Issue Emergence, Evolution of Controversy, and Implications for Competitive Framing

Although scholarship on competitive framing acknowledges that framing is a dynamic process in which the early stages may matter most, very little research has focused on the dynamics of issue emergence. In this article, we draw on several literatures to develop theories for how controversy related to new issues will emerge and expand in news coverage. Through a comprehensive content analysis of 101 local newspapers across the fifty U.S. states, we explore the dynamic and evolving process wherein a new issue—the HPV vaccine—emerged into public discourse and a legislative debate over school requirements for vaccination began. We find that coverage of controversy is a function of proximity, driven primarily by events within a state, although external events also influence local coverage. We also find that the legislative discussion in the media did not necessarily start out as controversial, but as the issue evolved, we observe a large increase in the proliferation of both actors taking positions and the types of arguments made to influence debate. The findings yield important insight into issue emergence with implications for how future research might test competing frames to better understand how the presentation of controversy in the mass media affects public opinion.

ObjectivesIn 2012, Australia was the first country in the world to introduce plain or standardised tobacco packaging, coupled with larger graphic health warnings. This policy was fiercely opposed by industry. Media coverage can be an influential contributor to public debate, and both public health advocates and industry sought media coverage for their positions. The aim of this study was to measure the print media coverage of Australian’s plain packaging laws, from inception to roll-out, in major Australian newspapers.MethodsThis study monitored mainstream Australian print media (17 newspapers) coverage of the plain packaging policy debate and implementation, over a 7-year period from January 2008 to December 2014. Articles (n=701) were coded for article type, opinion slant and topic(s).DesignContent analysis.ResultsCoverage of plain packaging was low during preimplementation phase (2008–2009), increasing sharply in the lead into legislative processes and diminished substantially after implementation. Articles covered policy rationale, policy progress and industry arguments. Of the news articles, 96% were neutrally framed. Of the editorials, 55% were supportive, 28% were opposing, 12% were neutral and 5% were mixed.ConclusionsProtracted political debate, reflected in the media, led to an implementation delay of plain packaging. While Australian media provided comprehensive coverage of industry arguments, news coverage was largely neutral, whereas editorials were mostly supportive or neutral of the policy. Countries seeking to implement plain packaging of tobacco should not be deterred by the volume of news coverage, but should actively promote the evidence for plain packaging in the media to counteract the arguments of the tobacco industry.

This study provides an overview of the media’s role in shaping public discourse and belief through framing news stories in a biased perspective and setting an agenda that is in keeping with the interests of the corporate and institutional funders of the media apparatus. Support for such an analysis is provided by a literature review that covers many critical aspects of news framing, agenda setting and cultivation theory, especially with respect to the emergence of a new ‘network society’. The ‘content analysis’ approach is utilised to search for biased content via the use of coders and decoders in some 140 randomly selected sampled links of the ‘Glenn Beck’ show during the two periods of time from 1 January 2010 to 30 June 2010, and from 1 January 2011 to 30 June 2011, each of these periods consisting of 70 samples. The results ultimately show that the programme almost unilaterally provides supportive views of moral conservative values, and slight negative portrayals of Muslims. The programme presents critical views of President Obama and his policies, although the finding in opposing Obama’s policies is not statistically significant. The significance of these findings is discussed within the larger context of media bias and its influence on political reality, as well as public discourse and belief; although the study and hence, the findings suggesting ‘bias’ do not represent the entire media industry representing conservative values.

This chapter investigates whether the assumption that the media contribute to the communication deficit of the EU is reflected in the empirical pattern of political coverage. In particular, it explores the extent to which German media take a Europeanized perspective on political affairs and whether or not they promote the politics of European integration. The study is based on a content analysis of the editorials of German national quality newspapers covering the period between 1994 and 1998. The findings show that the media under study devote only a very small portion of their attention to European issues, thus marginalizing Europe to an extent that is not warranted by the significance of the European level of governance. If the media do focus on European issues, they predominantly address them in terms of national politics, which is interpreted as a ‘domestication’ of Europe in public discourse. At the same time, the media unanimously support the idea of European integration. This pattern of communicating Europe reflects the élite consensus on European matters in Germany and may have contributed to the alienation of the general public from European politics.

This study demonstrates the utility of cognitive interviewing for survey and scale development in criminal justice research and identifies common comprehension problems with survey items for justice-involved youth. A cognitive interviewing strategy was utilized with a sample of youth who completed a survey examining risk factors for recidivism. A content analysis of interviews was used to identify patterns and to classify the nature and type of comprehension issues youth experienced. Five specific comprehension issues were identified including reading comprehension, item ambiguity, precondition binds, double-barreled questions, and double negatives. Findings illustrate the value of cognitive interviewing for pretesting survey items for justice-involved youth and provide further insight into issues surrounding word choice, question structure, and response sets. Results also point to the need to reassess the validity of established scales used in contemporary studies. Limitations of the current study and implications for future research are discussed.

AbstractThis study on the role of media attention for the Dutch question hour answers three questions: to what extent is media attention a source of inspiration for oral parliamentary questions? What explains the newsworthiness of these questions? And what explains the extent of media coverage for the questions posed during the question hour? To address this, we present a content analysis of oral parliamentary questions and related press coverage in five recent years. The results show first that oral questions are usually based on media attention for a topic. Concerns about media influence should however be nuanced: it is not necessarily the coverage itself, but also regularly a political statement that is the actual source of a parliamentary question. The media are thus an important “channel” for the interaction between politicians. Second, our analysis shows that oral questions do not receive media attention naturally. Several news values help to explain the amount of news coverage that questions receive. “Surfing the wave” of news attention for a topic in the days previous to the question hour seems to be the best way to generate media attention.

AbstractAccent is a potent cue to social categorization and stereotyping. An important agent of accent-based stereotype socialization is the media. The present study is the first quantitative content analysis to comprehensively examine accent portrayals on American primetime television. We focused our analysis on portrayals of Standard American (SA), Nonstandard American (NSA), Foreign-Anglo (FA), and Foreign-Other (FO) accents. Results provide clear evidence that American media's portrayals of different accents are biased, reflecting pervasive societal stereotypes. Whereas SA and FA speakers are over-represented on television, NSA and FO speakers are effectively silenced, by virtue of their sheer absence and gross under-representation. Moreover, when NSA and FO speakers do rarely appear on television, they tend to be portrayed less favorably on status-related traits and physical appearance than SA and FA speakers. These findings provide insight into the potential influence of media consumption on consumers’ social perceptions of different linguistic groups. The Covid-19 pandemic outbreak had a devastating effect on the economic sector in Indonesia, especially in the tourism sector. This study aims to reveal the impact Covid-19 on the Indonesia tourism sector especially the virtual hotel operation.  This research uses a qualitative approach and content analysis as data mapping of Indonesia online media content. Nvivo-12 plus software is used to manage and analyze the data. The results of this research pandemic covid 19 outbreaks have an impact on the economy of Indonesia and affect startup virtual hotel operations (especially Airy rooms) to the point of closing operations in Indonesia. This research provides some insight into future research opportunities in the new normal conditions in tourism sector operation

Chapter 7 explores how the framing of trade in public discourse – mass media and political campaigns –supports the disconnect between mass and elite opinion: while academic elites have stressed the benefits of free trade and political elites have supported trade liberalization, the mass public continues to express a negative assessment of trade’s economic impact on the U.S. This chapter describes past and current public beliefs about trade’s effect at the national level and characterizes two common sources of Americans’ economic knowledge – the national media and federal-level political campaigns. Analysis of decades of trade–related evening news coverage, illustrates both the correlation between bad trade indicators and trade coverage and the frequency and tone of evening news coverage. Additionally, the chapter offers qualitative analysis of the content of trade-related political campaign ads as well as two maps showing the concentration of trade-related ads in the 2000 and 2008 elections. This analysis of the content of TV news coverage of stories about international trade and political campaign ads that mention trade makes it clear that the messages communicated to the mass public differ from the academic/elite consensus.

The criminal justice system and the media perpetuate the rhetoric of closure, which frames the end of grief for homicide survivors, or murder victims’ loved ones, as an attainable goal on their path to healing. Public discourse has also framed the death penalty as justice for survivors. However, little scholarly attention has addressed survivors’ experiences and perceptions of closure and justice. This research addresses this gap in the literature using in-depth, qualitative interviews with 36 community, academic, and criminal justice experts on homicide survivorship, 12 of whom are homicide survivors themselves. Using grounded theory, we derived six themes on closure and justice from the data. The majority of respondents indicate that survivors do not experience closure, and that they consider the term misleading. The question as to the meaning of justice produced more disparate responses. While many indicated that justice has unique meanings for individual survivors, holding the perpetrator accountable emerged as the most common theme. Half of the respondents also indicated that justice does not exist in homicide cases because of their difficult experiences with the criminal justice system. The findings have implications for policy, practice, and future research.
