Epicurus confronted Cicero with a singular situation: a philosopher whom he thought had managed, despite professing erroneous doctrines, to live a philosophical life and thus overcome the incoherence of his doctrines. Schooled in Epicureanism in his youth and surrounded by Epicurean friends, Cicero nonetheless retained a strong aversion to Epicurean doctrines. Too many of the basic assumptions of Epicurus’s philosophy ran at cross-purposes with the deepest currents of his personality. Accepting Epicureanism would have required him to admit that society and ethics were grounded in the unstable vagaries of individuals’ desires for pleasure. So too, the Epicurean tendency to build everything upon self-interest appeared to deprive traditional Roman axiology of any true foundation. What is more, for him who had placed such importance on the concept of free will as a self-generated cause, the connection fashioned by Epicureans between voluntary action and the swerve of atoms governed by chance failed to provide a plausible rational explanation and, he thought, would inevitably act to dilute individual responsibility. Epicureanism, which counted immediate sense perceptions as necessarily true; rejected a philosophical language inaccessible to the masses; made its gods distant and indifferent yet all-too-visible; built an ethics so easy to grasp—and caricature; claimed to illuminate everything with a shining light; advertised its distrust for social and political hierarchies—all this was ultimately too distant, both intellectually and emotionally, from the conception of the world that was Cicero’s own.

“Free Will” is not a problem which can simply be answered. The long history surrounding this issue would seem to indicate that. It is not that an answer is impossible; on the contrary, the problem is that many answers may be given and no single one can be established to the exclusion of all others. Which answer is adopted depends upon one's metaphysics, upon one's basic assumptions about the first principles which govern and structure the world. Does all this leave us lost in a helpless pluralism where freedom of the will is concerned, an issue which might well be the crucial problem of our own era and which certainly has been important in every philosophical age? No, not unless we adopt an attitude of scepticism where metaphysics is concerned. Thus, our success in dealing with free will depends upon our metaphysical competence. If we can analyze previous metaphysical views and then construct and defend our own, we can still structure an answer to the issue of freedom of the will.

This article is focused on exploration not merely proposed developments in and refinements of the law and its administration, but the very significant role that financial intelligence can and should play in protecting our societies. It is the contention of the author that the intelligence community at large and in particular financial intelligence units have an important role to play in protecting our economies and ensuring confidence is maintained in our financial institutions and markets. In this article the author considers a number of issues pertinent to the advancement of integrity and in particular the interdiction of corruption to some degree from the perspective of Africa. The potential for Africa as a player in the world economy is enormous. So far, the ambiguous inheritance of rapacious empires and the turmoil of self-dealing elites in post-colonial times has successfully obscured and undermined this potential. Indeed, such has been the mismanagement, selfishness and importuning that many have grave doubts as to the ability of many states to achieve an ordered transition to what they could and should be. South Africa is perhaps the best example of a society that while avoiding the catastrophe that its recent past predicted, remains racked by corruption and mismanagement. That there is the will in many parts of the continent to further stability and security by addressing the cancer of corruption, the reality is that few have remained or been allowed to remain steadfast in their mission and all have been frustrated by political self-interest and lack of resources. The key might be education and inter-generational change as it has been in other parts of the world, but only an optimist would see this coming any time soon – there is too much vested interest inside and outside Africa in keeping things much as they are! The author focuses not so much on attempting to perfect the letter of the law, but rather on improving the ways in which we administer it.

Nomological determinism does not mean everything is predictable. It just means everything follows the law of nature. And the most important thing Is that the brain and consciousness follow the law of nature. In other words, there is no free will. Without life, brain and consciousness, the world follows law of nature, that is clear. The life and brain are also part of nature, and they follow the law of nature. This is due to scientific findings. There are not enough scientific findings for consciousness yet. But I think that the consciousness is a nature phenomenon, and it also follows the law of nature.

Civil wars are one of the most pressing problems facing the world. Common approaches such as mediation, intervention, and peacekeeping have produced some results in managing ongoing civil wars, but they fall short in preventing civil wars in the first place. This book argues for considering civil wars from a developmental perspective to identify steps to assure that nascent, low-level armed conflicts do not escalate to full-scale civil wars. We show that highly structured intergovernmental organizations (IGOs, e.g. the World Bank or IMF) are particularly well positioned to engage in civil war prevention. Such organizations have both an enduring self-interest in member-state peace and stability and potent (economic) tools to incentivize peaceful conflict resolution. The book advances the hypothesis that countries that belong to a larger number of highly structured IGOs face a significantly lower risk that emerging low-level armed conflicts on their territories will escalate to full-scale civil wars. Systematic analyses of over 260 low-level armed conflicts that have occurred around the globe since World War II provide consistent and robust support for this hypothesis. The impact of a greater number of memberships in highly structured IGOs is substantial, cutting the risk of escalation by over one-half. Case evidence from Indonesia’s East Timor conflict, Ivory Coast’s post-2010 election crisis, and from the early stages of the conflict in Syria in 2011 provide additional evidence that memberships in highly structured IGOs are indeed key to understanding why some low-level armed conflicts escalate to civil wars and others do not.

One aspect of Schopenhauer’s doctrine that the world is will, which can be assessed independently of his more ambitious metaphysical ideas, is the claim that our own agency provides us with a full understanding of causation which then permeates and structures our experience of the world in general. In this chapter, the author argues that this claim can be defended against Hume’s well-known objections because they are based on a volitional theory of voluntary action, which Schopenhauer rightly rejected. Schopenhauer quite plausibly located an immediate experience of causation between at least some kinds of motives and our consequent actions. However, he was wrong in suggesting that this experience might be the source of our understanding of causation since intentional action already presupposes that understanding and cannot provide it. It is more plausible to argue that an understanding of causation is derived from our bodily encounters with material objects.

Modern contract law accords considerable significance to the basic assumptions on which a contract is made. It thus takes to heart a failure of a belief whose truthfulness is taken for granted by both parties. Where the failure results from the parties’ mistake at the time of formation, “the contract is voidable by the adversely affected party,” if that mistake “has a material effect on the agreed exchange of performances” and unless that party “bears the risk of the mistake.”1 Where, in turn, the failure of such a basic assumption results from the parties’ erroneous beliefs about future states of the world, a party’s duty to render performance may be discharged if they are not responsible for the supervening impracticability or frustration and “unless the language or the circumstances indicate the contrary.”2

S'inspirant d'études similaires sur les États-Unis et la France, l'analyse de l'histoire du mot «démocratie» révèle que le Canada a été associé à la «démocratie» en raison de stratégies discursives des membres de l'élite politique qui cherchaient à accroître leur capacité de mobiliser les masses à l'occasion des guerres mondiales, et non pas à la suite de modifications constitutionnelles ou institutionnelles qui auraient justifié un changement d'appellation du régime.Abstract.An examination of the speeches of modern Canada's “founding fathers” lays bare their openly anti-democratic outlook. How did a regime founded on anti-democratic ideas come to be positively identified with democracy? Drawing on the examples of similar studies carried out in the United States and France, this analysis of the history of the term “democracy” in Canada shows that the country's association with “democracy” was not due to constitutional or institutional changes that might have justified re-labelling the regime. Instead, it was the result of the political elite's discursive strategies, whose purpose was to strengthen the elite's ability to mobilize the masses during the world wars.

AbstractThe divided self in James’s fiction may be regarded as an inevitable structural consequence of James’s desire to dramatize the problem of the free spirit in an enslaving world. But the divided self required by art is not essentially different from the divided self known to psychology, and an understanding of the anxieties of that self, particularly of the “obsessive imagery” James uses to depict those anxieties, enriches our understanding of James’s work. The fear of a world that threatens one’s being issues in an elaborate development of an escape motif; of imagery of seizure by the eye and by the world of appearances; and of imagery of petrification, reflecting a dread of being turned into a mere tool or machine. James’s vision of “the great trap of life” permits him to come to terms with his own limitations and culminates in a searching philosophic examination of the problem of free will and determinism.
