Although scholarship on competitive framing acknowledges that framing is a dynamic process in which the early stages may matter most, very little research has focused on the dynamics of issue emergence. In this article, we draw on several literatures to develop theories for how controversy related to new issues will emerge and expand in news coverage. Through a comprehensive content analysis of 101 local newspapers across the fifty U.S. states, we explore the dynamic and evolving process wherein a new issue—the HPV vaccine—emerged into public discourse and a legislative debate over school requirements for vaccination began. We find that coverage of controversy is a function of proximity, driven primarily by events within a state, although external events also influence local coverage. We also find that the legislative discussion in the media did not necessarily start out as controversial, but as the issue evolved, we observe a large increase in the proliferation of both actors taking positions and the types of arguments made to influence debate. The findings yield important insight into issue emergence with implications for how future research might test competing frames to better understand how the presentation of controversy in the mass media affects public opinion.

ObjectivesIn 2012, Australia was the first country in the world to introduce plain or standardised tobacco packaging, coupled with larger graphic health warnings. This policy was fiercely opposed by industry. Media coverage can be an influential contributor to public debate, and both public health advocates and industry sought media coverage for their positions. The aim of this study was to measure the print media coverage of Australian’s plain packaging laws, from inception to roll-out, in major Australian newspapers.MethodsThis study monitored mainstream Australian print media (17 newspapers) coverage of the plain packaging policy debate and implementation, over a 7-year period from January 2008 to December 2014. Articles (n=701) were coded for article type, opinion slant and topic(s).DesignContent analysis.ResultsCoverage of plain packaging was low during preimplementation phase (2008–2009), increasing sharply in the lead into legislative processes and diminished substantially after implementation. Articles covered policy rationale, policy progress and industry arguments. Of the news articles, 96% were neutrally framed. Of the editorials, 55% were supportive, 28% were opposing, 12% were neutral and 5% were mixed.ConclusionsProtracted political debate, reflected in the media, led to an implementation delay of plain packaging. While Australian media provided comprehensive coverage of industry arguments, news coverage was largely neutral, whereas editorials were mostly supportive or neutral of the policy. Countries seeking to implement plain packaging of tobacco should not be deterred by the volume of news coverage, but should actively promote the evidence for plain packaging in the media to counteract the arguments of the tobacco industry.

This research was to examine the portrayal of crisis response strategies in Malaysian local vernacular printed dailies in covering terrorism crises which is the Lahad Datu crisis in Malaysia. The researcher relied on Situational Crisis Communication Theory (SCCT) and Framing theory to identify the news coverage and appropriate solutions through newspaper framing. Five variables were identified by the researcher in examining crisis response strategies such as news category, news slants, news framing, news sources and portrayal of visuals. Through quantitative content analysis, data revealed that the solution category was portrayed by Nanban daily, but Sin Chew focused on the problem category. For the news slants, Sin Chew daily framed negative slants of news most but Nanban daily portrayed issues in positive slants. In measuring the news frame, both dailies focused more on the attribution of responsibility frame. In examining the crisis response strategies, the researcher found, justification crisis response was portrayed predominantly but there is a significant difference between two different vernacular dailies in the portrayal of justification crisis response followed by concern crisis response. Kruskal Wallis’s test revealed that there is a significant difference in the portrayal of concern response between two dailies however, both newspapers having significant associations in portraying compensation crisis response.

Background  Public opinion surveys usually report majority support for fluoridation in North America. Yet many local plebiscites produce opposite results. One possible reason is the nature of local media coverage.Analysis  This article reports on a content analysis of news coverage and letters to the editor about a fluoridation plebiscite in Waterloo, Ontario. Qualitative research suggested that the groups opposed to fluoridation were more motivated and better organized than those in support. The net effect was news coverage more neutral toward fluoridation than supportive or critical, predominantly framed in terms of risks rather than benefits.Conclusion and implications  The findings here emphasize the reactive nature of contemporary journalism. In local fluoridation plebiscites, champions are required to produce news coverage that better conveys the benefits to the public.Contexte  Normalement, dans les sondages d’opinion publique en Amérique du Nord, la majorité des répondants appuient la fluorisation. Pourtant, au niveau local, plusieurs référendums obtiennent des résultats contraires. Une raison possible pour ce contraste est la couverture médiatique locale.Analyse  Cet article présente une analyse de contenu effectuée sur la couverture médiatique et les tribunes libres concernant un référendum sur la fluorisation tenu à Waterloo (Ontario). Cette recherche qualitative suggère que, dans ce cas, les groupes opposés à la fluorisation étaient plus motivés et mieux organisés que ceux qui appuyaient celle-ci. En conséquence, la couverture de la fluorisation tendait à être neutre plutôt que positive ou négative, avec un accent mis sur les risques plutôt que les bienfaits.Conclusions et implications  Les résultats de cette recherche soulignent le caractère réactif du journalisme contemporain. En conséquence, dans les référendums locaux, les partisans de la fluorisation auront intérêt à se mobiliser afin d’encourager des reportages plus axés sur les bienfaits de celle-ci.

The present study collected 2223 tweets of news about the Top 100 celebrities from People Magazine’s Twitter account during the year 2016. A combination of content analysis and social network analysis was used to examine celebrity attributes, news features, and the relationships between celebrities and news topics. Results indicated that news agendas and audiences’ responses were highly different. News coverage was primarily determined by news features, yet audiences cared only about big stars. Regular topics centered on the themes of celebrity news. The celebrity-by-topic network was topic-driven rather than human-driven, demonstrating the nature of the celebrity industry as an embodiment of capitalist society.
