Good governance and local level policy implementation for disaster-risk-reduction: actual, perceptual and contested perspectives in coastal communities in Bangladesh

PurposeDespite Bangladesh's great strides in formulating disaster management policies following the principles of good governance, the degree to which these policies have successfully been implemented at the local level remains largely unknown. The objectives of this study were two-fold: (1) to examine the roles and effectiveness of local-level governance and disaster management institutions, and (2) to identify barriers to the implementation of national policies and Disaster-Risk-Reduction (DRR) guidelines at the local community level.Design/methodology/approachBetween January 2014 and June 2015 we carried out an empirical investigation in two coastal communities in Bangladesh. We employed a qualitative research and Case Study approach, using techniques from the Participatory Rural Appraisal toolbox to collect data from local community members as well as government and NGO officials.FindingsOur study revealed that interactive disaster governance, decentralization of disaster management, and compliance by local-level institutions with good governance principles and national policy guidelines can be extremely effective in reducing disaster-loss and damages. According to coastal community members, the local governments have generally failed to uphold good governance principles, and triangulated data confirm that the region at large suffers from rampant corruption, political favoritism, lack of transparency and accountability and minimal inclusion of local inhabitants in decision-making – all of which have severely impeded the successful implementation of national disaster-management policies.Research limitations/implicationsWhile considerable research on good governance has been pursued, our understanding of good disaster governance and their criteria is still poor. In addition, although numerous national disaster management policy and good governance initiatives have been taken in Bangladesh, like many other developing countries, the nature and extent of their local level implementation are not well known. This study contributes to these research gaps, with identification of further research agenda in these areas.Practical implicationsThe study focuses on good disaster governance and management issues and practices, their strengths and limitations in the context of cyclone and storm surges along coastal Bangladesh. It offers specific good disaster governance criteria for improving multi-level successful implementation. The paper deals with International Sendai Framework that called for enhancement of local level community resilience to disasters. Thus, it contributes to numerous policy and practice areas relating to good disaster governance.Social implicationsGood disaster governance would benefit not only from future disaster losses but also from improved prevention and mitigation of natural hazards impact, benefiting society at large. Improvement in knowledge and practice in disaster-risk-reduction through good governance and effective management would ensure local community development and human wellbeing at the national level.Originality/valueThe failure of local-level government institutions to effectively implement national disaster management and resilience-building policies is largely attributable to a lack of financial and human resources, rampant corruption, a lack of accountability and transparency and the exclusion of local inhabitants from decision-making processes. Our study identified the specific manifestations of these failures in coastal communities in Bangladesh. These results underscore the vital need to address the wide gap between national DRR goals and the on-the-ground realities of policy implementation to successfully enhance the country's resilience to climate change-induced disasters.

PurposeIn the current study, the researchers tracked the steps that were taken (in the past 20 years after the occurrence of the 921 earthquake) to enhance the safety of students and teachers on campus by rebuilding the schools according to higher standards. Additionally, the researchers analyzed the process of school reconstruction in Taiwan after the Chi-Chi earthquake, as well as the resilience of the rebuilt schools.Design/methodology/approachThis paper collected extensive relevant literature to serve as a basis for data analysis. Subsequently, they examined the conditions of selected schools before and after they were affected by the earthquake, as well as the reconstruction process of these schools. The purposive sampling method was also adopted to assemble a unique and representative sample.FindingsThis study concluded a new disaster risk reduction education system in Taiwan, from safe learning facilities, school disaster management and risk reduction and resilience education perspectives. It encouraged school and community collaboration regarding establishing a comprehensive disaster management framework.Originality/valueThe paper kept tracks of how schools recovered and restored after the 921 earthquake based on global disaster management trends and local disaster risk reduction education. It also highlighted the major changes within the school resilience system and the importance of disaster risk reduction education in Taiwan.

Purpose The purpose of this paper is to describe a recent effort by the South Korean Government to stimulate a domestic disaster risk reduction (DRR) technology industry for the export market. The project is a novel form of public-private partnership (PPP) that simultaneously fulfills the mandates of the Sendai Framework for Disaster Risk Reduction while promoting Korea’s economic development agenda. Design/methodology/approach The research is primarily a review study of the Global DRR Technology project as it is situated in the literature of PPP research from both the public administration and disaster management disciplines. Findings Korea’s approach to address DRR through a PPP targeting the needs of East Asian countries is unique. The overall effectiveness of the effort will take time to assess, but the model is an interesting and potentially fruitful mean of advancing DRR technology dissemination. Practical implications Korea may position itself as a global leader of DRR technology through this effort in terms of both market share and support of the Sendai Framework’s objectives. If successful, the PPP approach may be adopted as a viable means of improving DRR for other countries. Social implications Using PPPs for various aspects of DRR can be win-win situation for economic development and disaster management outcomes. Originality/value This paper presents a distinct application of the PPP model for DRR that other countries may appreciate and/or adopt for their own DRR needs.

PurposeThis paper aims to explore the local conceptualisation of gender and framings of men and masculinities at the local level, which may be applied to improve gender mainstreaming in smallholder farming.Design/methodology/approachQualitative data were collected from a total of 70 key informants and community members knowledgeable about climate change and smallholder agriculture, disaster risks, gender and broader community issues in Malawi and Zambia. The thematic analysis was used to identify the themes emerging from the qualitative data.FindingsPractitioners apply western framings of gender while communities consider their realities and contexts and emphasise that gender means men and women need to work together. Although institutional provisions are in place for gender mainstreaming, practitioners have cautioned against the influence of the global north in gender mainstreaming, which ignores local realities. Applying a masculinities lens at a local level established the existence of subordinate and marginalised men often excluded from interventions and how hierarchical relationships among men limited women's participation.Research limitations/implicationsFuture research, practice and policy initiatives in disaster risk reduction and resilience-building need to engage with positive masculinities in gender mainstreaming. This work stimulates a broader framing of gender that builds on the core values and perspectives of communities.Practical implicationsContemporary gender mainstreaming approaches need to consider local contextualisation of gender, emphasising the critical aspect of cooperation between women and men in overcoming climate-related hazards and risk reduction.Originality/valueThis work contributes to the nascent discourse on local gender perspectives and masculinities in disaster risk reduction and resilience in Southern Africa.

PurposeThis paper aims to explore the involvement of various actors in the preparation of Palu City's spatial plan before the multi-hazard events of 2018. In addition, it evaluates the extent to which disaster risk reduction (DRR) is mainstreamed in the spatial plan.Design/methodology/approachThe study uses qualitative methods of analysis with a risk-based planning approach and stakeholder analysis.FindingsIt is critical that DRR is mainstreamed in spatial planning from the preparation to the implementation. Disasters can take place when there is a knowledge gap in the planning process. This results in developments in disaster-prone areas and even in high-risk areas. Therefore, mainstreaming DRR into spatial planning requires national guidelines that offer planners at the local level clear and detailed guidance on what they must prepare, consider and do in a risk-based spatial planning process.Practical implicationsSpatial planning that does not mainstream DRR can lead to catastrophic consequences in the form of casualties and losses when multi-hazards occur.Originality/valueThe study provides evidence-based findings on the importance of mainstreaming DRR into spatial planning, particularly in areas prone to multi-hazards, which can be optimized through a risk-based planning approach.

Purpose The recently released fifth IPCC report indicates a high agreement among global actors on the need to integrate climate change adaptation (CCA) and disaster risk reduction (DRR). However, there remains little local level evidence on how DRR and CCA could be linked, the sorts of adjustments that are required for the two concepts to be integrated and the challenges ahead. This paper aims to provide an empirical insight on the possible links and departures between DRR and CCA. Design/methodology/approach The study used a qualitative case study approach to excavate lessons from an existing DRR intervention for CCA using a local-level adaptive capacity assessment framework as a normative criteria. Data was collected both from primary and secondary sources. The primary data collection involved the use of participatory rural appraisal techniques with village communities in Chifra District, Afar Regional State, Ethiopia. Findings The findings showed that the DRR interventions studied addressed parts of the elements of adaptive capacity at the local level. The findings also showed the limitation of the DRR intervention, which could be attributed to both the nature of the DRR interventions in general and implementation problems of the case study intervention in particular. The limitations show cases where full integration of DRR with CCA could be challenging. Originality/value The paper argues why the two approaches may not be integrated fully and also shows the need to focus on the design of DRR interventions in achieving both short-term (reducing disaster risks) and long-term objectives (enhancing adaptive capacity).

PurposeTropical storms Urduja and Vinta battered the Philippines in December 2017. Despite advances in disaster risk reduction efforts of the country, the twin December storms caused numerous deaths in the Visayas and Mindanao regions. Analysis of these events shows that alerts raised during the Pre-Disaster Risk Assessment (PDRA) for both storms were largely ineffective because they were too broad and general calling for forced evacuations in too many provinces. Repeated multiple and general warnings that usually do not end up in floods or landslides, desensitize people and result in the cry-wolf effect where communities do not respond with urgency when needed. It was unlike the previous execution of PDRA from 2014 to early 2017 by the National Disaster Risk Reduction and Management Council (NDRRMC), which averted mass loss of lives in many severely impacted areas because of hazard-specific, area-focused and time-bound warnings. PDRA must reinstate specific calls, where mayors of communities are informed by phone hours in advance of imminent danger to prompt and ensure immediate action. Mainstreaming Climate Change Adaptation and Disaster Risk Reduction information using probabilistic (multi-scenario) hazard maps is also necessary for an effective early warning system to elicit appropriate response from the community. The paper aims to discuss these issues.Design/methodology/approachMethods of early warning through the PDRA of the National Disaster Mitigation and Management Council (NDRRMC) of the Philippines during tropical storm Urduja and Typhoon Vinta were assessed in this study and compared to the previous PDRA system from 2014 to early 2017.FindingsIt was found out that the numerous casualties were due to inadequate warning issued during the approach of the tropical cyclones. During an impending hazard, warnings must be accurate, reliable, understandable and timely. Despite the availability of maps that identified safe zones for different communities, warnings raised during the PDRA for both tropical cyclones were deemed too general calling for evacuations of whole provinces. As such, not all communities were evacuated in a timely manner because of failure in the key elements of an effective early warning system.Originality/valueTo avoid future disasters from happening, it is recommended that the PDRA reinstate its hazards-specific, area-focused and time-bound warnings. Similarly, to increase the resilience of communities, more work on mainstreaming of Climate Change Adaptation and Disaster Risk and Vulnerability Reduction systems for communities must be done as well. Learning from the lessons of these previous disasters will enable communities, their leaders and every stakeholder, not to repeat the same mistakes in the future.

The South African disaster response activities surpass risk reduction since the implementation of the Disaster Management Act 57 of 2002 (DMA) and the National Disaster Management Framework of 2005 (NDMF). Risk reduction, in particular risk communication, remained unexploited until the occurrence of coronavirus disease 2019 (COVID-19) pandemic. The legislation and policy mandate a proactive approach for disaster management, requiring a focus on disaster risk reduction. Therefore, this study aimed to assess the significance of risk communication as a critical prevention and mitigatory strategy in disaster risk management, focusing on the COVID-19 pandemic. Key to risk communication success is ensuring adequate comprehension, accurate perception of the disseminated information, and compliance with regulations. Questions of trustworthiness, acceptability, effectiveness, and usefulness of messages and strategies communicated sought answers from the Bloemfontein population. Furthermore, the Agenda-setting Theory provided the grounding for the study. The study sample was picked in a stratified random sampling manner, using the confidence level and margin of error equation. A questionnaire survey was used to collect the data required to achieve the research objectives. Risk communication as a disaster risk reduction strategy implemented concurrently with imposed regulations was found to have played a vital role in mitigating the virus spread. However, the respondents were not aware of the local disaster management centre, which is supposed to be engaged in COVID-19 disaster management activities.

Purpose – Contributing to the global dialogue on disaster risk reduction (DRR), the purpose of this paper is to address a key priority for the Post-2015 Framework for DRR (HFA2) by analysing initiatives used by one local government to increase local-level engagement in DRR. Design/methodology/approach – A review of literature from the multidisciplinary areas of communication, social and political theory examines the role that communication theory and practice can play in facilitating public participation to build community resilience. Building on these insights, the authors introduce a research methodology to examine modes of communication, the quality of dialogue and opportunities for “voice” and “listening” between decision makers and local-level stakeholders during DRR planning A qualitative, case study is undertaken with data sourced from observation, document analysis and interviews to provide insights into public engagement events, policies and procedures that enhance or impede local engagement in DRR. Findings – Communication between the DRR campaign team and publics are analysed according to the range of communication practices used and opportunities provided for dialogue between parties. Findings differentiate between public information, consultation and participation events. Factors that enable and conversely, constrain local-level engagement to build community resilience, and conditions associated with each factor, are identified. Research limitations/implications – A unique analytical framework adapted from the duel lenses of participatory communication and information flow models, is used to differentiate events using one-way information from those offering opportunities for dialogue and participation. The framework provides a method for DRR practitioners to plan and evaluate local-level engagement events to meet the communication needs of particular situations. Practical implications – The framework provides a method for DRR practitioners to plan and evaluate local-level engagement events to meet the communication needs of particular situations. Originality/value – Co-authored by an Australian academic and a member of Amadora’s campaign team, the paper is a combination of one city’s experience in developing strategies to build community resilience, analysed using communication, social and political theory. Findings have implications for standard command-and-control management systems and styles of leadership and crisis management. Results will assist practitioners’ advance their understanding of different ways that publics may be engaged to build community resilience.

This study aimed to assess theeffectiveness of social services delivery on municipal risk reduction unitof Municipality of Santa Cruz, Laguna. It specifically sought to answer the questions: 1.) What is the level of social services delivery of municipal disaster risk reduction unit in terms of: a.) transparency, b.) accountability, c.) Participation, and d.) responsiveness? 2.) What is the level of effectiveness disaster risk reduction in terms of a.) preparedness, b.) mitigation, c.) disaster response? 3.) Do social services delivery such as the transparency, accountability, participation, and responsiveness have a significant effect with the disaster management in terms of preparedness, mitigation, and disaster response. The researcher employed the descriptive-correlational design in gathering and treating data the foregoing investigation. One hundred (100) residence from the selected Barangay in Santa Cruz, Laguna were the respondents in this study under purposive sampling technique. One set of questionnaire was issued to the actual respondents. To avoid guesswork and obtain reliable data and information,Likert -type of questions were provided. The average mean scores of 3.11, 3.14, 3.11, and 3.14 respectively, that obtained 3.13 implied that respondents belief onsocial services delivery such as the transparency, accountability, participation, and responsiveness was moderately high. While the disaster risk reduction system in social services delivery had an average mean scores of 3.23, 3.12, and 2.97 respectively, that obtained the average mean of 3.11, implied that the respondents belief on thedisaster management in terms of preparedness, mitigation, and disaster response was moderately high. The computed p-values of .069, and .743 showed that social services delivery has a significant effect to the preparedness and disaster response of the disaster risk reduction. However, the mitigation showed not significant. In some the disaster risk reduction manifested moderately high level of social services delivery with regards to transparency, accountability, participation and responsiveness. Relatively, the disaster management in social services delivery of municipal disaster risk reduction such as preparedness, mitigation, and disaster response were moderately high. The good governance practices registered significant relationship to the disaster risk reduction but there was some circumstance which not significant. Therefore, the hypothesis stating that the social services delivery has no significant effect to the disaster management was not supported.
