Local responses to disasters: recent lessons from zero-order responders

PurposeThe purpose of this paper is to define and discuss the concept of zero-order responders (ZOR). It explores the potential lessons and the additive value that assimilation of responses of disaster-affected people into disaster risk reduction (DRR) and disaster risk management (DRM) programs can provide.Design/methodology/approachIn order to support this concept, the authors review two recent extreme hydrometeorological events, illustrating how local populations cope with disasters during the period before external support arrives. Additionally, the authors address their under-leveraged role in the management of recovery. The empirical evidence was collected by direct observations during the 2017 El Niño Costero-related floods in Peru, and by the review of press following 2017 hurricanes Irma and Maria destruction in Puerto Rico.FindingsDuring disasters, there is a window of time before official and/or external support arrives. During this period, citizens must act unsupported by first responders – devising self-coping strategies in order to survive. In the days, weeks and months following a disaster, local populations are still facing recovery with creativity.Research limitations/implicationsCiting references arguing for or against the value of documenting survivor methods to serve as a testimony for the improvement of DRR programming.Practical implicationsDRR and DRM must integrate local populations and knowledge into DRR planning to improve partnerships between communities and organizations.Social implicationsThe actions and experiences of citizens pro-acting to pave fruitful futures is a valuable commentary on improvements for DRR and management.Originality/valueThis paper proposes a citizen-centered contribution to future disaster risk reducing actions. This approach emphasizes the reinterpretation of local responses to disasters. DRRs and DRMs growth as fields would value from heralding ZOR coping and improvisation skills, illustrated under stressful disaster-related conditions, as an additive resource to programming development.

Purpose The purpose of this paper is to provide a profile of Lígia Cardoso Baldé. Design/methodology/approach Lígia gives a biographical description of her life and is then interviewed by Jerome. Findings Lígia talks about the stress of being a young single parent with a disabled son. She talks about how she built up her resilience over several years. Research limitations/implications The story Lígia tells is one of battling against all the odds. Her account shows how she had to manage without much external support, even from family. Practical implications Research has long demonstrated an association between life events and stress. Lígia tells us about the various stressors that confronted her at different stages of her life journey. Social implications All of us can make a difference in peoples’ lives if we make the effort. Lígia talks about two doctors who knew the medical implications of her son’s condition, but who also recognised her emotional needs and addressed those as well. Originality/value Lígia’s story is inspiring at so many levels. She has successfully adjusted to a different culture, to a different language and has had to establish a new social support network. Now she is not just surviving, but slowly thriving.

Purpose This paper aims to argue that to address those factors that contribute to the probability of offending, the origins of such factors should be understood, and interventions that recognise the functional aspects of criminogenic capacities should be developed. Design/methodology/approach The paper provides a theoretical basis for trauma sensitive practice by providing an evolutionary understanding of human harmfulness alongside a summary of the impact of adversity and abuse on the developing child. Findings The paper proposes an overarching framework that uses compassion-focused therapy for risk reducing interventions with men who cause harm to others. Practical implications This paper encourages forensic practitioners to develop a trauma aware approach to intervention design and delivery. The paper provides an overview of a compassion-focused therapy as approach to intervention that conceptualises criminogenic capacities within a more holistic and functional framework. Originality/value Forensic interventions have been slow to assimilate evidence from adverse childhood experience research and have therefore been limited in their ability to address the functional origins of criminogenic need. This paper offers a framework that allows practitioners to address risk while also allowing individuals to process their own trauma and adversity.

Purpose The purpose of this paper is to identify the present structure of the Korean disaster-safety industry and propose ways to promote it. Design/methodology/approach The background of the emergence of the disaster and safety industry in Korea is reviewed, and business networks of 91 companies belonging to the disaster and safety industry in Korea are identified and analysed through a network analysis. Findings Korean Government is struggling to nurture the disaster and safety industry as it has been on last few decades. This paper finds that the current industry has an ambiguous market structure, and the industry tends to depend highly on the demand of public institutions. Practical implications The concept of the disaster and safety industry is not well established in other countries except for Korea. If Korea successfully fosters its disaster and safety industry through its proper understanding, it would bring both disaster risk reduction and economic benefits. Originality/value This paper analyses the market structure of the disaster and safety industry, which is uniquely emerging in Korea and rarely designated as an industry in other countries.

Purpose There is an increasing interest in visiting protected areas in the Algarve (Portugal). Tourists are interested in contact with nature activities. However, protected areas are quite sensitive to human pressure and are limited in their carrying capacity. The purpose of this study is to fill a literature gap concerning which features attract tourists who visit saltpans via a pedestrian tour and what sort of pressure they inflict on waterbirds’ behaviour. Design/methodology/approach The tour consists of a predefined path with interpretive boards and guides who provide explanations to visitors. This study is threefold: to find out if waterbirds are disturbed by the presence of tourists, if tourists prefer to learn more about saltpans instead of finding waterbirds and if tourists have any preferred waterbird species. The methods used are direct observations with binoculars of the saltpan area and a short questionnaire. With the data collected, three hypotheses are tested. Findings The results show that the occurrence of waterbirds does not vary according to the presence or absence of tourist visits, tourists prefer visiting saltpans rather than watching waterbirds and there is some waterbird species preference. Practical implications Few people can visit the saltpan while keeping disturbance of both waterbirds and workers to a minimum. This study gives insights into sustainable ecotourism practices and how to articulate them with saltpan works. Originality/value The value of this study can be demonstrated by the interconnection between traditional salt production, waterbirds’ habitat, visitors’ interest and their interaction.

Purpose This paper examines the relationship between accounting outsourcing and audit lag. Accounting outsourcing may reduce misstatement risk, reducing the amount of audit effort necessary and thereby decrease audit lag. Alternatively, outsourcing may increase the amount of coordination necessary between the auditor, client management and the outside accounting service provider and thereby increase audit lag. Design/methodology/approach The accounting outsourcing/audit lag relationship is examined among closed-end mutual funds. These funds often outsource their accounting functions and disclose the names and services provided by any company providing services to the fund. These disclosures permit a consistent measurement of whether the fund outsources their accounting functions or performs them in-house. Findings This paper finds a positive relationship between accounting outsourcing and audit lag; outsourcing funds have audit lags that are two to three days longer than those not outsourcing their accounting. The results are robust to different specifications, controls for the distinctive characteristics of closed-end funds and consideration of endogeneity. Practical implications Closed-end funds could consider the increased time necessary to complete the audit when deciding whether to outsource their accounting functions. Originality/value By identifying a unique setting in which outsourcing data can be consistently obtained and analyzed (i.e. closed-end funds), this is the first study to empirically evaluate the relationship between accounting outsourcing and audit lag.

Purpose The term “causes” of disasters is used interchangeably very often with other terms, such as “types” of disasters. Also, causes of disasters are usually explained in the literature in an individualistic fashion relating every single disaster with its own causes only. This limits the ability to identify the real causes of disasters. Second, it reduces the ability to create any kind of grouping for the causes of disasters. The purpose of this paper is to identify and discuss causes of disasters in a more categorical manner. Design/methodology/approach An extensive review of the existing literature has been made in order to identify, introduce and discuss theories related to the causes of disasters. Overall, the approach taken is based on theoretical reasoning informed by the literature. Findings Disasters, even those which seem to be composite and complex, are not mysterious incidents that cannot be explained or analyzed. Literally, almost all disasters can be diagnosed and the causes of disasters can be identified in a systematic and reasonable manner. Practical implications This study provides a better conceptualization and understanding of the causes of disasters. It is believed that this study will improve the decision-making process accompanied with the disaster risk reduction processes by understanding the exact causes of disasters. The study also clarifies the differences between the causes, sources and types of disasters which is extremely significant in disaster lifecycle modeling. Originality/value To the author’s knowledge, very few attempts have been made in the literature to capture causes of disasters in a categorical and systematic manner. Almost all disaster occurrences have been discussed in the literature in an individualistic fashion relating every single disaster with its own causes only.

Purpose – The aim of this paper is to deconstruct the organizational capability of ambidexterity into a typology of hierarchical dimensions that includes each type’s enabling mechanisms and capabilities. Design/methodology/approach – This work reviews and integrates extant literature on ambidexterity and the hierarchy of capabilities to distinguish dimensions of ambidexterity and link each type to capabilities identified in prior research. Findings – A hierarchy involving zero-, first- and second-order ambidexterity is developed. Mechanisms and capabilities for creating and sustaining each type of ambidexterity are described. Research limitations/implications – As only an initial and conceptual foray toward the purpose stated above, this research does not attempt to argue a comprehensive theoretical framework. Nor does it intend to extend or propose new theory regarding the origins of ambidexterity capabilities or the specific causal relationships between them. Practical implications – Although prior literature emphasizes approaches for achieving and maintaining ambidexterity, these generally refer to what is described here as zero-order ambidexterity. The hierarchical and holistic system view offered in this research suggests greater importance for second-order ambidexterity and capabilities of top managers for exercising cognitive, behavioral and process leadership complexity. Originality/value – Recent literature on ambidexterity begins to suggest varied types or levels of ambidexterity. No known work, however, has expressly deconstructed ambidexterity into component dimensions via the hierarchy of capabilities framework.

Purpose The purpose of this paper is to understand in-depth how consumers create value in their lives using WhatsApp, the leading mobile instant messaging (MIM) application. Design/methodology/approach The study adopts the perspective of customer-dominant logic (CDL) and uses a qualitative multimethod design involving 3 focus groups and 25 subsequent in-depth interviews. The research setting was Ecuador, a Latin American country. Findings Analysis and interpretation of the participants’ stories made it possible to identify and understand the creation of four types of value: maintaining and strengthening relationships; improving role performance; emotional support; and entertainment and fun. In addition, the present study proposes a conceptual model of consumer value creation as it applies to MIM. Practical implications Understanding the way consumers create value in their lives using MIM is important not only for organizations that offer MIM applications, but also for those companies that develop other applications for mobile phones or for those who wish to use MIM as an electronic word-of-mouth vehicle. Originality/value The current study is one of the first to address the topic of consumer behavior in the use of technologies from the perspective of CDL; this perspective enables an integrated qualitative vision of value creation in which the consumer is the protagonist.

Purpose The purpose of this paper is twofold: first, to understand data management challenges in e-maintenance systems from a holistically viewpoint through summarizing the earlier scattered research in the field, and second, to present a conceptual approach for addressing these challenges in practice. Design/methodology/approach The study is realized as a combination of a literature review and by the means of analyzing the practices on an industry leader in manufacturing and maintenance services. Findings This research provides a general understanding over data management challenges in e-maintenance and summarizes their associated proposed solutions. In addition, this paper lists and exemplifies different types and sources of data which can be collected in e-maintenance, across different organizational levels. Analyzing the data management practices of an e-maintenance industry leader provides a conceptual approach to address identified challenges in practice. Research limitations/implications Since this paper is based on studying the practices of a single company, it might be limited to generalize the results. Future research topics can focus on each of mentioned data management challenges and also validate the applicability of presented model in other companies and industries. Practical implications Understanding the e-maintenance-related challenges helps maintenance managers and other involved stakeholders in e-maintenance systems to better solve the challenges. Originality/value The so-far literature on e-maintenance has been studied with narrow focus to data and data management in e-maintenance appears as one of the less studied topics in the literature. This research paper contributes to e-maintenance by highlighting the deficiencies of the discussion surrounding the perspectives of data management in e-maintenance by studying all common data management challenges and listing different types of data which need to be acquired in e-maintenance systems.

Purpose The purpose of this study is to develop a profile of whistleblowers and to determine whether whistleblowing legislation would encourage those individuals to bring to light some illegal or unethical behaviour that otherwise would remain in the shadows. Design/methodology/approach Having identified whistleblowing correlation, a survey was carried out in Cyprus of actual whistleblowers and could-have-been whistleblowers. Findings Males between 46 and55 years of age, regardless of whether they have dependents or hold senior positions in organizations are significantly more likely to blow the whistle. However, could-have-been whistleblowers did not go ahead because they felt that the authorities would not act on their information. Research limitations/implications Because of the sensitive nature of the research topic and the fact that only whistleblowers or intended whistleblowers could participate in the study, the sample size is limited as a result. This, in turn, limits both the number of respondents in each category (actual and intended) as well as constrains the statistical analysis that could be carried out on the data. Practical implications It remains to be seen whether EU Member States shall implement the European Directive 2019/1937 on the protection of persons who report breaches of Union Law, in its entirety by the due date, namely December 2021. Originality/value This study provides a literature review of whistleblowing and reports an original survey against the backdrop of the European Directive.
