An Evangelical Theology of Hospitality

This chapter analyzes the theological arguments put forward by evangelical refugee and immigration activists, which is subsumed under the term “evangelical theology of hospitality.” Evangelical leaders drew on a myriad of commands, parables, narratives, and verses from both the Old and the New Testaments to argue that, as Christians, they were called to welcome all immigrants and refugees with open arms. This chapter makes the case that evangelicals—mainstream and progressives alike—made no distinction between refugees and legal immigrants on the one hand and undocumented immigrants on the other in their theology of hospitality, which they fleshed out during the Southeast Asian refugee crisis in the 1970s and applied to refugees and undocumented immigrants alike in the 1980s. All were viewed as the modern-day equivalent of the biblical “sojourners” or “strangers” whom they were called to love, provide for, and protect.

What is the role of toleration in the present-day crisis, marked by the inflow of refugees and increase in populism? The seriousness of the crises demands efforts of active toleration, acceptance, and integration of refugees and the like. Active toleration brings with itself a series of very demanding duties, divided into immediate ones involving immediate Samaritan aid to people at our doors and the long-term ones involving their acculturation and possibilities of decent life for them. A cosmopolitan attitude can contribute a lot. In the context of a refugee crisis, cosmopolitanism is not disappearing but showing its non-traditional, more Samaritan face turned not to distant strangers, as the classical one, but towards strangers at our doors.We have conjectured that this work of active toleration can diminish the need for the passive one: the well-integrated immigrant is no longer seen as a strange, exotic person with an incomprehensible and unacceptable attitude, but as one of us so that her attitudes become less irritating and provocative. The social-psychological approach that sees integration as involving both the preservation of central aspects of the original identity and the copy-pasting of the new one over it offers an interesting rationale for the conjecture: once integrated, the former newcomer is perceived as one of ‘us’ and her views stop being exotic, incomprehensible and a priori unacceptable. Given the amount of need for toleration, and difficulties and paradoxes connected with its passive variety, the conjecture, if true, might be a piece of good news.Finally, we have briefly touched the question of deeper causes of the crisis. Once one turns to this question, the traditional cosmopolitan issues come back to the forefront: the deep poverty and unjust distribution on the one hand, and conflicts and wars on the other. Cosmopolitans have a duty to face these issues, and this is where active global toleration leads in our times.

Immigration enforcement has ambiguous implications for the crime rate of undocumented immigrants. On the one hand, expulsions reduce the pool of immigrants at risk of committing crimes, on the other they lower the opportunity cost of crime for those who are not expelled. We estimate the effect of expulsions on the crime rate of undocumented immigrants in Italy exploiting variation in enforcement toward immigrants of different nationality, due to the existence of bilateral agreements for the control of illegal migration. We find that stricter enforcement of migration policy reduces the crime rate of undocumented immigrants.

This chapter focuses on two recent controversies in which Slavoj Žižek has been embroiled — the European refugee crisis and the issue of Eurocentrism — to illustrate the two universalist dimensions of antagonism. The two controversies are, of course, directly pertinent to international development, since the one (the refugee crisis) is closely entwined with North–South relations and the global politics of inequality, while the other (Eurocentrism) is a key cause of concern for those (postcolonial, decolonial) development theorists and practitioners focusing on continuing patterns of Western domination. Žižek's stand on both issues has been the subject of notable disapproval, if not denunciation. Critics reproach him for being Eurocentric and even racist, charges which he has repeatedly countered. The chapter examines the differing theoretical and political positions in these debates, underlining what Žižek's critics miss or misunderstand about the key notion of antagonism.

Alarmist reactions to an ostensible “migrant” or “refugee crisis” in Europe have inadvertently lent an unprecedented prominence to the veritable and undeniable autonomy of (transnational, cross-border) migrant and refugee mobilities, replete with their heterogeneity of insistent, disobedient, and incorrigible practices of appropriating mobility and making claims to space. Between an asylum system predicated upon suspicion and a border regime ever increasingly dedicated to intensifying the purview of detention and deportation, on the one hand, and the increasing virulence of anti-immigrant racist populist movements, on the other, Europe—rather than a space of refuge or freedom—has become a space of rejection for most migrants and refugees. This dialectic of autonomous human mobilities and the forces arrayed to alternately govern, discipline, punish, and repel them render Europe a convulsive space, a space of convulsions.

In this paper I propose to look at Southeast Asian history for the most part before the era of European political control. My object is on the one hand to avoid the distortions of the picture caused by the wealth of writings on European activities in the area, which have tended to thrust into the background die history of the peoples of the area, and on the other hand to convey some idea of the importance of their history as a field of study today. Incidentally, it is a field in which most of the progress has been made by scholars whose names are largely unknown outside the esoteric circles of orientalism.

Sheng Lijun argues that “China's Dilemma” is that while Beijing “wants to concentrate its energy and resources on modernization” and “deal with the Taiwan issue at a later stage” (p. 3), the “assertiveness of Taiwan” since 1995 has complicated such a strategy. On the one hand, the mainland must respond to the island's provocative behaviour lest the island move towards independence, while on the other it must temper its response so that the goal of economic development (with international support) is not jeopardized.

How and to what extent does religion play into the life-rupturing experiences that characterize forced migration? This article provides a novel look at how issues of religion and identity (re/de)constructions are entangled with the Syrian refugee crisis and mirrored in the diverse experiences relating to a sample of Syrian refugees now residing in Norway. The study aims to delve more deeply into the Syrian scene of war as a determinant backdrop to the Syrian refugee crisis, thereby tracing the intersection of religion in people’s experiences of conflict, displacement, and refugeehood. It argues for a lived dimension approach when analysing the variable ways in which empowering and disempowering aspects of religion cut into their migration trajectories. Additionally, it applies a theoretical lens derived from existential anthropology to explore how narrative negotiations veer between chaos, crisis, and disruption, on the one hand, and resilience, hope, and restitution, on the other. The study reveals an ambiguous empirical reality in which the nexus between religion and forced migration involves highly contradictory identification processes. Furthermore, it provides vivid polyvocal testimonies on how Syrians have navigated the liminal in-betweens of vulnerability and agency in their escape from Syria as well as during their journeys of displacement into refugeehood.

Drawing on the practices of several Eastern European artists, this essay explores ways in which the European refugee crisis has the potential to transform ideas of community. The author highlights artists whose direct commentary on the crisis confronts a loss of the type of collectivity that socialism used to maintain. Given the fact that the Balkan refugee route has, until recently, run mainly through former Yugoslav countries, it seems critical to reconsider notions of collectivity in light of the effect of the war in the region in the 1990s. On the one hand, collectivity in the socialist era served as an official ideology that meant, among other things, that responsibility was held by everyone and no one; on the other hand, there was a genuine spirit of collectivism among the people. In Yugoslavia, founded as it was on communist notions and on the ideology of brotherhood and unity, the collective habitus has become strongly rooted among artists. Indeed, it is still operative in the current environment of razor-wire fences, and as one result, artists in the region have paid relatively little attention to how contemporary crises affect the individual and have focused instead on how those crises challenge us to reexamine the concept of community.

In Islam, all legitimate motives for asylum are valid. From its beginning, Islam has provided for the granting of refuge as well as the protection of refugees. The Islamic concept, practices and principles on the matter are clear and unambiguous. Islamic Shari’ah embraces a comprehensive set of rules concerning this topic on the one hand; on the other hand, the greatest number of refugees are actually Muslims and those hosting them are nearly all Muslim States. The refugees currently fleeing to Europe from Muslim States may be divided into two groups, namely: those pushed to flee their countries under threats of war, torture or persecution; and those motivated to improve their status quo. It is self-evident that the first ones are the ‘true refugees’ in the eyes of Islam as well as international refugee law.

This issue falls into two thematic sections, one on the politics of Chinese identities, the other on art and collections. The first part deals with possibly the most pertinent topic in Chinese studies at present, and that is the question of Chinese identity, how it relates to China in the narrow sense of the PRC on the one hand and to alternative identity categories on the other. The question is of particular pertinence in the context of the surge of racism against Chinese and other East and Southeast Asian communities since the start of the Covid-19 pandemic in the UK and across the world. We alert you to our call for papers on Chinese Identity in an Age of Anti-Asian Racism and #StopAsianHate with a deadline of 15 August. The four articles engaging with the question of identity in this issue address the problematic in different timeframes and with different conceptualisations. The second half of this issue features three articles which each deal with differing aspects of art, aesthetics, and media in the contemporary PRC; it includes the prize-winning essay of the 2020 Early Career Researcher Prize by Angela Becher.
