Purpose The purpose of this paper is to analyze a set of smart meters implementation projects and provide insights and recommendations to facilitate smart metering deployment strategies. Design/methodology/approach Several significant projects are analyzed on different fronts: scale, technology, economics and regulation, using a common methodology to unfold patterns that constitute key components of successful smart meters diffusion. Findings Key elements and controllable enabling patterns from Europe-wide SM implementation projects are identified together with drivers and barriers for patterns replication. Research limitations/implications The authors provide a framework considering different stakeholders that will help distribution system operators to accelerate and extend smart meters’ penetration. Originality/value Based on the Meter-ON project (supported by the 7th Framework Program of the European Commission), we provide valuable information aimed at facilitating the large-scale deployment of smart meters.

AbstractThe successful implementation of smart metering in the European Union (hereinafter – EU) depends on criteria that are mostly determined by the Member States themselves. These criteria cover the regulatory framework and legislation necessary for the establishment and functioning of the smart metering system, the fulfilment of technical and commercial conditions, as well as the security of data collection, archiving and use. The introduction of the smart metering in different Member States has started at different times. In Latvia, its reference point was 2004, when the goal was set to maximise the use of telemetry in the natural gas metering. Currently, in the Latvian natural gas distribution system about 85 % of all consumption data are automatically processed.One of the most important components of the smart natural gas metering is natural gas commercial metering devices (hereinafter – smart meters). They differ in both the principle and type of operation. Depending on the technology used, the metering range changes, and thus the accuracy of the measurements.The article addresses some issues of further successful implementation of smart metering in the Latvian natural gas sector, as well as the measurement accuracy for smart natural gas meters.

PurposeThe study aims at finding out major barriers for synergistic adoption of TQM-SCM in the medium- and large-scale manufacturing organizations in India. All these barriers create hurdles for the organizations as well as supply chain partners in improving their business performance. The study is a blend of theoretical and practical frameworks, which will focus on key barriers leading to interrupt the successful synergistic implementation of TQM-SCM in manufacturing organization.Design/methodology/approachFirstly, survey of 116 Indian organizations has been carried out to identify barriers that hinder successful implementation of TQM-SCM. Afterward, VIKOR approach was proposed to rank the major barriers of TQM-SCM implementation in Indian manufacturing organizations.FindingsIdentification of barriers to synergistic implementation of TQM-SCM in the manufacturing industry of India, ranking of these barriers in terms of their severity.Originality/valueThe adoption of TQM-SCM on synergistic basis is still in its early stages in India. To the authors’ knowledge, this is the first study that is designed to prioritize barriers responsible for hindering successful synergistic implementation of (TQM-SCM) in Indian manufacturing industry. Further, the results of the study will be helpful for managers in order to prepare action plans to overcome the hurdles to TQM-SCM implementation.

Purpose The purpose of this paper is to critically examine and evaluate the “E-Readiness” of the citizens of India which is imperative to make such large scale e-government initiatives a success. The researchers tried to compare India with some developed and developing countries where the e-government model have been implemented successfully, looking at the prime factors for the successful implementation. Design/methodology/approach The methodology adopted for this study is exploratory in nature. A comprehensive questionnaire was adapted and the survey was conducted mostly in online format. The data were found reliable for further analysis. Exploratory factor analysis provides us five factors covering approximately 50 per cent of the variance explained. So, the authors can infer five dimensions to be the major constituents of e-readiness as per this study. Findings The findings are quite significant as end users and citizens were found to be quite involved in the usage of technology. Thus, user’s proactive participation in technological assimilation also augurs well for the e-readiness of the society. But people are worried about the safety and security of the automated and online services. Originality/value The questionnaire was developed by the authors and the data analysis was also done on the basis of responses received. The paper adds value to the existing literature by capturing the issues behind the acceptance of the several technologies backed government initiatives. The authors believe that the findings will help the government to implement digital initiatives with more success.

Purpose – This case example looks at how Deloitte Consulting applies the Three Rules synthesized by Michael Raynor and Mumtaz Ahmed based on their large-scale research project that identified patterns in the way exceptional companies think. Design/methodology/approach – The Three Rules concept is a key piece of Deloitte Consulting’s thought leadership program. So how are the three rules helping the organization perform? Now that research has shown how exceptional companies think, CEO Jim Moffatt could address the question, “Does Deloitte think like an exceptional company?” Findings – Deloitte has had success with an approach that promotes a bias towards non-price value over price and revenue over costs. Practical implications – It’s critical that all decision makers in an organization understand how decisions that are consistent with the three rules have contributed to past success as well as how they can apply the rules to difficult challenges they face today. Originality/value – This is the first case study written from a CEO’s perspective that looks at how the Three Rules approach of Michael Raynor and Mumtaz Ahmed can foster a firm’s growth and exceptional performance.

PurposeThis article aims to compare smart meters' acceptance studies worldwide to consolidate trends and highlight factors that are not a consensus.Design/methodology/approachThis work performs a statistical meta-analysis, using the Hunter–Schmidt method and the UTAUT2 model, of the factors of acceptance of smart meters in the world literature. A meta-regression was also conducted to verify the moderation exercised by gender, level of education and timeline context of the articles.FindingsThe main results point to hedonic motivation, performance expectancy and effort expectancy as the leading influencers for smart meter's acceptance. Meta-regression indicates that the influence is more significant among the male gender and that over the years, the social influence must gain weight in the smart meter's acceptance.Social implicationsSpecific strategies are suggested to improve projects for the implementation of smart meters based on the obtained results.Originality/valueThe contribution given by this work is relevant, considering it is the first meta-analysis focused on smart meters' acceptance published in the literature

PurposeThis research aimed to investigate the extent to which organisational culture is practised in local and foreign contractors in grade one and two categories and how it affects their performance.Design/methodology/approachThe approach for this research was positivist in nature adopting a mono-method of data collection through a survey using self-administered questionnaires. A total of 138 questionnaires were distributed among public clients and large-scale contractors registered in the stated grades, and 112 questionnaires were returned for analysis representing an overall response rate of 81% for contractors and clients.FindingsFindings revealed that in organisational culture, significant differences were found for management style and dominant characteristics of the organisation between local and foreign contractors. Differences were not found for leadership styles, measures of success and organisational glue. Results suggest that for local contractors to perform better, significant changes are needed to their management style and dominant characteristics of their organisations.Originality/valueForeign contractors in the Zambian construction industry are reportedly outperforming local contractors making them preferred contractors on larger public projects accounting for 85% of construction projects by value of works. This study presents the differences in organisational culture between foreign and local firms. It further demonstrates that organisational culture plays a key role in determining performance of a contracting firm. The study presents areas that local contractors can improve in organisational culture in order to remain competitive.

Purpose The most recent advent of the unsolicited proposal in the public private partnership mode of infrastructure procurement has changed the duties and roles of private and public sector agencies. Also, they have increased the practitioners' difficulties to work out strategic mechanisms and methods to manage these unsolicited proposals (USP) effectively. So, this study aims to understand how well equipped are the Indian USP guidelines for managing procurement. Design/methodology/approach Content analysis with coding procedures was carried to understand the regulations of USP frameworks of India over the four stages of USP procurement. Findings The findings show that there are severe flaws in various states' frameworks. The states have flaws in their policies in implementation features across the stages of USP such as defined objectives, the absence of fees and review timeframes in the submission, time frame and guidance on benchmarking and market testing in evaluation and development, time frame for bidding and access to information in procurement stages. Originality/value The USP implementation framework developed as part of this study can direct the policymakers and practitioners to improve public procurement regulations and the necessary changes for the successful implementation of USPs. In doing this, the private sector is enabled to develop more competitive and innovative proposals.

PurposeThe purpose of this paper is to introduce, summarize and combine the results of 11 articles in a special issue on the implementation of Industry 4.0. Industry 4.0 emerged as a phenomenon about a decade ago. That is why, it is interesting now to explore the implementation of the concept. In doing so, four research questions are addressed: (1) What is Industry 4.0? (2) How to implement Industry 4.0? (3) How to assess the implementation status of Industry 4.0? (4) What is the current implementation status of Industry 4.0?Design/methodology/approachSubgroups of articles are formed, around one or more research questions involving the implementation of Industry 4.0. The articles are carefully analyzed to provide comprehensive answers.FindingsBy comparing definitions systematically, the authors show important aspects for defining Industry 4.0. The articles in the special issue explore several cases of manufacturing companies that implemented Industry 4.0. In addition, systematic approaches to aid implementation are described: an approach to combine case-study results to solve new implementation problems, approaches to assess readiness or maturity of companies regarding Industry 4.0 and surveys showing the status of implementation in larger samples of companies as well as showing relationships between company characteristics and type of implementation. Small and large firms differ considerably in their process of implementing Industry 4.0, for example.Research limitations/implicationsThis special issue discusses implementation of Industry 4.0. The issue is limited to 11 articles, each of which with its own strengths and limitations.Practical implicationsThe practical relevance of the issue is that it focuses on the implementation of Industry 4.0. Cases showing successful implementation, measurement instruments to assess degree of implementation and advice how to build a database with cases together with large-scale studies on the state of implementation do provide a wealth of information with a large managerial relevance.Originality/valueThe paper introduces an original take on Industry 4.0 by focusing on implementation. The special issue contains both literature reviews, articles describing case studies of implementation, articles developing systematic measurement instruments to assess degree of implementation and some articles reporting large-scale studies on the state of implementation of Industry 4.0 and thereby combine several perspectives on implementation of Industry 4.0.

Purpose – The purpose of this paper is to investigate the information content of the variables that can help detecting external and internal imbalances in an early stage. The starting point is the Scoreboard, where nine indicators are chosen in order to increase macroeconomic surveillance of all member states. Design/methodology/approach – This paper provides an overview of the variables that could be informative for imbalances by focusing on EU-27 countries over the period 1960-2010. The number of chosen variables is 28, and they are aggregated in six macro-areas. Therefore, once an imbalance is observed in any of those areas, it is possible to detect in a simple way which specific variable is determining such outcome. Findings – In general, this approach provides reliable signal to the policy-makers about the indicators that can drive imbalances within the area, shedding light on the relationship among the variables included in the analysis, too. Research limitations/implications – In fact, the empirical results underline some well-known critical issue for several countries, and is largely in line with results obtained in a variety of EC and OECD studies. Originality/value – The main added value of the approach adopted in this paper is the introduction of more variables than those initially proposed by the European Commission in the construction of the Scoreboard. This provides more information about the macroeconomic situation in each country, preserving, however, the simplicity of the analysis as the variables are aggregated by homogeneous areas.
