This chapter focuses on the experience of living in towns and cities in the late imperial period, when prostitution was a visible component of urban life. It examines the different unsuccessful policies employed by the imperial state to enforce the spatial segregation of registered prostitutes and attempts to render brothels invisible on the urban landscape. Official efforts to push lower-class sexuality to the spatial margins are also addressed, particularly policies of zoning and brothel ranking. Some landlords frequently complained to the police about the negative impact of nearby brothels on their rental prices, whereas others helped women who sold sex to resist some of the residency restrictions placed upon them by the police. Ultimately, officialdom’s attempts to limit the visibility of prostitution were spectacularly unsuccessful, as commercial sex was visible everywhere across the Empire’s towns and cities at the turn of the twentieth century.

Policing Prostitution examines the complex world of commercial sex in the final two decades of the Russian Empire before its collapse in 1917. From the 1840s until 1917, prostitution was legally tolerated across the Empire under a system known as regulation. Medical-police were in charge of compiling information about registered prostitutes and ensuring that they followed the strict rules prescribed by the imperial state governing their visibility and behaviour. The vast majority of women who sold sex hailed from the lower classes, as did their managers and clients. Official interest in prostitution generated a mass of documentation, which allows us to glimpse the lives and challenges of various groups of the Empire’s urban lower classes, including women who sold sex, their clients, brothel madams, police, and wider urban communities. In the late imperial period, prostitution was not just an urban ‘problem’ to be controlled and contained, but also a lucrative commodity due to the formal and informal financial relationships forged between brothel madams, registered prostitutes, and the police. This study is a social history of prostitution, drawing on archival material from Russia, Ukraine, Belarus, Latvia, Lithuania, and Estonia. It focuses on how regulation was implemented, experienced, and resisted in various urban centres in the northwest of the Russian Empire, and how everyday experiences of regulation varied widely from place to place. In principle, the tsarist state regulated prostitution in the name of public order and public health; in practice, that regulation was both modulated by provincial police forces who had different local priorities, resources, and strategies, and contested by registered prostitutes, brothel madams, and others who interacted with the world of commercial sex.

Abstract. After the imperial land consolidation acts of 1906, the Russian land commune became a center of territorial struggle where complex alliances of actors, strategies, and representations of territory enacted land enclosure beyond the exclusive control of the state. Using original documentation of Russian imperial land deals obtained in the federal and municipal archives, this study explores how the Russian imperial state and territories in the periphery were dialectically co-produced not only through institutional manipulations, educational programs, and resettlement plans but also through political and public discourses. This paper examines how coalitions of landed nobility and land surveyors, landless serfs, and peasant proprietors used enclosure as conduits for property violence, accumulation of capital, or, in contrast, as a means of territorial autonomy. Through this example, I bring a territorial dimension into Russian agrarian scholarship by positioning the rural politics of the late imperial period within the global context of capitalist land enclosure. At the same time, by focusing on the reading of territory from the Russian historical perspective, I introduce complexity into the modern territory discourse often found in Western political geographic interpretations.

This chapter focuses on individuals who facilitated the commercial sex transaction in late imperial Russia, namely brothel madams, pimps, and those who rented their properties to registered prostitutes. It examines the complex relationship between brothel madams and the police, as well as addressing the various roles given to madams in official legislation: guardians of public health, watchdogs, and money-makers for the local government. Brothel madams provided lucrative income for the authorities, both formally through taxation and informally through bribes and cash gifts. The rules of regulation enforced a paternalistic relationship between madams and registered prostitutes, as well as providing ample opportunity for exploitation. Finally, the chapter examines hidden managers, in the form of pimps and procurers, and their cultural significance in the late imperial period.

This article examines interactions between Slavic peasant migrants and mobile pastoralist Kazakhs within the setting of the Kazakh Steppe during the period of heaviest resettlement to the region beginning in the late nineteenth century and continuing into the early twentieth century. It considers how the importance of horses to both settlers and Kazakhs alike dictated these interactions and how the sedentary world of the settlers disrupted the seasonal migration routes of Kazakh horse herders. Particularly with concern to the greatly expanded horse market, issues regarding land use, and increased instances of horse theft throughout the region, the Russian state’s encroachment into the steppe forever altered the social and economic makeup of the region.

It is surprising how few architects have come to grips with the crisis that faces the contemporary city. Richard Rogers is an exception. Over the last thirty years or so, the buildings that have made Rogers famous have been, as much as anything, explorations of the principles that have concerned him: flexibility, modernity, inclusivity, and sustainability. At the same time, in his writings and public discourse, he has been a passionate advocate of the city as a place of social and intellectual interchange, a democratic and architecturally stimulating environment. This vision is rooted as much in the civic ideals of the Italian Renaissance—Rogers was born in Florence—as in the late twentieth-century avant-garde. Many of the changes to the public face of London that have taken place over the last decade—the opening up of the river and the pedestrianization of Trafalgar Square are two examples—were called for by Rogers in architectural proposals, writings, and public statements published since the 1980s. Architecture, he has argued, cannot be detached from social and political issues. Increasingly, his words have had a prophetic edge, befitting his senior status within the profession and the cultural life of the nation. As one of the best-known architects on the planet, Rogers, at least potentially, has the ear of both government and business, the twin agencies holding the future of the urban landscape in their hands. For this reason alone, what he has to say merits close attention. Rogers first came to international prominence with the opening of the Pompidou Centre in the Beauborg area of central Paris, designed with his then partner, Renzo Piano, in 1976. One of the key buildings of the twentieth century, it changed the face of the French capital, creating a new cultural heart of the city. Rogers’s banishment of services to external ducts, creating vast open interior spaces, was to become a trademark further developed in the Lloyds Building in London, completed in 1984. Both structures celebrate urban life and activity, although one is a public and one a private space. The Beauborg has been compared to a giant climbing frame.

Abstract“Buddhist medicine” is a neologism that first took root in the mid-twentieth century and has been gaining traction over the last few decades. While specialists treat this phrase as a heuristic device best used with caution, the 100-volume compendium collectionComplete Works of Chinese Buddhist Medicine and Pharmacopeia(Zhongguo Fojiao yiyao quanshu中國佛教醫藥全書, 2011) is a concretization of vague terminology into an actual body of works. The present article reviews the claims of the editors of theComplete Works of Chinese Buddhist Medicine and Pharmacopeiaagainst the works actually included in the compendium to find that the selection criteria was inadequate and choice of exemplars haphazard. Attempting an intellectual history of the present, the article analyses the editors’ motivations in light of the politics of canon compilation in the late imperial period, finding that the claim of mastering a comprehensive body of knowledge remains institutionally attractive in the contemporary People’s Republic of China, even if it is divorced from critical scholarly abilities comparable to those of the editors of Qing dynasty scholars. Cognizant that Digital Humanities projects continue to rely on printed compendiums for the texts they digitize, the article closes with suggested guidelines for the compilation of future collections on Buddhism and medicine in order to make them more useful to present day scholars.

This book is a history of the Chinese Protestant elite and their contribution to building a new China in the years from 1922 to 1952. While a small percentage of China’s overall population, China’s Protestants constituted a large and influential segment of the urban elite. They exercised that influence through their churches, hospitals, and schools, especially the universities, and also through institutions such as the YMCA and the YWCA, whose membership was drawn from the modern sectors of urban life. These Protestant elites believed that they could best contribute to the building of a new China through their message of social Christianity, believing that Christianity could help make Chinese society strong, modern, and prosperous, but also characterized by justice and mercy. More than preaching a message, the Protestant elite also played a critical social role, through their institutions, broadening the appeal and impact of social movements, and imparting to them a greater sense of legitimacy. This history begins with the elite’s participation in social reform campaigns in the early twentieth century, continues with their efforts in resisting imperialism, and ends with their support for the Communist-led social revolution.

Abstract This essay examines Russian artist Viktor Vasnetsov’s search for a new kind of prayer icon in the closing decades of the nineteenth century: a hybrid of icon and painting that would reconcile Russia’s historic contradictions and launch a renaissance of national culture and faith. Beginning with his icons for the Spas nerukotvornyi [Savior Not Made by Human Hands] Church at Abramtsevo in 1880-81, for two decades Vasnetsov was hailed as an innovator, the four icons he sent to the Paris “Exposition Universelle” of 1900 marking the culmination of his vision. After 1900, his religious painting polarized elite Russian society and was bitterly attacked in advanced art circles. Yet Vasnetsov’s new icons were increasingly linked with popular culture and the many copies made of them in the late Imperial period suggest that his hybrid image spoke to a generation seeking a resolution to the dilemma of how modern Orthodox worshippers should pray.
