Every human being has the right to decent life but today there are elements in our environment that tend to militate against the attainment and enjoyment of such a life. The exacerbation of the pollution of environment can cause untold misery. Unhappiness and suffering to human beings, simply because of our lack of concerns for the common good and the absence of sense of responsibility and ethics for sustaining a balanced eco-system. If we are to aspire to a better quality of life – one which will ensure freedom from want, from disease and from fear itself, then we must all join hands to stem the increasing toxification of this earth. What we need in order to defuse this environmental time bomb is immediate concerted action of all the people, but such needed action will come only if we reorient such citizenry values, i.e., imbibe them with proper awareness and values (ethics), specifically those that will lead to a greater concern for preserving balance in the ecosystem, besides teaching them how to save the environment from further degradation, and to help, make it more healthful and progressive place to live in, springs from a strong sense of social responsibility. This chapter defends a new account of who counts as a refugee. It argues that a refugee is not only someone who cannot lead a minimally decent life in her state of citizenship but also someone who lacks the prospect of leading a minimally decent life because her state of citizenship denies her the means for protecting and promoting her interests and makes the kind of political engagement required for bringing about change unduly costly. This new definition is in line with the spirit of the original Refugee Convention. On the one hand, it explains why citizens in liberal democratic states do not count as refugees despite being currently unable to promote and protect all the interests required for a minimally decent life. On the other hand, it explains why citizens of failed persecutory states should count as refugees even before their government has directly targeted them.

Seaweed cultivation from an economic perspective can provide a decent life for farmers. However, there needs to be alternative processing and packaging of products that have a higher selling value. A good product and selling price requires the right processing technology to become a business product in the community. One product that is quite promising in marketing and selling value is processing seaweed into paper jelly. This community service activity is carried out for the Productive Migrant Cooperative members, seaweed farmers, Lontar village, Tirtayasa sub-district, Serang district, Banten province. The activity carried out is processing seaweed into paper jelly. The manufacture of seaweed into paper jelly went through experiments method to obtain a gelatin product with good elasticity and durability. This product does not require sophisticated technology so that home industries can do it. The seaweed used is Eucheuma cottonii which is harvested at the age of 40-45 days. The process carried out is by drying, crushing into slurry, printing and pressing. The size of the mould can be adjusted according to the wishes of farmers or market demand. This community service activity yielded a gelatinous paper size of 20x20 cm, a thickness of about 0.5mm to 1mm, and weight of 8-grams to 10 grams per sheet. The advantages of this product from processing the Eucheuma cottonii type of seaweed have good elasticity, are durable and easy to pack.Budi daya rumput laut  dari segi ekonomi dapat memberikan kehidupan yang layak bagi petani. Akan tetapi perlu ada alternatif pengolahan dan pengemasan produk yang mempunyai nilai jual yang lebih tinggi. Suatu produk yang menjanjikan dan harga jual membutuhkan teknologi pengolahan yang tepat sehingga menjadi suatu produk usaha di masyarakat. Salah satu produk yang cukup menjanjikan dalam pemasaran dan nilai jual adalah mengolah rumput laut menjadi agar-agar kertas. Kegiatan pengabdian kepada masyarakat ini dilakukan kepada anggota Koperasi Migrant Produktif petani rumput laut desa Lontar kecamatan Tirtayasa kabupaten Serang, provinsi Banten. Kegiatan yang dilakukan adalah pengolahan rumput laut menjadi agar-agar kertas. Pembuatan rumput laut menjadi agar-agar kertas melalui metode percobaan hingga didapatkan produk agar-agar dengan tingkat elastisitas yang baik dan tahan lama. Produk ini tidak memerlukan teknologi yang canggih sehingga dapat dilakukan oleh industri rumahan. Rumput laut yang digunakan adalah jenis Eucheuma cottonii yang dipanen pada umur 40-45 hari. Proses yang dilakukan adalah dengan proses pengeringan, penghancuran menjadi bubur, pencetakan dan pengepresan. Ukuran cetakan bisa disesuaikan dengan keinginan petani atau permintaan pasar. Hasil dari kegiatan ini berupa agar-agar kertas ini dengan ukuran 20x20 cm ketebalan sekitar 0.5mm sampai 1mm, berat perlembarnya antara 8-gram sampai 10 gram. Kelebihan produk dari dari pengolahan rumput laut jenis Eucheuma cottonii ini mempunyai elastisitas yang baik, tahan lama dan mudah dikemas.

The author connects further study of the problems of social security with the need to redefine crime. The article deals with the transformation of ideas about crime and the appeal of modern researchers to the idea of understanding it in moral discourse. The author supports and develops further the thesis about the need to use the concept of «ethical minimum», which should be used in assessing the activities of the main subjects of social security. Violation of the principle of social justice in its instrumental meaning is considered as the main criterion for assessment. Those norms, laws, measures implemented by various subjects of social security that support the foundations of a decent life for people in society will be socially just. If this principle is ignored, “gray zones” of social security arise, in which there are increased risks of violation of the “ethical minimum”. The article also discusses the issue of separating such violations from completely understandable and explainable errors and management deficiencies that are difficult to avoid in situations of increased risks. Violations of the “ethical minimum” in the “gray zones” of social security, in contrast to a criminal offense, should receive an independent public assessment based on the methodology for studying the social responsibility of all agents important for ensuring the protection of the population.

The low number of high school graduates in Purworejo who continue their education to college is caused by the students’ concerns about the high cost of education and lack of student confidence in their abilities. One of those who experienced this was an orphanage teenager. Teenagers in orphanages are teenagers who are deliberately entrusted by their parents to get a decent life and education. This study aims to determine the relationship between self-concept and motivation to continue education to college. The sample recruitment was determined using cluster random sampling method and found 81 teenage orphanages as participants. The instruments used are the Motivation Scale Continuing Education to Higher Education with 43 (a = 0.930) and the Self Concept Scale with 25 (a = 0.870). The results of a simple regression analysis showed that there is a significant positive relationship between self-concept and motivation to continue education to college (F = 105.700; p < 0.05; r = 0.756). SE contributed 57,632% of the motivation to continue their education to college.   Keywords: Motivation to continue study to the college, orphanage teenager, self-concept

Higher education is the most important element to achieve the redistribution of wealth in a country, for that reason its public spending is a subject to study, also the studied professions, the demanded professions by the market and the salaries received by them, because citizens must be able to attend the principal needs of the nation, thereby increasing their income and achieve a decent life. The objective of the document is to analyze the educational proposal considered in the National Development Plan (PND) 2019-2024 in Mexico, specifically in the objective: “2. Guarantee employment, education, health and welfare” analyzing the proposal “5. Young people writing the future, this is a national program aimed to young people who are enrolled in a center of higher education”. In the methodology, it is made a descriptive analysis of the expenditure on education, that information is published by the Chamber of Deputies in México also analyze the information of the Occupation by Economic Sectors generated by National Institute of Statistic and Geography (INEGI).

The study represents an analysis of the pandemic impact on working conditions of teachers employed in general primary and secondary education institutions in the Republic of Moldova. The analysis is based on an opinion poll carried out among the didactic staff and relates the working conditions during the pandemic to the provisions stipulated in the International Covenant on Economic, Social and Cultural Rights, as well as those in the Constitution of the Republic of Moldova. The poll results denote the fact that the working conditions of the didactic staff have changed for the worse during the pandemic, having aggravated some chronic problems of Moldovan education, whereas exercising labour rights in conformity with international and constitutional engagements implies rationalization of work and providing necessary remuneration for a decent life.

The Federal Constitution of 1988 has in its body the so-called second dimension rights that aim to guarantee the dignity of the human person. However, when it comes to the homeless population, the reach of these rights, in practice, is distant or non-existent. The absence of official census data hinders the action of the State in the elaboration of effective public policies aimed at solving the various problems faced by individuals living on the streets, without guaranteeing the existential minimum. Given this scenario, the objective is to investigate the development, elaboration and implementation of public policies in the city of Campos dos Goytacazes for the homeless population, which aim to protect the minimum set of rights to have a decent life, reaffirming the importance existing policies or indicating the need for reformulation or the adoption of other measures that guarantee the minimum foreseen in the constitutional text.To achieve the objectives proposed in this research, the methodological procedures will start from a bibliographic, longitudinal, descriptive survey; legislative and jurisprudential analysis on the subject, in addition to a qualitative and quantitative approach, through the collection of primary and secondary data at the Human Development Department and Centro Pop, drawing up a profile of the homeless population in the studied municipality. The aim of this research is to systematize the theoretical framework and the actions of the State through laws, projects, decrees, ordinances on the homeless population and the implementation of public policies as a way to guarantee the existential minimum; proposition of viable solutions at the municipal level for the implementation of effective public policies for the multi-cited population, and elaboration of an article bringing together the results achieved by the studies carried out during the project.

Rural planning is in a state of flux, covering a range of topics. The objectives of planning have evolved over the years. To get an overview of the evolving themes and narratives on rural planning in China, a literature review is conducted here using text mining considering 145 papers published in Web of Science. Attention is given to trends over time in terms of the topics covered. Six evolving themes are revealed, namely: providing affordable and decent life under industrialization and urbanization progress, national ecological programs and practices, building a new (socialist) countryside and rural−urban relationship in planning, land planning and restructuring, rural tourism planning and activities, and other themes. It is highlighted that strategies and knowledge of “development” are a common instructional epistemology among agro-industrialism, agro-ruralism, scientific rationalism, and “economy oriented” humanism.

Donald Trump’s most notorious promise before and during his presidency was the construction of a border wall. The issues surrounding new construction of Donald Trump’s border wall (both physically and rhetorically) are complex and the outcomes are difficult to predict. The study examines how Trump’s border wall was framed in online newspaper publications of the international border cities of San Diego, California and Tijuana, Mexico, and in El Paso, Texas, and Ciudad Juarez, Mexico. Specifically, the study employs a comparative framing analysis using the John Agnew’s (2008) theoretical lens of borders as equivocal spaces of dwelling that bring about both benefit and harm — the standard of a decent life. The analysis revealed the frames of: Mexico will pay for the wall; DACA as leverage; political contention; protest and dissention; environmental impact; immigration package; separation and divisiveness; safety and security; and economic consequences. A majority of the content published in the U.S. was produced locally, however, most of the content published in Mexico was from news agencies, except for the opinion pieces that were locally produced for outlets on both side of the border.
