Semantically linking events for massive scientific literature research

Purpose This paper aims to semantically linking scientific research events implied by scientific and technical literature to support information analysis and information service applications. Literature research is an important method to acquire scientific and technical information which is important for research, development and innovation of science and technology. It is difficult but urgently required to acquire accurate, timely, rapid, short and comprehensive information from the large-scale and fast-growing literature, especially in the big data era. Existing literature-based information retrieval systems focus on basic data organization, and they are far from meeting the needs of information analytics. It becomes urgent to organize and analyze scientific research events related to scientific and technical literature for forecasting development trend of science and technology. Design/methodology/approach Scientific literature such as a paper or a patent is represented as a scientific research event, which contains elements including when, where, who, what, how and why. Metadata of literature is used to formulate scientific research events that are implied in introduction and related work sections of literature. Named entities and research objects such as methods, materials and algorithms can be extracted from texts of literature by using text analysis. The authors semantically link scientific research events, entities and objects, and then, they construct the event space for supporting scientific and technical information analysis. Findings This paper represents scientific literature as events, which are coarse-grained units comparing with entities and relations in current information organizations. Events and semantic relations among them together formulate a semantic link network, which could support event-centric information browsing, search and recommendation. Research limitations/implications The proposed model is a theoretical model, and it needs to verify the efficiency in further experimental application research. The evaluation and applications of semantic link network of scientific research events are further research issues. Originality/value This paper regards scientific literature as scientific research events and proposes an approach to semantically link events into a network with multiple-typed entities and relations. According to the needs of scientific and technical information analysis, scientific research events are organized into event cubes which are distributed in a three-dimensioned space for easy-to-understand and information visualization.

The article considers the concept of «information», its interpretation and definition by both scientists and the Law of Ukraine «On Information». The main principles of information relations are presented. The main directions of the state information policy are noted. The key types of information are covered. Definition and legal regime of scientific and technical information are presented. It is indicated that scientific and technical information covers the results obtained in the process of scientific and research, research and development, design and technological, production and public activities, recorded in a form that ensures their reproduction, use and dissemination. It is stressed the need to expand the direction of information development, not limiting this area only by technical component of scientific activity and ignoring the humanitarian direction, because the information concerning scientific activity in general, including in the humanities, in the sphere of social sciences and in other scientific spheres is left out of consideration. It is noted that the main base of the scientific and technical information is formed with information resources, which are a systematic collection of scientific and technical literature and documents (books, brochures, periodicals, patent and design documentation, industrial catalogs, deposited manuscripts, scientific and research reports) fixed on papers or other storages. The main types of information activities and areas of information are given. The importance of information support in conducting scientific research is indicated and the search for the necessary information is of great significance for the effective conduct of scientific research, as the researcher spends about 50 % of his time on the process of finding information. Purpose – The purpose of the paper is to describe the current situation at the Institute for Scientific and Technical Information (INIST) the French document supply centre after their difficulties with open access articles during 2013. Design/methodology/approach – A narrative and analytical explanation by the director of INIST. Findings – That INIST will no longer service the commercial sector and will provide documents to researchers in CNRS for free and priced to French higher education establishments. The growth in open access will mean that INIST is ceasing to be an industrial scale operation and will be concerned primarily with “long tail” requests. Originality/value – Certainly, the only account in English of the difficulties that INIST has faced in the past three years and how they have been dealt with.

PurposeStrengthening and improving Scientific and Technical Information (S&Ti) flow in all nations require an effective national S&Ti policy (NS&TiP). The very first step in developing an integrated NS&TiP is clarifying its scope and dimensions. Therefore, this study aimed to identify the dimensions of NS&TiP, in the form of an analytical framework, and to show how to apply it.Design/methodology/approachThe current study adopted a qualitative method, called the framework approach, and proposed HeLICAM, a comprehensive framework including different dimensions for NS&TiP. Afterward, Iran's science and technology documents were analyzed based on the proposed framework.FindingsHeLICAM framework includes (1) human resources, (2) laws and regulations, (3) ICT infrastructure, (4) connections, (5) activities and (6) information market. The results obtained from the application of HeLICAM in the analysis of Iran's science and technology policy documents indicated that the various dimensions of NS&TiP have mostly been overlooked. Although several policies have been developed for science and technology in Iran, the efforts have not been comprehensive and effective enough.Originality/valueThis study proposes the normative analytical framework called HeLICAM.
