Development and Anthropology

International development is one of humanity’s most important global undertakings, but it is also a “wicked problem” characterized by uncertain and shifting priorities, disagreements, and unexpected outcomes. Created during and in the aftermath of World War II, the development industry of the early 21st century is large, complex, and highly influential. It is also relatively opaque to outsiders and largely independent of normal means of democratic control. Anthropology has been involved in development from colonial times, but particularly so since the 1950s, and anthropologist practitioners have made several important contributions to development planning and implementation. The discipline’s influence overall, however, has been overshadowed to a large degree by other disciplines, such as economics, which still remains dominant in the industry. Anthropological influence has waxed and waned over the years, both as a response to development policies and priorities, and as a response to changes within the discipline itself. Anthropological analyses of development, as well as detailed development ethnographies, have helped people inside and outside the industry understand why and how development efforts succeed and fail, and indeed, how to define success and failure in the first place. At the same time, anthropologists have enhanced our appreciation of the role of language, power, and agency in the development process. In the future, anthropology is likely to become more important and influential in development work, given the growth of disciplinary trends favoring practice and application and renewed focus within the development industry on poverty eradication.

This chapter describes and analyses economic development planning in special economic zones (SEZs) since the end of World War II. The focus is on changing ideas about zone set-ups and the industrial ventures targeted for relocations to the zones. Using material from several years of global ethnographic and archival research in dozens of zones and national and international archives, the chapter reviews SEZ set-ups from the world’s first SEZ in late 1940s Puerto Rico via the Shannon Zone in Ireland in late 1950s and 1960s Asian SEZs to the 1970s’ consolidation of the concept that culminated in the opening of the first zones in the People’s Republic of China (PRC). The changing geopolitical economy from the Cold War to the neoliberal world order, related changes in economic development policies, and the social and economic realities of super-exploitative and sexist labour regimes in SEZs are the main variables considered in the analysis.

Having mapped out in the previous chapter, New Labour’s often contradictory and even ‘politically-convenient’ understanding of globalisation, chapter 3 offers analysis of three key areas of domestic policy that Gordon Brown would later transpose to the realm of international development: (i) macroeconomic policy, (ii) business, and (iii) welfare. Since, according to Brown at least, globalisation had resulted in a blurring of the previously distinct spheres of domestic and foreign policy, it made sense for those strategies and policy decisions designed for consumption at home to be transposed abroad. The focus of this chapter is the design of these three areas of domestic policy; the unmistakeable imprint of Brown in these areas and their place in building of New Labour’s political economy. Strikingly, Brown’s hand in these policies and the themes that underpinned them would again reappear in the international development policies explored in much greater detail later in the book.

This article revisits the post–World War II evolution of Japan’s Official Development Assistance (ODA) over the past 75 years, with a particular focus on the period starting from the 1980s and subsequent changes in Japan’s international development cooperation policies. I address cornerstones such as human security and quality growth, while examining the role of Japan International Cooperation Agency (JICA), shifts and continuities in regional visions and sectoral priorities, such as infrastructure development. I argue that the threefold mix of key drivers behind Japan’s development cooperation has remained consistent, involving developmentalism stemming from Japan’s own experience of successful modernisation from a non–Western background, neo–mercantilism, as well as strategic and geopolitical considerations. The relative weight and interplay of these factors, however, fluctuated in different periods.

The United Nations Economic Commission for Latin America (ECLA in English and CEPAL in Spanish and Portuguese) was more than an economic development institution. Established in 1948, at the height of post-World War II internationalism, CEPAL was one of the first three regional commissions alongside those of Europe and Asia charged with addressing problems of postwar economic reconstruction. But, in the hands of a group of mostly Argentinean, Brazilian, and Chilean economists, CEPAL swiftly became the institutional fulcrum of a regional intellectual project that put Latin America at the center of discussions about international development and global capitalism. That Latin America’s place in the periphery of the global economy as a producer of primary products and raw materials in exchange for manufactured goods from the world’s industrial centers, combined with the long-term decline in the international terms of that trade, constituted an obstacle for economic development, was the foundational tenet of that project. Through regional economic surveys and in-depth country studies, international forums and training courses, international cooperation initiatives, and national structural reforms, cepalinos located themselves at the nexus of a transnational network of diplomats and policymakers, economists and sociologists, and made the notion of center–periphery and the intellectual repertoire it inspired the central economic paradigm of the region in the postwar era. Eclipsed in the 1970s by critiques from the New Left and dependency theorists, on the one hand, and by the authoritarian right and neoliberal proponents, on the other hand, the cepalino project remains Latin America’s most important contribution to debates about capitalism and globalization, while the institution, after it reinvented itself at the turn of the century, still constitutes a point of reference and a privileged repository of information about the region.

Since 1973, The United States Agency for International Development's "New Directions" policies have required that international development projects be designed and evaluated from a more complex multidisciplinary format, adding social soundness analyses to problems of economic, financial, and technical analyses. Due to personnel constraints, USAID includes non-Agency persons on project design and evaluation teams. They frequently rely on international development consulting firms to identify and assemble the non-Agency members of these teams. More often than not the team members, assembled at short notice from different universities and agencies, have never met each other prior to the assignment, have had no previous experience in the country or region to be visited, may be unfamiliar with USAID procedures and expectations, and are anything but a "team." The different approaches of these "team" members to development planning, combined with different personalities and political ideologies, can be difficult constraints to overcome in short-term project design and evaluation assessments.

Abstract Africa and the developing world have been the theatre of countless rules of law assistance projects since the end of World War II, with mixed results. While the reasons for the mixed results vary from project to project and from country to country, this paper seeks to address the limitations that arise right from project inception, reviews the cycle of project management from problem construction to monitoring and evaluation, taking into account the core and secondary aspects of project management such as scope, budget, quality, schedule, as well as stakeholder engagement, communication, risk management and performance management. With a focus on the attainment of the Sustainable Development Goals of Agenda 2030, the paper addresses the following aspects: identify challenges of past approaches of major development partners and interrogate the current shift in paradigm by the World Bank, United Nations and the United Kingdom’s Department for International Development (DfID). It will consider lessons from complexity and other methodologies, theories of change, theoretical frameworks, and the Problem Driven Iterative Adaptation (PDIA) model as tools for doing development differently. The paper concludes with recommendations on improving the effectiveness of rule of law programmes, including a better approach to project design that makes allowance for results based programming, ease of adaptation, reflective learning through after action reviews and lessons learned from military science’s doctrines and practices in the management of complex operations. The paper also recommends, back and forth iteration and better stakeholder engagement, including at the lowest level of governance (local contextualization), to increase effectiveness of rule of law and change in mind-sets especially donor and development partner ideology.
