Abstract Private landlords play an important role in America’s poverty governance, with profound effects on poor families and neighborhoods. Drawing on data from interviews with 127 landlords in Baltimore, Dallas, and Cleveland, we ask how landlords understand their role as purveyors of affordable housing. We find that landlords think about their tenants in moral terms, drawing upon cultural categories to describe and define their tenants. Landlords see renting to the urban poor as a social good insofar as it facilitates housing those in need on the condition of their moral reform. We identify two components of this strategy: exclusion and reform. Landlords pursue profit through exclusionary tactics such as screening and eviction. While recent research has focused on this component, this article explores how landlords also invest resources in “training” tenants, attempting to mold them into a profitable ideal, rather than replacing them. Using both incentives and surveillance, landlords seek to create a tenant class that conforms to mainstream notions of responsibility and self-reliance. We argue that exclusion and reform are complementary components of paternalistic poverty governance. Landlord paternalism carries special salience in today’s increasingly privatized federal housing policy, where landlords have a great deal of discretion and little oversight.

This paper addresses the scholarly debate on cultural homogeneity or heterogeneity of urban poor families. While authors such as Lewis (1959) or Wacquant (2000 ; 2001) claim that structural disadvantages are linked to a particular type of identity or culture, others such as Hannerz (1969) , Anderson (1999 ; 2002) , or Portes ( Portes and Manning, 1986 ; Portes and Jensen, 1989 ) believe that it is possible to find different behaviors, expectations, decision–making processes, and outcomes among people living in seemingly identical structural conditions ( Small et al., 2010 ). Using Santiago, Chile, as a case study, we differentiate five different cultures or identities among the poor. Those identities seem to be the product of different historical and political circumstances, as well as of different types of public policies. The paper ends with a discussion of the need for poverty reduction policies to consider these differences among the poor.

Housing policy is usually seen as the domain of national governments, and in many countries local authorities have relinquished direct engagement in the promotion of adequate housing. High costs associated with related policies and programmes are often cited as justification for minimal involvement, leading to fewer community-level interventions on affordable formal housing. This article presents financial approaches for local government leaders and decision-makers to consider in furthering affordable access to adequate housing for their citizens. The article argues that when local governments engage on housing with innovation and financial pragmatism, the housing needs of the urban poor and vulnerable can be better served. This chapter discusses the New Deal housing policy and the making of national mortgage markets. Though Franklin Roosevelt was sympathetic to housing the poor, his policies aimed, primarily, to grow the economy and reduce unemployment. If this could be accomplished through housing the poor, all the better, but that was a secondary goal to restoring economic growth. Unlike the other housing programs of the New Deal, the Federal Housing Administration (FHA) promised and achieved this growth. By 1939, investment in residential housing was nearly back to its 1929 levels. The flood of funds, guaranteed profits, and standardized policies initiated through the FHA changed the way banks operated forever, turning mortgages into nationally traded commodities—and in the process changing the way Americans related to banks and debt.

Homeownership is recognised as one of human needs. However, in the 21st century, homeownership remained as one of the greatest challenges in most developing countries, and Malaysia is no exception. Housing for everyone remained an issue in Malaysia. Homeownership for the low to medium income group (LMIG) is getting difficult overtime. Questions raised on the competency of the existing housing policy in catering the uprising needs to house the LMIG. This study aims to explore the challenges within the housing policy and its implementation, and to identify ways to overcome those challenges. Opinions from four major stakeholders in the housing sector; the federal government, the state government, non-governmental organisations, and academicians were solicit using focus group interviews protocol. The results point-out three major concerns- 1) loose connection between the federal and state government, 2) mismatched of housing policy, and 3) inadequacy of financial system and poor demographic profile. Subsequently, four alternatives were proposed to address the issues raised- 1) one-stop center that operates above the differences between the governments, 2) establishes the social infrastructures before Affordable Housing in sub-urban/rural area is approved, 3) government’s active interventions on affordable house pricing, and 4) public awareness on homeownership through education.
