Could NATO (still) defend Europe?

NATO has been ‘adapting’ for a decade and has made significant progress in meeting the coming challenges to Europe defence. However, power is relative and the nature of future war across the multi-domains of air, sea, land, cyber, space, information, and knowledge, allied to the accelerating speed of war, also reveals profound Allied weaknesses. Whilst the Americans are increasingly overstretched trying to cover the expanding space and technology of warfare, Europeans are decidedly under-stretched, unable, or unwilling to meet the demands of defence, too often seeing defence as a budget to be raided for domestic political concerns. Ultimately, NATO is in the business of deterrence, for if it fails defence seems unlikely, short of a rapid descent into all-out nuclear war. Europeans must thus understand that NATO is essentially a European institution, and it can only fulfil its mission as a defensive Alliance if they give the Alliance the means and tools to maintain a minimum but credible conventional force and nuclear force deterrent.

AbstractIn this article, the highly destructive potential of global nuclear arsenals is reviewed with respect to nuclear force structures, evolution of nuclear capabilities, modernization programmes and nuclear war planning and operations. Specific nuclear forces data is presented for the United States, the Russian Federation, Great Britain, France, China, Pakistan, India, Israel and North Korea. Hypothetical, escalatory scenarios for the use of nuclear weapons are presented, including the calculated distribution of radioactive fallout. At more than seventy years since the atomic bombings of Hiroshima and Nagasaki and twenty-five years since the end of the Cold War, international progress on nuclear arms control and disarmament has now nearly stalled, with the emphasis shifting to modernizing and maintaining large inventories of nuclear weapons indefinitely. This perpetuates a grave risk to human health, civil society and the environment.

The electron microscope has evolved to the level where it is now straightforward to record highresolution images from thin samples (t∼10 to 20nm) that are directly interpretable in terms of atomic arrangements. Whilst recorded images necessarily represent two-dimensional projections of the structure, many defects such as dislocations and interfaces may be linear or planar in nature and thus might be expected to be amenable to detailed characterization. In this review, we briefly consider the recent significant progress that has been made in quantitative defect analysis using the high-resolution electron microscope and then discuss some drawbacks to the technique as well as potential scope for further improvements. Surveys of defect modelling for some small-unit-cell materials and interfaces have recently been published, and reference should be made to other papers in this symposium for further examples.The technique of structure imaging originated in the early '70s with observations of large-unit-cell block oxides.

Recent events in Ukraine have shown that, along with the advancement of information technology, methods of conducting modern warfare are being enhanced. Cyberspace is deliberately used by the Russian Federation to commit cyber warfare against Ukraine. Therefore, in order to address their influence effectively, it is important not only successfully deal with its consequences but also to foresee the potential adversaryʼs actions by analyzing their previous operations and incorporating the lessons learned by other countries. Across the globe, including Ukraine, the issue of information security and cyberattacks has become exceedingly urgent. Everybody is aware of the ongoing attacks on information networks of various government agencies and energy firms, cyberattacks on e-mail networks of political parties and organizations around the world. Likewise, despite the steadily growing numbers, cyberattack cases against the individuals and private businesses are not reported as widely as they occur. As a result, The North Atlantic Alliance countries began tackling the issue of cyberthreats much earlier than Ukraine. Consequently, NATO and its allies rely on powerful and robust cyber defenses to ensure the Alliance's core tasks of collective defense. The article discusses methods and strategies for providing cyber defense in NATO member states and recommends ways to increase the level of protection in the state's cyber space, as part of Ukraineʼs national security and defense domain.
