Humanitarian Intervention and International Security

Humanitarian intervention is the use of military intervention in a state to achieve socioeconomic objectives, such as keeping people alive and communities functioning by providing basic necessities, without the approval of its authorities. There are three eras of humanitarian intervention: the entire time up to the end of World War II, the Cold War, and the post-Cold War period. These three eras are distinguished by differences in the structure of the international system. Ultimately, the Western intellectual tradition of just war is the foundation for contemporary international law governing armed conflict. It is grounded in natural law, which recognizes the right of sovereigns to use force to uphold the good of the human community, particularly in cases where unjust injury is inflicted on innocents. Eventually, a diverse body of literature on humanitarian intervention has developed. The contemporary debate focuses on the long-standing disagreement between positive law and natural law about coercive intervention. Political scientists use realist and constructivist paradigms to analyze the motives of intervening states and to argue for or against the practice. Proponents favor humanitarian intervention on the basis of legitimacy and the consequences of nonintervention. Opponents argue against intervention on the basis of illegitimacy, practical constraints, and negative consequences. Meanwhile, skeptics sympathize with the humanitarian impulse to help civilians but are troubled about methods and consequences.

Iran and Russia have common interests, especially in political terms, because of the common borders and territorial neighborhood. This has led to a specific sensitivity to how the two countries are approaching each other. Despite the importance of the two countries' relations, it is observed that in the history of the relations between Iran and Russia, various issues and issues have always been hindered by the close relations between the two countries. The beginning of Iran-Soviet relations during the Second Pahlavi era was accompanied by issues such as World War II and subsequent events. The relations between the two countries were influenced by the factors and system variables of the international system, such as the Cold War, the US-Soviet rivalry, the Second World War and the entry of the Allies into Iran, the deconstruction of the relations between the two post-Cold War superpowers, and so on.The main question of the current research is that the political relations between Iran and Russia influenced by the second Pahlavi period?To answer this question, the hypothesis was that Iran's political economic relations were fluctuating in the second Pahlavi era and influenced by the changing system theory of the international system with the Soviet Union. The findings suggest that various variables such as the structure of the international system and international events, including World War II, the arrival of controversial forces in Iran, the Cold War, the post-Cold War, the US and Soviet policies, and the variables such as the issue of oil Azerbaijan's autonomy, Tudeh's actions in Iran, the issue of fisheries and borders. Also, the policies adopted by Iranian politicians, including negative balance policy, positive nationalism and independent national policy, have affected Iran-Soviet relations. In a general conclusion, from 1320 (1942) to 1357 (1979), the relationship between Iran and Russia has been an upward trend towards peaceful coexistence. But expansion of further relations in the economic, technical and cultural fields has been political rather than political.

While the previous chapter chronicled the origins of the Cold War, chapter 8 (“Consolidating the Liberal International Order”) considers its ending. It focuses in particular on the principal security component of Western order during the Cold War’s endgame, NATO. In contrast to the extraordinary transformations after World War II, the pivotal changes in international power and influence that took place between the 1989 and 1991 did not correspond with matching changes in American order preferences or, more importantly, in order outcomes. Instead, US leaders ultimately chose to stick with existing principles, maintaining continuity of the Western order in the transition from the Cold War to a post–Cold War international system. We can account for this continuity, this chapter argues, by assessing American perceptions of the lack of new any new threatening entities or forces during this critical period.

More than 75 years after the end of World War II, military interventions—rather than major wars—have emerged as a defining feature of contemporary geopolitics. Yet, for all the fierce policy debates over interventions and their lessons, scholars have largely ignored the systematic linkages between these smaller-scale wars and transformations in the grand strategies of states that prosecute them. This book develops a new theory—the informational theory of strategic adjustment—to explain why military interventions can be crucibles of grand strategy. It argues that, by prosecuting a military intervention, states glean rich and rare information about adversaries’ capabilities and intentions, as well as their own military power and cost tolerance. The uniquely costly nature of warfighting renders this data particularly credible. Amidst background conditions of intense interstate competition and pervasive uncertainty, states face strong incentives to reassess their grand strategies in light of this new information. This process of grand strategic updating begins with a reassessment of the strategic assumptions directly tested on the battlefield, but it doesn’t end there. Indeed, the grand strategic effects of military interventions are far-reaching because information conveyed via warfighting is widely extrapolated to related strategic assessments. This book demonstrates the plausibility of the informational theory of strategic adjustment in three historically detailed case studies that trace the evolution of American grand strategy over the course of the Cold War and into the early post–Cold War era: the Korean, Vietnam, and First Gulf Wars.

This chapter examines some of the competing theories that have been advanced to explain U.S. foreign policy. In trying to explain the foreign policy of the United States, a number of competing theories have been developed by International Relations scholars. Some theories focus on the role of the international system in shaping American foreign policy while others argue that various domestic factors are the driving force. The chapter first considers some of the obstacles to constructing a theory of foreign policy before discussing some of the competing theories of American foreign policy, including defensive realism, offensive realism, liberalism, Marxism, neoclassical realism, and constructivism. The chapter proceeds by reviewing the theoretical debate over the origins of the Cold War and the debate over the most appropriate grand strategy that the United States should follow in the post-Cold War era.

The rise of the propaganda production in World War I coincided with art history’s consolidation as a discipline. Immediately, the modern category “propaganda” was taken up to describe the relations between art, politics (sacred and secular), and power. After World War II, and in the Cold War, the use of the word “propaganda” shifted and many North American and European art historians resisted the categorization of “art” (associated with freedom) and propaganda (associated with fascist instrumentalization), although historians were less troubled by its use for “images.” The end of the Cold War loosened the prohibition on the term, though many art historians still prefer cognate terms, “persuasion” or “rhetorical,” when pointing to the key element of audience and effectiveness; similarly, many speak of “power,” “politics,” or “ideology” when pointing to institutions and their messages. Because there are alternatives for “propaganda,” the emphasis here is on the literature that have engaged the term itself and the problems it poses to art history, including its ongoing toxicity. Because propaganda arts are so closely associated with the modern regimes that perfected their use (communist Russia, fascist Italy, Nazi Germany), one of the major questions in the art historical literature is the appropriateness of the concept before the 20th century and for nonautocratic regimes. While some periods have attracted the term more than others, since Foucault and post–Cold War, there has been at once an understanding of all institutions, sacred and secular, as imbricated in power relations and on the other, a relaxation of rigid definitions of propaganda as “deceptive” or “manipulative.” These factors have opened scholars in art history considerably to a use of the term, although a reductive understanding of propaganda as inherently deceptive still persists. Three main criteria were used in compiling this article: periods of political upheaval or change in government that have attracted the term in particularly dense ways and generated dialogue over these issues; works that explicitly frame the study of objects as propaganda or substitute terms, rhetoric, persuasion, and ideology; and works by historians of images that explicitly engage with the category of propaganda (excluding, with a few exceptions, popular forms like posters as well as film, television, and digital media). Whenever possible, propaganda’s specificity is insisted on here in relation to art, for art poses special problems to the use of the word propaganda, and its invocation in art history often makes an explicit point.

Scholars acknowledge that there is a close connection between diplomacy and war, but they disagree with regard to the character of this connection—what it is and what it ought to be. In general, diplomacy and war are assumed to be antagonistic and polar opposites. In contrast, the present diplomatic system is founded on the view that state interests may be pursued, international order maintained, and changes effected in it by both diplomacy and war as two faces of a single statecraft. To understand the relationships between diplomacy and war, we must look at the development of the contemporary state system and the evolution of warfare and diplomacy within it. In this context, one important claim is that the foundations of international organizations in general, and the League of Nations in particular, rest on a critique of modern (or “old”) diplomacy. For much of the Cold War, the intellectual currents favored the idea of avoiding nuclear war to gain advantage. In the post-Cold War era, the relationship between diplomacy and war remained essentially the same, with concepts such as “humanitarian intervention” and “military diplomacy” capturing the idea of a new international order. The shocks to the international system caused by events between the terrorist attacks on the United States in 2001 and the invasion of Iraq in 2003 have intensified the paradoxes of the relationship between diplomacy and war.

Decolonisation was a policy of the West, as well as a process reflecting the radical transformation of the configuration of power in the international system. The Soviet Union, perceived as poised to dominate Eurasia, had to be ‘contained’ lest it expanded into the Rimland and challenged the West at sea. This geo-political obsession was reinforced by the ‘loss of China’ and the outbreak of the bitter struggle between North and South Korea. But the cold war was about ideology as well as military power, and containment was therefore not just a question of building pacts but of fostering the ‘right’ kind of political régimes.

It is conventional in IR literature to observe a sharp break between the Cold War and post-Cold War phases in the evolution of human protection norms. The chapter revisits these arguments in conjunction with the cases of India in Pakistan, Vietnam in Cambodia, and Tanzania in Uganda, where unilateral interventions had humanitarian effects but neither humanitarian justifications nor external legitimation. The predominant view regarding these cases is correct; namely, no evidence can be found for the emergence of a norm of legitimate intervention for protection reasons (in the absence of host state consent). However, this perspective underestimates the extent to which there was a consolidation of norms regarding state responsibilities and how these influenced state practice during the post-1945 period. The end of the Cold War should be seen as less of a stark turning point in the history of responsible sovereignty than has previously been believed.

The paper explores bilateral ties between Turkey and the United States (US) following the end of World War II to the recent era of Trump-Erdogan. Due to its immense geostrategic significance and a strong military, throughout the Cold War period and also in the post-Cold War era, Tukey has mostly remained a key US ally. The methodology adopted for this study is based on both qualitative data available in the form of policy documents and existing literature about the subject as well as utilizing quantitative data comprising US economic and military aid and arms' sales to Turkey obtained from databases of United States Agency for International Development (USAID) and Stockholm International Peace Research Institute (SIPRI) respectively. Like numerous developing countries in other parts of the world, Turkey also became one of the biggest recipients of US economic and military assistance and Washington also provided huge arms to Ankara during the Cold War years. The US has provided Turkey an aggregate of US$ 70 billion in civilian and military assistance and has delivered its arms worth US$ 34 billion. However, it has not been a smooth journey as their bilateral relationship experienced some upheavals not only during the Cold War period but ties have been strained by various thorny matters in recent years. These include Turkey's dispute with Greece on Cyprus, targeting Kurdish fighters in Syria, purchase of S-400 defense systems from Russia, and human rights violations at home. By examining these vital points of concern, the paper concludes that although both countries have historically maintained warm bilateral ties, several divergent issues have marred the relationship between the two countries in recent years.

Despite the supposed end of the Cold War in the early 1990s, its legacies remain unresolved in Asia and continue to shape Asian Canadian writing. The presence of what are now called Asian Canadians became increasingly visible in the 1960s and 1970s. In 1967, the federal government passed a new Immigration Act that abolished national quotas which had effectively excluded most immigrants from areas outside Euro-America and introduced new opportunities for students and skilled immigrants. In the late 1970s, 60,000 refugees from Southeast Asia entered Canada, the first time that Canada had admitted a significant number of non-European refugees. This period also marked the height of postwar Canadian nationalism: in 1967, Canada celebrated its Centennial and tried to project an image of liberal inclusion; this would be further consolidated in 1971 with the adoption of state-sanctioned multiculturalism. However, this specific Canadian national identity failed to address racial discrimination, including those forms directed towards Asian immigrants from the mid-19th century until past the World War II. While Canada’s Cold War politics are informed by these unresolved historical traumas, the multiple intersections between Asian Canadian experience and the Cold War remain largely illegible when read through the frame of the Canadian nation. Alongside the tradition of Asian Canadian cultural activism, Asian Canadian writers, such as Joy Kogawa, Roy Miki, Paul Yee, SKY Lee, M. G. Vassanji, and others, produced texts that sought to address the erasure of Asian historical presence while exploring and depicting the psychic as well as social costs of racial exclusion and discrimination during the 1970s and 1980s. SKY Lee’s novel Disappearing Moon Café (1991) explores how issues such as Asian–Indigenous relations, gender hierarchies, class relations, racialization, queerness, and the politics of memory are shaped under the subtext of the Cold War. Laotian Canadian writer Souvankham Thammavongsa’s second book of poetry, Found (2007), engages with the history of her parents’ migration from Laos to Canada via a refugee camp in Thailand, and in doing so, Thammavongsa challenges the Cold War representations of Southeast Asian countries. Kim Thuy’s Ru (2009) examines migration in relation to the narrator’s journey from Vietnam to a Malaysian refugee camp and then to a small town in Quebec. Madeleine Thien’s Dogs at the Perimeter (2011) raises questions about post-Cold War justice by drawing attention to Canada’s involvement in the conflicts in Cambodia and implicitly posing the question of Canada’s unacknowledged responsibilities. Thammavongsa, Thuy, and Thien’s texts can be read as post-Cold War literature as the Cold War created the conditions for these literary projects to emerge. Beyond a source of thematic or historical content, the Cold War remains embedded, if ambivalently, in the very construction of Asian Canadian literature.
