This chapter aims to present a conceptual model aimed to understand the Intellectual Capital-based (IC) characteristics of the regional innovation capacity. The proposed Regional Innovation Capacity Model (RICM) can be used for interpretative and normative purposes to analyse the innovation dynamics taking place at regional and territorial level. From an interpretative point of view, the model identifies the pillars grounding the innovation capacity of a local system. While, from a normative perspective, the model can inspire the definition of guidelines driving the design and the implementation of actions, projects and programmes aimed to stimulate and sustain regional development dynamics. The RICM adopts a knowledge-based perspective assuming that IC, in the forms of regional knowledge assets, and knowledge dynamics, in the form of knowledge transfer and learning processes, are the drivers of innovative processes and outputs. The chapter concludes proposing a future research agenda.

Numerous studies have demonstrated that the success of businesses in the era of knowledge-based economy depends on their innovation capacity (Azevedo et al., 2007). Therefore, the main goal of this study is to explore the factors that impact the innovation capacity of enterprises in the Vietnam Southern high tech industry. Besides the qualitative method, the study carries out a survey of 380 enterprises in the fields of electronics, microelectronics, information technology, telecommunications, precision engineering, automation, biotechnology, and nanotechnology. The results reveal that total quality management, internal human resources, absorptive capacity, government support, and collaboration networks impact positively on the innovation capacity. In addition, the research proposes solutions for high tech enterprises to boost their innovation capacity in the future.

The globalization and the increasing competition especially during the latest years of crisis provide a new environment for SMEs. In the “knowledge-based economy”, firms’ competitiveness is strongly related to technical know-how and skills. The important keys for the survival, growth and development of SMEs are related to technological and scientific improvements, cooperation, innovation capacity and knowledge management. This is the first study which attempts to present the above characteristics of Greek manufacturing SMEs at the post-crisis era.

This chapter aims to identify the determinants that affect innovation capacity at regional level in Europe. It proposes modelling the territorial innovation capacity and identifies relevant factors with influence on the innovation capacity at a regional level. The chapter uses the Regional Innovation Scoreboard database and cluster analysis to detect behavioral patterns in terms of innovation performance in European regions. The results show that innovation capacity is related to regional governance, and particularly regional autonomy, regional control of innovation policy, influencing the affectation of structural funds, and the region's location within the European Union. Cohesion policy criteria is also a significant factor, demonstrating the adequacy of the European regional policy's new programming regarding innovation policy. These results point to the importance of the participation of regions in formulation, and implementation bottom-up strategies to develop innovation dynamics and develop partnerships with other public and/or private actors.

This chapter focuses on knowledge based development in regions, based on Israel’s experience. Israel, a small country in the Middle East, is a very unique case of a knowledge based region. The authors have extensively studied Israel as an innovative region in different contexts. Since 1998 they published three Israel Intellectual Capital Reports for the Israeli Government. During 2007 the authors led a study for the European Commission focused on regional innovation systems. This study has aimed to measure the effectiveness of participation in ICT (Information Communication Technology) EU projects on the EU innovation system at the regional level. Israel was selected as a regional best practice though it is a nation state and not a region since it is as small as a region, and since the authors had good relevant data from the previous IC reports and since Israel is consistently recognized as one of the most innovative countries in the world. The authors discovered that an Intellectual Capital audit is a powerful and useful framework to understand the effectiveness of regional innovation systems, offering the possibility for evidence-based future policies rather than retrospective performance analyses. This chapter demonstrates the case of Israel as a knowledge-based region, as well as critical success factors for regional innovation systems.

The main purpose of this chapter is to examine the role of management accounting to measure and manage intellectual capital (IC), and more specifically to explore the potential role of strategic management accounting (SMA) in this process. In addition, this chapter is intended to link SMA practices and some IC resources. SMA practices enable the identification, measurement, and management of IC resources such as production processes and innovation capacity (e.g., target costing), quality management (e.g., quality costing), knowledge-based resources related to the organization´s external relationships (e.g., attribute costing, value chain costing, and target costing), and brand image (e.g., brand valuation/management). SMA practices, given its external orientation, enable, mainly, the identification and management of resources encompassed in relational capital. Therefore, this chapter contributes to the extant literature regarding the measurement and management of IC, highlighting the role of SMA, and provides some suggestions for further research.
