This chapter discusses the interplay between inclusion and accountability, using the Colombian peace process as an example. The chapter examines how inclusive input into the peace process, including a referendum, can shape the nature of accountability in post-conflict situations. Drawing on the ‘peace before justice’ debate, the chapter asks whether extensive inclusion can be an impediment to peace, or a guarantor of just peace. It discusses the role of women in the negotiations and the Special Jurisdiction for Peace It concludes that peace processes should be inclusive and promote gender equality to support sustainable peace.

<p>The potential role of women in conflict and post-conflict environments has been the subject of much debate in the field of peace and conflict studies. In 2000 the United Nations Security Council passed Resolution 1325, which called for a greater involvement of women and acknowledgement of gender issues in conflict and post-conflict environments, and this has led to further discussion about what this might mean and how it might be implemented. Despite this women are continually under-represented in nearly all peace processes and there is no universally agreed upon way to ensure this situation does not come about. The barriers women face range from cultural to logistical and economic, and surmounting them can be hard to achieve.  One case where women have been involved at all levels in the peace process with substantial success is the Pacific island of Bougainville, where a conflict over mining issues and secession from Papua New Guinea was waged from 1988-1997. Women were active in attempts to bring all parties to negotiations during the conflict and have also been heavily involved in the continuing reconciliation and healing processes. For cultural reasons Bougainvillean women were well placed to perform the role of peace-builders but that is not to say that they did not face challenges and barriers to their involvement. This thesis examines the involvement of women in both the immediate peace negotiations and the longer-term aspects of the peace process in Bougainville in order explain how and why they enjoyed these successes and what lessons can be learnt from this case in regards to the potential roles of women in other post-conflict environments. Four factors will be identified as key to women's involvement in the peace process: the history of Bougainville up to and including the conflict; the grassroots mobilisation and organisation of women; the traditional cultural roles of women in Bougainville; and the identification of women with motherhood and its associated traits.  These factors indicate that the involvement of women in peace processes is highly context-specific and although there are policies which can be pursued to encourage their participation the potential barriers to this are imposing.</p>

This chapter explores the legal, political, economic and ideological problems not addressed in the Millennium Development Goals (MDGs) that undermine women's empowerment and gender equality in conflict states. The MDGs sought to reduce inequalities by promoting gender equality, empowering women and expanding the role of women in society. Yet women's universal rights have yet to be fully realised. This is evident in conflict and post conflict states, where women's standings have deteriorated. The chapter first considers the sociological and legal conception of women as minority before discussing women's position in conflict. In particular, it examines sexual violence as a tool of terror and the current situation with regards to political representation and representation in peace negotiations. It also comments on legal discrimination that is aggravating conflict and post-conflict situations and concludes with an assessment of the post-2015 framework based on the limitations and problems of the MDGs.

This chapter examines the interrelationship between cultural heritage and efforts to secure and sustain peace. It gives an overview of the new international order the post–World War I and II peace settlements sought to create and the role of specialist culture bodies within intergovernmental frameworks in promoting the role of culture and cultural heritage in peace efforts. The role of culture rights and cultural heritage is considered within the transitional justice framework enunciated by the UN covering the rights to justice and accountability, truth, remedy and reparation, and guarantees of non-recurrence. Illustrations are drawn from the burgeoning jurisprudence of regional human rights courts and international criminal courts and State practice arising from the proliferation of peace processes since 1989. Finally, it considers the preventative role of cultural heritage and cultural rights in sustaining peace beyond the post-conflict context and UN/UNESCO efforts to promote a culture of sustainable peace.

This chapter seeks to focus on ‘peacebuilding’ as a construct of peace among groups that have previously been in conflict. This calls for moving beyond peacemaking and conflict resolution to consider the longer-term efforts at establishing sustainable peace. Notwithstanding the longstanding efforts of UNEP’s Post-Conflict and Disaster Management Branch, there has been very limited development of international normative and institutional structures targeting the process of post-conflict sustainable peacebuilding. How far the current international environmental governance (IEG) regimes are responsive to the specific challenges to post-conflict situations? It seeks to briefly consider four key aspects of IEG regimes: (i) Ad- hoc and subject specific (ii) Incremental and facilitative (iii) Degree of reciprocity and (iv) Science-based.

Following the 9/11 attacks, the national security policies — notably of the Western nations — have taken a fundamental shift towards viewing vulnerable and unstable states, such as Afghanistan, as security threats. The strategic interference of the United States and its allies, for state-building in Afghanistan, not only failed in achieving its intended outcomes but also brought untold suffering and severe repercussions to the Afghan people. The major powers involved in the post-9/11 war against terror in Afghanistan — particularly the United States — had to bear heavy costs in terms of capital, materials, and lives. Being a neighbor of Afghanistan and a responsible state committed to peace in the region, Pakistan has made genuine and consistent efforts to promote a peace process that is Afghan-owned and Afghan-led, in order to bring sustainable peace and stability to Afghanistan. Using the post 9/11 U.S. mission as an example, this article analyzes how the securitization of development has affected the peace process in Afghanistan. The securitization theory of the Copenhagen School is used as a basis to explain the dynamics of the peace process (led by the United States) with the Taliban.

Penelitian ini menginvestigasi representasi feminisme pada lagu dangdut koplo Jawa. Tidak banyak yang mengkaji lagu dangdut koplo Jawa dari perspektif feminisme. Padahal, secara historis, Jawa memiliki agen-agen pergerakan untuk feminisme yang secara faktual seharusnya mempengaruhi kesusastraan dan kesenian Jawa. Ada lima lagu dalam bentuk transkrip sebagai data yang diperoleh dengan mentranskripsi lagu dangdut koplo Jawa dari YouTube. Data lalu dianalisis dengan menggunakan analisis wacana kritis van Dijk. Hasil penelitian menunjukkan bahwa lagu-lagu dangdut koplo Jawa merepresentasikan kesetaraan perempuan terhadap laki-laki. Peran perempuan diungkapkan tidak lagi sebagai second sex, yang sepenuhnya sebagai ibu rumah tangga, tetapi mereka memiliki kesempatan untuk memilih masa depan secara independen. Sementara itu, feminisme dinyatakan secara langsung dan tidak langsung di dalam lagu dengan menggunakan bahasa kiasan dalam bentuk metafora.This research investigated the representation of feminism in Javanese koplo dangdut song. These songs have got little attention in terms of feminism representation. Meanwhile, historically, Javanese society has factual agents of movement for feminism who should be influencing to the Javanese arts and literature.There arefive transcriptions of the songs as the data which collected by transcripting the songs from YouTube. The collected data were then analysed by applying van Dijk frame work of critical discourse analysis. The results show that most of the songs present gender equality between men and women. The role of women is not only presented as the second sex or as mainly a house wife, but they have opportunities to choose their own future life independently. This condition is suggested by using indirect language or using metaphoric expressions.

This chapter discusses the role of women in forging paths into post-liberal peace formations. The adoption of the United Nations Security Council Resolution 1325 in 2000 could be said to have marked the incorporation of key tenets of gender rights discourse in the global liberal peace agenda. The resolution is based on liberal principles of representation and participation of women in all levels of peacebuilding and on democratisation in setting up new institutions and norms of gender equality in the post-conflict processes; it also recognises the specific protection needs of women and girls in conflict situations as well as the underutilised contribution women make to conflict prevention, peacebuilding, conflict resolution, and peacekeeping. Ultimately, the chapter asks whether gender discourse can uphold the promise of peace formation by holding peacebuilders accountable to just, democratic, and equal societies.
