Building codes and regulations for disaster resilience in Bangladesh: the case of Dhaka

Purpose The paper deals with the challenges and opportunities of enabling resilience of the built environment through building regulations and codes in a developing country context. The purpose of this paper is to explore how voluntary compliance can be achieved, drawing from the views of key stakeholders in this field. Design/methodology/approach Dhaka, the capital city of Bangladesh, is a central hub of more than 20 million people. The city is growing rapidly in an unplanned manner to host the increasing population, creating vulnerability to different hazards including earthquakes, fires and building collapses. The Bangladesh National Building Code (BNBC) and the building and planning regulations of the Capital Development Authority are the key instruments for ensuring safety, but lack of compliance is widespread. The views of relevant stakeholders on issues relating to compliance of safe building codes for ensuring disaster resilience were documented and analysed. Findings It was found that those involved in construction activities are in most cases not aware of the BNBC; landowners were reluctant to follow regulations and codes to avoid extra cost; and construction workers were not interested in compliance as there were no incentives. While enforced deterrence is required, it has its limitations in a context such as Dhaka. Raising awareness and building capacity at all levels can offer a way forward for voluntary compliance. Incorporation of knowledge on regulations and codes for disaster resilience into university and technical education curricula are likely to allow developing the capacity of built environment professionals and widespread awareness can be raised through training, media and public events. Originality/value There are many publications on building regulations and codes, but few specifically focussing on disaster resilience. Also, much of the discussion on regulations and codes deals with compliance through enforcement, but hardly any deal with the idea of voluntary compliance. There are also a lot of publications on disasters in the case study city, Dhaka, but comparatively few on building codes and regulations specifically for disaster resilience.

Purpose Urban flooding in developing countries of the Global South is growing due to extreme rainfall and sea-level rise induced by climate change, as well as the proliferation of impervious, built-up areas resulting from unplanned urbanisation and development. Continuous loss of traditional knowledge related to local water management practices, and the de-valuing of such knowledge that goes hand-in-hand with globalised aspirations, is inhibiting flood resilience efforts. This paper aims to address the need to include traditional water knowledge (TWK) in urban living and development processes in the Global South. Design/methodology/approach This paper commences with a review of existing frameworks that focus on natural resource management, critically assessing two existing frameworks of traditional ecological knowledge (TEK). The assessment of the existing approaches contributes to this paper’s development of a novel framework to promote TWK with regard to resilience and risk reduction, specifically for developing flood adaptive strategies, which is the second stage of this paper. Finally, the paper explains how the framework can contribute to the field of urban design and planning using examples from the literature to demonstrate challenges and opportunities related to the adaptation of such a framework. Findings The framework developed in this paper reveals three proposed vertices of TWK, named as place-based landscape knowledge, water use and management and water values. This framework has the potential to produce context-specific knowledge that can contribute to flood-resilient built-environment through urban design and practices. Research limitations/implications The framework developed in this paper reveals three proposed vertices of TWK, named place-based landscape knowledge, water use and management and water values. Originality/value Within the field of TEK research, very few researchers have explored the field of developing flood resilience in an urban context. The proposed TWK framework presented in this paper will help to fill that gap.

Purpose The purpose of this paper is to examine the struggle of and explore opportunity structure for a special class of social entrepreneurs, known as musicpreneurs, in the context of a war-ridden conflict region of Pakistan. A unique case of Pashtun musicians is undertaken, who are confronted with multiple challenges and barriers while commercializing their musical skills. It provides a holistic account of a journey towards self-sustenance from the perspective of real-life musicpreneurs living in harsh socio-economic conditions. Design/methodology/approach This research is guided by constructionism and interpretive methodology, where semi-structured in-depth interviews were conducted from 28 entrepreneurs in Peshawar, capital city of the Khyber Pakhtunkwa Province and its surroundings. Qualitative thematic analysis was used to analyze transcribed data. Findings This research categorizes all findings into seven unified themes. A common Pashtun shows profound love for music, yet surprisingly, does not extend the same intensity of love to musicians. Till recently, Pashtun musicpreneurs are confronted by multiple challenges and barriers such as copyright violations, socio-cultural resistance and discrimination. However, they have devised new opportunity structures to commercialize their skills and adopt music as a sustainable career. Research limitations/implications This research explored multiple aspects of Pashtun musicpreneurs’ lives, compromising minute details on some aspects, for example, limited opportunity structure for musicpreneurs. It bears implications not only for Pakistan but other similar hostile environments for musicpreneurship. For lasting sustainability, overall tranquility and for the promotion of musicpreneurship, challenges surrounding musicpreneurs need to be addressed. Originality/value It is the first study of its kind to explore the struggle of musicpreneurs in hostile socio-economic conditions. From theoretical standpoint, a new theory of musicpreneurship is substantiated by paving ways to resolve barriers experienced in the most unfavourable conditions.

Purpose Participatory action research can improve scientific knowledge and community capacity to address disaster resilience and environmental justice. Evidence from the literature suggests that resident participation enhances assessment of environmental risks, raises awareness and empowers residents to fight for equitable distribution of hazard and climate risk adaptations. Yet, risk assessment and urban planning processes still frequently operate within expertise-driven groups without significant community engagement. Such fragmentation results in part from a lack of appreciation for community expertise in built environment adaptations and educational tools to support resident involvement in the often technical built environment planning processes. Design/methodology/approach A participatory research and place-based education project was developed that enhanced co-learning between residents and researchers while collecting and analyzing local data on flood resilience in the built environment. Five research activities constitute the curriculum of resilience education on stormwater infrastructure: establishment of partnership agreement/memorandum of understanding, participatory GIS to identify flooding issues, water quality testing and health survey, stormwater infrastructure assessment and urban/landscape design. Partners included high school and college students, residents and environmental justice organizations. Findings Outcomes include a stakeholder-approved infrastructure assessment smartphone application, neighborhood maps of drainage issues, a report of water containments and neighborhood-scaled green infrastructure provisions and growth plans. Findings indicate that participatory research positively contributed to resilience knowledge of participants. Originality/value This paper outlines an interdisciplinary pedagogical strategy for resilience planning that engages residents to assess and monitor the performance of stormwater infrastructure and create resilience plans. The paper also discusses challenges and opportunities for similar participatory projects.

Purpose Construction industry and the built environment professions play an important role in contributing to society’s improved resilience. It is therefore important to improve their knowledgebase to strengthen their capacities. This paper aims to identify gaps in the knowledgebase of construction professionals that are undermining their ability to contribute to the development of a more disaster resilient society. The paper also provides a series of recommendations to key actors in the built environment on how to more effectively mainstream disaster resilience in the construction process. Design/methodology/approach The paper reports the findings of 87 stakeholder interviews with: national and local government organisations; the community; non-governmental organisations, international non-governmental organisation and other international agencies; academia and research organisations; and the private sector, which were supplemented by a comprehensive analysis of key policies related to disaster resilience and management. The findings were validated using focus group discussions that were conducted as part of six organised stakeholder workshops. Findings The primary and secondary data generated a long list of needs and skills. Finally, the identified needs and skills were combined “like-for-like” to produce broader knowledge gaps. Some of the key knowledge gaps identified are: governance, legal frameworks and compliance; business continuity management; disaster response; contracts and procurement; resilience technologies, engineering and infrastructure; knowledge management; social and cultural awareness; sustainability and resilience; ethics and human rights; innovative financing mechanisms; multi stakeholder approach, inclusion and empowerment; post disaster project management; and multi hazard risk assessment. The study also identifies a series of recommendations to key actors in the built environment on how to more effectively mainstream disaster resilience in the construction process. The recommendations are set out in five key themes: education, policy, practice, research and cross-cutting. Research limitations/implications This study is part of an EU funded research project that is seeking to develop innovative and timely professional education that will update the knowledge and skills of construction professionals in the industry and enable them to contribute more effectively to disaster resilience building efforts. Originality/value The paper provides an extensive analysis of the gaps in the knowledgebase of construction professionals that are undermining their ability to contribute to the development of a more disaster resilient society. Accordingly, the paper recommends major changes in construction education, research, policy and practice with respect to mainstreaming disaster resilience within the construction process.

Purpose – Due to the complexities involved in disasters and due to the peculiar nature of post-disaster reconstruction, built environment professionals require continuous updating of their skills and knowledge to contribute effectively to disaster resilience. The purpose of this paper is to identify the ways in which higher education institutions (HEIs) can address this need through the provision of lifelong learning. Design/methodology/approach – This paper is based on both a literature review and on empirical evidence obtained through interviews, a workshop and group validation. Findings – The challenges faced by HEIs in accommodating lifelong learning are presented. Furthermore, good practice guidelines are provided to enable HEIs to respond effectively to industry requirements; to provide lifelong learning via through-life studentship; to promote collaboration amongst HEIs, industries, professional bodies and communities, and to promote the adoption, diffusion and exploitation of the latest learning and teaching technologies. Research limitations/implications – The empirical focus of the research is limited to three EU countries, namely UK, Lithuania and Estonia. This paper focuses on role of HEIs in enhancing the disaster risk reduction (DRR) capacity in the built environment, especially at the stage of post-disaster reconstruction. Practical implications – The recommendations provided on good practice suggest how HEIs can integrate disaster related knowledge into their curriculum faster than previously and how they are able to assist their educators and learners in building up their knowledge base on a continuous basis. Social implications – Capacity building in enhancing DRR during the post-disaster reconstruction stage through the provision of lifelong learning will create social implications within the responsiveness of built environment professionals to cater for disaster resilience. Originality/value – The appropriateness of lifelong learning as an approach to disaster management education is justified. The challenges HEIs face in accommodating lifelong learning and the recommendations on good practice guidelines in order to make the HEIs more responsive to educational needs are discussed.

PurposeA better cooperation among all stakeholders working towards enhancing the disaster resilience of societies can only be achieved if the expectations or the needs of each stakeholder are understood. This study attempts to outline the needs of communities affected by disasters for the purpose of aligning the needs and skill requirements with the abilities of built environment professionals serving these communities. Therefore, the study aims to identify and describe community needs and skills requirements for enhancing disaster resilience. Design/methodology/approachThe study adopted literature review and semi-structured interviews. The semi-structured interviews were conducted with key members of some communities affected by disasters and with some of the professionals who participated in the restoration/reconstruction of those communities. Data obtained were analysed using NVivo 10. FindingsThe study revealed the current and emerging needs and skills of communities related to the built environment professionals from the viewpoint of enhancing disaster resilience. Thus, 29 classifications of skill and needs were derived and classified under five major disaster resilience dimensions to include social, economic, technological, environmental and institutional aspects. Research limitations/implicationsThis study focuses only of the needs and skills of the “community”, which is the major stakeholder that is basically the receiver of all that the other stakeholders of disaster resilience have to offer. Practical implicationsThis study would help the built environment professionals involved in disaster resilience to become aware of the specific needs and skills of the communities affected by disasters for the purpose of developing their competences. Originality/valueThe study findings would be useful for both the built environment professionals and higher education institutions. Because it is important for professionals to update and upgrade their knowledge towards enhancing their capabilities and meeting stakeholders’ expectations in a bid to enhance societal resilience to disasters across all domains of resilience.

Purpose This paper aims to explore the conceptual, tactical and institutional tensions between short-term and long-term engagement of humanitarian actors in the built environment, as framed through disaster resilience and transformative adaptation, respectively. The paper seeks to synthesize a more resolute understanding of the limits and challenges associated with each concept in the advancement of analytical and practical clarity. Design/methodology/approach This commentary paper is based, in part, on a literature review in disaster resilience, humanitarian design and planning and climate change adaptation scholarship. Findings This commentary paper highlights some of the critical weaknesses associated with a disaster resilience framing of humanitarian design and planning in the built environment. Originality/value The value of this viewpoint paper is to challenge the short-term, single equilibrium applications of disaster resilience in favor of longer-term perspectives associated with transformative adaptation. The intent is not to highlight a conceptual inferiority but to position these concepts as point and counter-point with the potential for complimentary and conflicting applications.

Purpose The purpose of this paper is to explore human resource development (HRD) in Mauritius and the challenges and opportunities faced by organisations in different sectors in adopting HRD practices. Findings This special issue presents four papers that explore dimensions of HRD in public sector, small- and medium-sized enterprises (SMEs) and tourism organisations. It also reports on human capital development in the Mauritian economy generally. Research limitations/implications There is a paucity of knowledge and understanding on HRD in Mauritian organisations. There is significant scope to further explore the effectiveness of national policies and interventions in enhancing HRD and human capital capability. Practical implications The four papers highlight the important role of organisational champions and of the selection and implantation of HRD practices that are good contextual fit and which can contribute to organisation performance.

Purpose – This paper is based on a crop insurance implementation currently undergoing in Haiti. The purpose of this paper is to present the development of a program tailored to rice production in the Artibonite Valley, the challenges and opportunities that are arising from the exercise as well as pitfalls and ways to avoid them. Design/methodology/approach – The Système de Financement et d’Assurances Agricoles en Haïti’s approach for the development of crop insurance is in accordance with 13 concepts considered essential in the implementation of agricultural insurance programs. The case study is presented through each of these 13 fundamental concepts. Findings – The paper provides an insight on challenges any organization will face when implementing crop insurance for smallholder farmers. It points out notably that close collaboration of executing agencies with local partners is essential from data collection through insurance development and delivery and that all participants should receive a specific training tailored to their level of education and understanding. Social implications – Haiti is one of the poorest countries on the planet. Smallholder farmers could benefit a lot from crop insurance. It could help them stabilize their income when facing crop losses due to natural hazards or uncontrollable natural events. Originality/value – This paper fulfills an identified need to share real case studies exposing challenges faced when implementing crop insurance for smallholder farmers.
