This paper discusses the situation on the Polish green public procurements (GPP) market, with special emphasis on the results of a GPPinfoNET project realised in the Łódź region. The identification of the main barriers hindering the application of GPP in the Polish practice is the departure point to formulating recommendations concerning organisational and legal changes which would make it possible to increase the share of GPP in the Polish economic practice. Implementation of green public procurement is considered as an important element of sustainable development.

Socially expected innovations are innovations considering sustainable development. The subject of the paper focuses on the business model of a start-up providing energy saving services to local government units using smart technologies of Industry 4.0 in the aspect of low touch economy. A methodical critical literature review including quantitative and qualitative assessment, stakeholder analysis and business modeling techniques using Business Model Canvas and Triple Layer Business Model Canvas (TLBMC) was conducted. In addition, an in-depth analysis of a start-up case study was conducted. The research questions are related to the interpretation of the organization’s business data and methods of interpreting Sustainability 3.0 business solutions. The research questions were directed to the challenges regarding the creation of the organization’s sustainable business model architecture and the Business Sustainability 3.0 sustainable business imaging concept. The research objective is to design a sustainable business model of a start-up providing energy-efficient services to local government units, whose value proposition refers to an extended sustainable value that meets the economic, social and environmental needs of society. The integration of sustainability in the sustainable business model of the start-up allowed to achieve the research objective of designing a sustainable value proposition that meets the economic, social and environmental needs of society.

Objective - Transparency is promoted as one of the most important measures against corruption. E-government provides greater access to information that can subsequently increase transparency, accountability, and be used as an effective anti-corruption tool. The purpose of this study is to examine the relationship between e-government and corruption. Methodology/Technique - To gain more insight, we also investigate the effect of e-procurement as one of the e-government initiatives for tackling corruption. We use observations from local government (districts and cities) in Indonesia during the period 2012–2015. Findings - The results show that e-government implementation is associated with lower corruption. E-government reduces corruption by removing discretion, thereby curbing the opportunities for arbitrary action that often result in corruption. Novelty - Moreover, the results also show that adopting e-procurement increases transparency and accountability through increased competition among bidders and enables real-time access to information, which ultimately reduces corruption in public procurement. The purpose of the article is to present the activities carried out by the Warsaw School of Economics, including the Department of Economics and Finance of the Local Government, aimed at both activities aimed at the diversified development of the broader sense - the activities of the Universities in this respect and in the strict sense, i.e. the activities of one of the departments, i.e. the Department of Economics and Finance of the Local Government within research and development at the local government level. The activities in the area of sustainable development include the membership to the Sustainable Development Goals Accord, the seat of the Polish branch of OIKOS International . On the other hand, activities in the field of sustainable development strictly mean activities in the field of research and development as well as conducting lectures and postgraduate studies in the field of sustainable development in the broad sense of the word. These activities are carried out by the mentioned department. The activities are therefore implemented on a large scale in order to increase the promotion of the idea of sustainable development in order to support the idea of sustainable development at every possible level, from national to local.

Relations between public procurement, regional development, and e-procurement are discussed in this chapter. First, main themes of the debate are reviewed. Subsequently, some relations between public procurement, regional development, and e-procurement are discussed. The Czech Republic is used as a case study in this regard. The authors’ findings confirm the potential of public procurement to stimulate development of Czech regions. Spatially, public procurement may not be regarded as a suitable tool for reduction of regional disparities. However, there seems to be an important impact of public procurement on the development of local small and medium enterprises. In addition, the authors’ findings point at some links between public procurement and the concepts of sustainable development and competitiveness. Nevertheless, the dominant position of price as evaluation criterion indicates that the linkages are rather weak. Finally, the increasing interest of the Czech Republic in e-procurement was documented.

This chapter introduces the sustainable development of county-region economy under the constraint of natural resources and environment in China when parts of classic industries along the south-eastern coast are shifting to the poorer mountain areas and middle-western areas. It argues that the county regional economic development at the stage should focus on the agricultural growing and breeding their processing sectors, natural resource exploitation and its processing, manufacturing, tourism, and ecological industrial (shift) park, according to the resource endowment. The local government should guide the scientific planning of county-region industries’ layout, structure, symbiosis, and coupling relationships. By means of environmental cost internalization, region industries’ symbiosis and coupling size, roles of social network, cultivation of innovative culture, guidance of government subsidy, pressure from public monitoring, the market mechanism, and economic incentives will play roles in resource allocation. In practice, the local government or industrial authority can design the “lack in” value chain parts and package them into some feasible and profitable projects open to the market investors, encourage firms to participate regional industrial symbiosis and coupling, and construct a complete industrial chain or network, in order to realize the integration of closed-circuit industry, higher value-added ecological agriculture, tourism and related service sectors, creative economic industrial park, urbanization, and ecological environment. This will avoid the heavy-damage from traditional industrialization and urbanization on county-regional ecological environment, and then realize the harmony development of county-regional recycle economy, society, and environment.
