14. Power

This chapter examines the roles that the concept of power play in the understanding of politics as well as the different modes of power. Recent political theory has seen a variety of views of power proposed, and these views have significantly different implications for conceptualizing the scope and form of political activity. Two main views concerning power are the locus of contemporary debate. The first, ‘agency-centred’ view, emerges in the Anglo-American debate that follows discussions of community power in American democracy. The second, ‘non-agency-centred’ view, emerges from the post-structuralist work of Michel Foucault. At stake, in the debate between them, are how we distinguish between injustice and misfortune, as well as how we approach the issues of freedom and responsibility. The chapter explores this debate and presents a case study on racialized inequality in America, along with Key Thinkers boxes featuring Foucault and Steven Lukes.

This chapter examines how and why poststructuralism engaged International Relations (IR) from the 1980s to today. It begins by analysing the interdisciplinary context of social and political theory from which poststructuralism emerged, along with the misconceptions evident in the reception of the poststructuralist approach among mainstream theorists. It then considers what the critical attitude of poststructuralism means for social and political inquiry and draws on the work of Michel Foucault to highlight the importance of discourse, identity, subjectivity, and power to the poststructuralist approach. It also discusses the methodological features employed by poststructuralists in their readings of, and interventions in, international politics. The chapter concludes with a case study of images of famines and other kinds of humanitarian crisis that illustrates the poststructural approach.

Studier, der analyserer det sociale med inspiration fra Foucaults tanker om governmentality, kritiseres i stigende omfang for at afskære sig fra at analysere de praktiske relationer, som politisk styring konkret indlejres i. I artiklen tager vi afsæt i denne kritik og viser, med et studie af forholdet mellem et kommunalt jobcenter og et lokalt beskæftigelsesråd, hvordan governmental magtanalyse kan indfange styringens uforudsigelige, mangefacetterede og immanente karakter ved at fokusere på styringsintentionernes møde med den praktiske virkelighed, der søges styret. Formelt er rådet nedsat til at overvåge og kontrollere jobcentret, men i den praktiske relation er det snarere jobcentret, som overvåger og kontrollerer rådet. Artiklen viser, hvordan dette er muligt ved at analysere jobcentrets arbejde med rådet ved hjælp af en række centrale begreber fra Foucaults forfatterskab. Empirisk trækker studiet foruden formelle myndighedsdokumenter, der beskriver rådets tiltænkte rolle, på praksisinformerende empiri i form af kvalitative interviews og mødereferater over en fire-årig periode. ENGELSK ABSTRACT: Mathias Herup Nielsen and Niklas Andreas Andersen: When Praxis Challenges the Ambitions of Governing. Analyzing the Space between the Intentions of Governing and Situational Praxis Studies working with the Foucauldian concept of ”governmentality” are frequently criticized for their apparent disregard of empirical reality. This article takes this critique as its point of departure and demonstrates the application of the concept of governmentality in a concrete empirical case study in order to grasp the unpredictable and multifaceted nature of modern day power. The case investigated here is the relationship between a Danish Jobcentre and a so-called local employment council (LBR). The latter was created to ”control” and ”monitor” the former organization. However, in practice, it is rather the other way around – the Jobcentre is controlling and monitoring the members of the LBR. This article draws on a number of well-known Foucauldian concepts to show how this relation of power is practically structured. Empirically the article draws on documents from central authorities as well as on a number of qualitative interviews with the actors involved – hence, the article attempts to meet with the dominant overall critique of the governmentality perspective for disregarding empirical reality. This article focuses on M15 organization and Klaus Fuchs, a German-born physicist and Soviet “Atom Spy” who was arrested in 1950 and served fourteen years for offences related to atomic espionage. It examines how Fuchs was identified as an “Atom Spy” in 1949 and describes the MI5's investigation, which ended in the early 1950 with the successful arrest, prosecution, and imprisonment of this highly significant Cold War figure. Key issues discussed in this article include the difficulties encountered by MI5 and the budding British atomic program in the sphere of security. It also discusses the role of Signals intelligence (SIGINT) in the investigation of Fuchs, and the high-risk but ultimately successful approach taken by MI5's key interrogator, William Skardon. This case study highlights both the unparalleled level of international intelligence cooperation between the British agencies and their American counterparts, which made the resolution of this case possible, and some of the frailties in the Anglo-American alliance that were brought to the fore by the exposure of Fuchs as an Atom Spy.

This article outlines a socio-political theory appropriate for the study of the ecological repercussions of contemporary media technologies. More specifically, this approach provides a means of assessing the material impacts of media technologies and the representations of capitalist ecological crises. This approach builds on the work of ecological economists, ecosocialist scholars, and Marx’s writings on the conditions of production to argue that capitalism necessarily results in ecological destabilization. Taking Apple’s 2016 Environmental Responsibility Report as a case study, the article uses the theory to analyze Apple’s responses to ecological crises. The article asserts that Apple’s reactions are emblematic of the capitalist compulsion for increasing rates of productivity. However, unless the matter/energy savings achieved through higher rates of productivity surpass the overall increase in the flow of matter/energy in production, ecological crises will continue. Ultimately, capital accumulation ensures continued ecological destabilization.

In the Holyoke Food & Fitness Policy Council (HFFPC) case study, the challenges of providing equitable multistakeholder organizing are examined. The importance of housing the work in the community, power sharing, and having community representation in the leadership is made clear. The HFFPC partnership began with vigor, encountered challenges of trust, transparency, aligned goals and values; it dissolved, and reformed. Because it began with shared values of strong communities and healthy people, the partnership continues to evolve, build local leadership, change narratives, and articulate the need for racial equity in their food system, while shifting local systems and policies that frame who has access to healthy food and safe spaces to exercise in a low-income Latino community.

This article attempts two parallel tasks. First, it gives a sympathetic explication of the implicit working methodology (‘Methodological Rawlsianism’) of mainstream contemporary political theory in the English-speaking world. And second, principally in footnotes, it surveys the recent literature on justification to see what light these debates cast on the tenets of this methodology. It is worth examining methodological presuppositions because these can have a profound influence on substantive theories: many of the differences between philosophical traditions can be traced to their methodologies. My aim is to expose the central features of methodological Rawlsianism in order to challenge critics of this tradition to explain exactly where and why they depart from the method. While I do not defend it at length, I do suggest that methodological Rawlsianism is inevitable insofar as it is basically a form of common sense. This fact should probably lower expectations about the amount of progress consistent methodological Rawlsians are likely to make in grounding comprehensive normative political theories.

Occasional references to the old radical teaching that “all politics is local” notwithstanding, American political scientists have by and large treated the study of local politics as a subject of much lesser importance than national politics. The standard introductory course in “American democracy” has a national focus—often it is exclusively national. Briefly, in the late 1960s and early 1970s, the study of “urban politics” occupied a more prominent place in the discipline, but interest has waned. The priority concern in both teaching and research continues to be American national government and politics.This narrow focus leads to a distorted and truncated view of American democracy. Despite increased nationalization, state and local government has been and remains a basic element in the practice of American politics. The productivity and creativity of democracy in America are outcomes, not simply of a national political process, but of a complex system of governance in which local collective action provides much of the energy and initiative for addressing public problems. A vast amount of political activity in the United States is channeled through state and local institutions, where much of the work of public problem solving is done.
