Augusto C. Sandino and the Mexican Revolution

Augusto C. Sandino (1895–1934) led a peasant rebellion against the armed forces of the United States which occupied Nicaragua between 1926 and 1932. While much has been written about Sandino’s military prowess in this 20th-century guerrilla warfare, less is known about the development of his political thought and intellectual formation. That issue necessarily takes historians to the Mexican Revolution, and specifically to the period between 1923 and 1926 when Sandino was an immigrant worker in the oil fields of the larger Tampico area. Radical labor unionism and anarcho-syndicalism were the principal currents that Sandino encountered, and that helped shape his outlook and subsequent political manifestos. Because Sandino did not directly refer in any detail to this period of his life in subsequent interviews and statements, an examination is made of the cultural and social roots of working-class formations in which he immersed himself. Fortunately, historians have explored the social aspect, labor union activity, economics, and politics of the oil fields in depth (Adleson, Alafita-Mendez, Alcayaga Sasso); Dospital and Hodges were among the first to point to Sandino’s early experience in Mexico including his encounters with the metaphysical schools and mentors who shaped the idealism underpinning his anti-imperialism economic, political, military, and cultural thinking. During a military campaign and at the peak of his fame, Sandino returned to Mexico (1929–1930) expecting that the “revolutionary” government, on the one side, and the Communist Party of Mexico, on the other side, as representative of the international communist movement (Comintern) would lend political, financial, and military support for the war in Nicaragua. Cerdas Cruz told that story well, although without the benefit of primary sources. But Sandino was mistaken and eventually felt betrayed by both sides that laid claim to the revolution. He returned to Nicaragua where he fought successfully until the US Marines’ withdrawal at the end of 1932. Months after signing a peace treaty, Sandino was assassinated (February 1934) in Managua by the leaders of the proxy military constabulary or Guardia Nacional left behind by the United States in Nicaragua. At that time, he was establishing communes in northern Nicaragua according to the teachings of his first intellectual and spiritual mentors.

This chapter examines the development of Latino literature in the United States during the time when realism emerged as a dominant aesthetic representation. Beginning with the Treaty of Guadalupe Hidalgo (1848) and including the migrations resulting from the Spanish-American War (1898) and the Mexican Revolution (1910), Latinos in the United States began to realistically craft an identity served by a sense of displacement. Latinos living in the United States as a result of migration or exile were concerned with similar issues, including but not limited to their predominant status as working-class, loss of homeland and culture, social justice, and racial/ethnic profiling or discrimination. The literature produced during the latter part of the nineteenth century by some Latinos began to merge the influence of romantic style with a more socially conscious manner to reproduce the lives of ordinary men and women, draw out the specifics of their existence, characterize their dialects, and connect larger issues to the concerns of the common man, among other realist techniques.

There is given below a brief general statement of the type of treaty envisioned by the United States Government as proper to end the state of war with Japan. It is stressed that this statement is only suggestive and tentative, and does not commit the United States Government to the detailed content or wording of any future draft. It is expected that after there has been an opportunity to study this outline, there will be a series of informal discussions designed to elaborate on it and make clear any points which may be obscure at first glance.

The development of the PRC’s armed forces included three phases when their modernization was carried out through an active introduction of foreign weapons and technologies. The first and the last of these phases (from 1949 to 1961, and from 1992 till present) received wide attention in both Chinese and Western academic literature, whereas the second one — from 1978 to 1989 —when the PRC actively purchased weapons and technologies from the Western countries remains somewhat understudied. This paper is intended to partially fill this gap. The author examines the logic of the military-technical cooperation between the PRC and the United States in the context of complex interactions within the United States — the USSR — China strategic triangle in the last years of the Cold War. The first section covers early contacts between the PRC and the United States in the security field — from the visit of R. Nixon to China till the inauguration of R. Reagan. The author shows that during this period Washington clearly subordinated the US-Chinese cooperation to the development of the US-Soviet relations out of fear to damage the fragile process of detente. The second section focuses on the evolution of the R. Reagan administration’s approaches regarding arms sales to China in the context of a new round of the Cold War. The Soviet factor significantly influenced the development of the US-Chinese military-technical cooperation during that period, which for both parties acquired not only practical, but, most importantly, political importance. It was their mutual desire to undermine strategic positions of the USSR that allowed these two countries to overcome successfully tensions over the US arms sales to Taiwan. However, this dependence of the US-China military-technical cooperation on the Soviet factor had its downside. As the third section shows, with the Soviet threat fading away, the main incentives for the military-technical cooperation between the PRC and the United States also disappeared. As a result, after the Tiananmen Square protests, this cooperation completely ceased. Thus, the author concludes that the US arms sales to China from the very beginning were conditioned by the dynamics of the Soviet-American relations and Beijing’s willingness to play an active role in the policy of containment. In that regard, the very fact of the US arms sales to China was more important than its practical effect, i.e. this cooperation was of political nature, rather than military one.

Abstact Prime Minister Howard as a dominant actor in Australia’s securitization process of counterterrorism post 9/11. The securitization then resulting activation of Article IV of ANZUS alliance treaty. This study utilizes securitization framework through speech act conducted by Prime Minister Howard. It argues that speech act carried out by Prime Minister Howard in some occasions by speech in Australian Embassy in The United States, at the cabinet meetings, and parliament hearings. As the result, the process of securitization obtained a legitimacy for extraordinary measures in form of military support on global terrorisme eradication campaign. This study using kualtitative methods with data limits since 9/11 and Prime Minister Howard reelection in 2001. Keywords: Securitization, Terrorism, ANZUS, Afghanistan Invasion. Abstrak Perdana Menteri Howard sebagai aktor dominan dalam proses sekuritisasi kontra-terorisme Australia pasca 9/11. Sekuritisasi tersebut kemudian menghasilkan aktifasi Pasal IV perjanjian aliansi ANZUS. Kajian ini menggunakan kerangka sekurtisasi melalui speech act yang dilakukan oleh Perdana Menteri Howard. Kajian ini berpendapat bahwa proses sekuritisasi melalui speech act yang dilakukan dalam beberapa kesempatan pidatonya di Kedutaan Australia di Amerika Serikat, pada rapat kabinet khusus dan pada debat bersama parlemen. Pada akhirnya berhasil memperoleh legitimasi untuk dilakukannya tindakan luar biasa atau extraordinary measures dalam bentuk dukungan militer pada invasi Afghanistan untuk pemberantasan jaringan terorisme global. Kajian dibahas menggunakan metode kualitatif yang membatasi data sejak 9/11 hingga terpilihnya kembali Perdana Menteri Howard pada pemilu 2001. Kata Kunci: Sekuritisasi, Terorisme, ANZUS, Invasi Afghanistan.
