper. Its central idea is that: firstly the design variables are chosen by referring criterion for structure strength, then the samples for analysis are created in the design space; secondly finite element models corresponding to the samples are built and analyzed; thirdly the approximations of these analysis are constructed using these samples and responses obtained by finite element model; finally optimization design result is obtained using response surface model. The result shows that this method that can improve the efficiency and achieve optimal intention has valuable reference information for engineering application.

This paper considers the issues and theoretical aspects related to improving the design of maritime tethered systems (MTSs) with flexible links (FLs) using underwater towed systems (UTSs) as an example. That allows them to be used in the early stages of design by implementing the principles of Shipbuilding 4.0 and BIM technologies. Such regimes have not previously been described by existing mathematical models (MMs). The expected result of the current study is a significant decrease in the cost of different resources. At the same time, the basic reliable results of design solutions could be obtained already in the early stages of design. The theoretical basis of the proposed method for improving the design of MTS with FL is the improved design concept (IDC) for MTS with FL while the tool base of the method is a special modeling complex (SMC). The use of IDC along with SMC at the research (pre-prototype) design phase reduces the number of MTS design stages. The proposed method to improve the design of MTS with FL, based on the MM that notates the dynamics of MTS FL and MTS with FL, makes it possible to investigate different modes of operation of almost all MTS classes. That allows devising the recommendations for predicting possible operational loads in order to design their elements. At the same time, there is an opportunity to improve the existing methods for calculating and designing MTS with FL with the required properties and parameters, and to bring them to the level of engineering application. The application of SMC at the pre-prototype design stage makes it possible to avoid the use of physical modeling of the operational regimes of MTS with FL associated with the full-scale testing on the high seas

During the past ten years, various systems of building components have been applied in public school projects in Iraq, with no systematic method used for selection and evaluation, but only based on the designer’s experience. This paper displays evaluation and selection techniques based on value engineering methodology to find the optimal cost for school building projects in Iraq during design stage. The most important criteria for performance, constructability and sustainability criteria, which based on the Leadership in Energy and Environment Design used in this assessment were obtained from a survey of 49 professional designers and consultants, adoption of the Super Decisions Software Program, which uses analytical hierarchy process (AHP) for determining the relative importance of the main criteria and sub-criteria, that allows the decision-makers to evaluate the suitable alternatives of design for the external wall system in Iraq’s school buildings was built.

This Study aims at identifying the extent of implementing Target Costing and Value Engineering approach to reducing costs of Jordanian public shareholding companies for food industries. To achieve the study objectives, the researcher distributed personally a questionnaire to a random sample of (145) accountants in the Hashemite kingdom of Jordan. (100) questionnaires were returned. The response rate was 69%. In addition, the survey sought to verify the five basic hypothesis of the study. In order to analysis the data, the researcher used means, standard deviations and T-test. The results of the survey revealed that availability of the components of application of target cost, as well as companies have awareness, concepts, principles and the importance of applying target costs to managing costs so as to improve profitability, and the companies are using value engineering to achieve a cost to reach the target costs. The results also showed that there were some difficulties to hinder the application of target costs and value engineering in Jordanian shareholding companies for food industries. The most important difficulties were: The lack of sufficient knowledge to manage the company on how to implement the target cost and value engineering. The lack of research and publication related to the benefits target cost and value engineering. Application costs greater than the expected benefits.

In allusion to the significance of design stage to cost control in the engineering and based on analyze present problems in the design stage, it is a feasible way to put forward four efficient approaches in the design stage to control construction cost including quota design, design biding, value engineering and standardized.
