Growth, Unemployment, and Wages in EU Countries since the Great Recession

In this chapter, we contribute to the research investigating how institutions and regulations affect the resilience of countries to adverse macroeconomic shocks. To do this, we apply a hierarchical non-parametric curve fitting model to compare economic growth and labour market developments in EU countries since the beginning of the Great Recession. Using the model, we identify four latent classes that represent distinct patterns of the labour market and economic developments. We present evidence that countries in the different classes systematically differ by labour market regulation and quality of institutions. This demonstrates the relevance of institutions and regulation for economies’ resilience to shocks.

Decentralisation of collective bargaining has been one of the key trends concerning labour market regulation of the last decades. Most of European countries have developed – with different breath and scope – procedures and reforms to strengthen the company level of bargaining. The Great Recession has stressed this orientation, particularly in those countries which were under financial pressure. This paper focuses on the cases of four Mediterranean countries – France, Italy, Spain, and Portugal – in order to assess how decentralisation has been carried out and, most importantly, what kind of practical results have been achieved. On the base of these outcomes, it highlights how the debate concerning the structure ofcollective bargaining is changing from a black or white perspective to a new one in which mixed models are possible if the whole system is coordinated, taking into consideration the type of collective bargaining model set in the country.

The Great Recession had profound consequences for the quantity and quality of work for young people in European countries. Usual labour market indicators capture only some crisis effects, highlighting the need for a more dynamic and nuanced approach. As a result, this paper adopts an innovative approach to both the analysis of the integration of young adults (aged 17-34) on to the labour market and the study of the relationship between the labour market performance and policy making. La Grande Recessione generò un forte impatto sulla quantità e la qualità del lavoro dei giovani adulti nei paesi dell’Europa. Gli indicatori convenzionali del mercato del lavoro catturano solo alcuni degli effetti prodotti dalla crisi, sollecitando un approccio dinamico più variegato. Su questa strada si muove l’articolo, adottando un approccio innovativo sia all’analisi dell’integrazione dei giovani adulti (17-34 anni) nel mercato del lavoro sia allo studio della relazione tra le condizioni occupazionali e l’attività di riforma delle politiche del lavoro.

The race to develop and implement autonomous systems and artificial intelligence has challenged the responsiveness of governments in many areas and none more so than in the domain of labour market policy. This article draws upon a large survey of Singaporean employees and managers (N = 332) conducted in 2019 to examine the extent and ways in which artificial intelligence and autonomous technologies have begun impacting workplaces in Singapore. Our conclusions reiterate the need for government intervention to facilitate broad-based participation in the productivity benefits of fourth industrial revolution technologies while also offering re-designed social safety nets and employment protections. The financial crisis of 2008 precipitated the “Great Recession”. In this scenario, we took Spain as a country of study, because although it experienced significant negative shocks associated with macroeconomic variables (GDP or unemployment), its welfare indicators have been marked by limited changes. This study used data from waves 2 and 4 (years 2006–2007 and 2010–2012, respectively) of the Survey on Health, Aging and Retirement in Europe (SHARE). Specifically, through logistic regressions we have analysed the effects of socioeconomic, demographic, health and “Great Recession” factors on the quality of life (QoL) of elders in Spain. Although QoL did not change too much during the “Great Recession”, the results confirmed the importance of several factors (such as chronicity) that affect the satisfaction with the QoL among the older people. In this regard, statistically significant effects were obtained for individual exposure to recession. Therefore, a decrease in household income in the crisis period with respect to the pre-crisis period would increase by 44% the probability of reporting a low QoL (OR = 1.44; 95% CI: 1.00–2.07). Furthermore, gender differences were observed. Health and socioeconomic variables are the most significant when determining individual QoL. Therefore, when creating policies, establishing multidisciplinary collaborations is essential.
