PurposeThe purpose of this paper is to analyze the medical education strategic planning to align with international best practices in university governance.Design/methodology/approachResearch methods used: content analysis, analysis of modern concepts of strategic planning in universities. The study used two main methodological approaches: analysis of medical education governance and analysis of strategic planning in universities.FindingsApplied models of educational governance at most universities are not always effective in achieving their goals. A strategy is a complex and potentially powerful tool, with the help of which a modern university can withstand the constantly changing environment. By using such a tool, the university can gain prestige, leading positions and recognition in international scientific and educational spheres. Therefore, strategy and strategic planning deserve close attention as a higher education governance tool, suitable not only for a medical college but also for a wide range of other types of social organizations.Originality/valueEducation is a policy priority of any state determining the state’s level of modern socio-economic development and building a productive workforce. The quality of human resources primarily depends on the system of higher education, which is carried out by universities. Foreign countries’ experience shows that prosperity of the state and society is impossible without a healthy nation. Improving the quality of people’s lives depends, in particular, on health education, so “medical education governance” is how we prepare personnel, which must be properly trained and qualified to provide high-quality health care services. Kazakhstan medical universities are increasingly becoming players in the medical education market, but the governance systems of universities are lagging behind. The success of universities largely depends on the results of their strategic planning, which is why special attention should be given to strategic planning analysis. Despite the importance of analyzing medical education governance, there has been insufficient research in this area in Kazakhstan.

The Adolescent Friendly Health Clinic (AFHCs), a key component of the Government of India’s National Adolescent Health Programme a.k.a. Rashtriya Kishor Swasthya Karyakram (RKSK), aims to increase the accessibility and utilization of sexual-reproductive health services by adolescents and youth. However, low quality of care provided at AFHCs by counsellors calls for attention. We, thus, explore both the clients’ and providers’ perspectives using the World Health Organization’s (WHO) global standards for quality health-care services for adolescents to assess the quality of the sexual reproductive health service delivery at AFHCs in Rajasthan, India. We conducted a qualitative study, comprising observation of the service delivery using mystery clients (MCs) (n = 12) and in-depth interviews with the counsellors (n = 4) in four AFHCs. Interviews were transcribed in local language and were translated in English. The transcripts were coded thematically. Our study, using five of the eight WHO global standards for quality health-care services for adolescents highlighted several gaps in the quality-of-service delivery at AFHCs. We unearth various intricacies related to the quality of the services provided at the AFHCs by referring to the relevant input, process, and the output criteria of WHO global standards I, III, IV, V and VI. Our study calls for efforts to improve- (i) the counsellors’ competencies to increase adolescents’ health literacy on sensitive topics, (ii) the facilities at the clinic to ensure privacy, comfort and confidentiality of the adolescents seeking services, (iii) the referrals to improve appropriate package of services, and (iv) an overall environment to ensure an equity and non-discrimination for all the adolescents. Our findings unearth the barriers that both the service providers and the adolescents face at the AFHCs and underscore the need for regular monitoring and evaluation of the AFHCs to strengthen the facility-based intervention of the RKSK programme.

This chapter proposes a cloud computing location-based services system able to query points of interest, according to mobile users' preferences and contexts, under dynamic changes of locations. The contribution consists of providing software as a service based on Delaunay Triangulation on road (DTr) able to establish the Continuous k-Nearest Neighbors (CkNNs) on road, while taking into account the dynamic changes of locations from which queries, enhanced by users' preferences and contexts, are issued. The proposed software, implemented on a mobile cloud and exploited by mobile physicians for healthcare institutions localization and selection, considerably improves the quality of services provided for patients in critical situations by permitting real time localization of adequate resources that may contribute to save patients' lives.

Purpose The purpose of this paper is to critically evaluate whether a Lean Six Sigma (LSS) leadership model could be effectively utilized to resolve efficiency and effective issues like rising costs, quality of education, graduation and retention rates encountered in higher education institutions (HEIs) in the modern era. Design/methodology/approach The authors systematically reviewed the literature on key concepts of LSS and leadership in HEIs in to develop a theoretical model using an inductive theory-building approach in accordance with the exploratory nature of the study. Findings The results of the study proposed a conceptual LSS leadership framework, which provides a basis for testing of LSS leadership representations in HEIs. The results suggest that LSS leadership has advantages for HEI to overcome currents issues and challenges. Research limitations/implications This research is a theoretical study based on the existing literature that identified characteristics that may be adopted in higher education. The proposed LSS leadership framework is based upon leadership, statistical thinking, continuous change and improvement. This model is based upon service and the concepts of adaptive, rather than technical work, of leaders in higher education. Practical implications The proposed LSS leadership framework brings new aspects and perspectives of leadership in HEIs. LSS leadership model has its practical meaning in providing a fundamental base for HEIs to overcome challenges, fulfill missions, and sustain improvements. Social implications HEIs are a foundation for principles of democracy, equality and diversity. HEIs have been a path for citizens but HEIs are facing challenges that are reducing the ability of individuals to improve themselves. Leadership of HEI needs to incorporate new principles to adapt to a changing society. Originality/value LSS project leaders have achieved improved bottom line results and customer satisfaction in a wide range of industries, but LSS application in the HEIs remains to be explored. This paper proposes an effective LSS leadership model, which can help improve the quality of education, reduce non-value added costs and enhance operational efficiency of HEIs.

Purpose The purpose of this paper is to explore the internationalization market of higher education (HE) globally and HE field. It examines the internationalization status of HE in Jordan as influenced by institutional perspectives as an example from developing countries. Design/methodology/approach This paper adopts a quantitative research design that includes a statistical and SWOT analysis of HE in Jordan. Data were collected from different courses: documents and archival records, websites analysis, surveys, interviews with professors and administrators, and an SWOT analysis as well as TOWS matrix. The latter has been constructed as a picture of internationalized education in the Jordan that can be used as a basis for decision making and strategies for higher education institutions (HEIs). Findings The study findings reveal that it is important for Jordan to endorse itself as an “education hub” in the Middle East and to educate its community to the level of skills required by globalization. The challenges of internationalizing HE are revealed by the SWOT analysis and TOWS matrix that highlight a wide range of opportunities and strengths that encourages the Jordan HE system to accelerate internationalization. The opportunities include overall improvement in the quality of education, the diffusion of technology and creating a globally competent workforce. The internationalization status in Jordan HE is still in its embryonic stage. The HE should take serious steps toward the internationalization including admission of international students, foreign postgraduate students, international accreditation, global ranking, online education and smart education. These steps will help the universities leaders to improve their universities position internationally and financially. Research limitations/implications The findings reveal implications for HE policy and strategy in the development of internationalized HE in the Jordan. The study shows how SWOT analysis and TOWS matrix can provide a solid platform against which particular case studies can be measured in terms of opportunities for and challenges of development. It also provides institutional perspectives with practical implications, focusing on some of the critical issues in this developing field for HE policy and strategy alike. A major threat to the Jordan progress in developing its HE sector identified in this study is external accreditation being seen as a signal of high quality, when more realistic standards are perhaps more relevant to the local population. Originality/value The paper is one of the very few studies in the area of the internationalization of HE in the Jordan that can contribute to the sustainability of the international dimension of HEIs. The opportunities and threats recognized in this paper can inform strategy for more balanced development of the Jordan’s internationalized HE, and for raising the quality of education overall.

PurposeThis paper aims to focus on the role of hospital business models by examining the innovative business model of Moheb Hospitals, which have successfully achieved the goal of reducing costs and delivering high-quality health-care services in Iran by encouraging public–private partnership.Design/methodology/approachThis paper is a single case study.FindingsThe study results illustrate the hospital’s current business model and its underlying elements. After presenting the findings, this paper is concluded by presenting the standing issues that should also be addressed and how improvements and adjustments can be made.Originality/valueThis study offers new insight to identify and analyze the shortcomings of health-care sector in Iran and introduces new methods to efficiently use current competencies.

Background: Despite many initiatives made by the National Department of Health through the Minister of Health, the provision of quality health care services remains a serious challenge in South Africa, especially in public rural clinics.Aim: The study aims to determine the perceptions of professional nurses on the factors affecting the provision of quality health care services at selected public primary health care clinics in rural areas of the Capricorn District, Limpopo Province.Setting: The study was conducted at selected public primary health care clinics in rural areas of the Capricorn District, Limpopo Province.Methods: This study utilised a quantitative method, descriptive and a cross-sectional study conducted for three months at the selected public primary health care clinics. A structured self-administered questionnaire was used to collect data from 155 professional nurses who met the selection criteria. Data were analysed using Statistical Package for Social Sciences programme version 26.0.Results: The results of 155 professional nurses were only 116 (74%) and reported that the use of modern technology such as electronic blood pressure, sonar machines and pulse reading computers improves the quality of health care services. Also 129 (84%), 124 (77%) and 118 (76%) reported that they were overwhelmed by the workload, the staff attitude and cleanliness of the clinic, respectively, which all affect the quality of health care services rendered. Moreover, only about 29 (19%) were satisfied with the salary they earned.Conclusion: Despite the effort and interventions put in place by the Department of Health with regard to the Ideal Clinic Realisation and Maintenance in response to the current deficiencies in the quality of primary health care services and to lay a strong foundation for the implementation of National Health Insurance. The quality of health care services is still hindered by several factors such as an overwhelming workload, the attitude of the staff and cleanliness in the work environment, poor infrastructure and the professional nurses perceive the environment as lacking equipment.

Different studies in the field of addictions have highlighted the importance of providing a good quality health care. Perceived quality as well as being an indicator of the degree of excellence achieved by an organization, is also an excellent predictor of the individual's attitude towards treatment and adherence. 931 users of public Galician health care services were interviewed in order to develop an empirical validation and a reliability study on a perceived quality scale. The SEM analysis carried out made possible to offer a simple and brief scale (only 14 items) with excellent psychometric properties (α=0,84; criterion validity=64%), to be used to assess the quality of health care in the field of drug addiction.

Purpose Unlike many other quantitative characteristics used to determine higher education rankings, opinion-based peer assessment scores and the factors that may influence them are not well understood. Using peer scores of US colleges of engineering as reported annually in US News and World Report (USNews) rankings, the purpose of this paper is to provide some insights into peer assessments by statistically identifying factors that influence them. Design/methodology/approach With highly detailed data, a random parameters linear regression is estimated to statistically identify the factors determining a college of engineering’s average USNews peer assessment score. Findings The findings show that a wide variety of college- and university-specific attributes influence average peer impressions of a university’s college of engineering including the size of the faculty, the quality of admitted students and the quality of the faculty measured by their citation data and other factors. Originality/value The paper demonstrates that average peer assessment scores can be readily and accurately predicted with observable data on the college of engineering and the university as a whole. In addition, the individual parameter estimates from the statistical modeling in this paper provide insights as to how specific college and university attributes can help guide policies to improve an individual college’s average peer assessment scores and its overall ranking.

Purpose After the “quantity era,” today higher education has entered into the “quality era” and as “the gate keepers of quality,” quality assurance agencies (QAAs) are playing more and more irreplaceable important roles and their social status are becoming more and more prominent. However, how to guarantee the quality of the QAAs? Who can review the QAAs? The purpose of this paper is based exploration of these questions. Design/methodology/approach Following the founding of the European Quality Assurance Register (EQAR) for Higher Education, the Asia Pacific Quality Register (APQR) became the second in the international quality assurance (QA) networks to implement QA register, in 2015 with initiative of Asia-Pacific Quality Network. Findings This paper first retrospects the history and process of APQR, and subsequently the implementation of APQR is described in detail from the two aspects of the criteria and the procedure, and at the end, the paper concludes with a summary of the three characteristics of this first formal implement of APQR: APQR is an international register open to all the QAAs; APQR emphasizes characteristics evaluation of diversity; and APQR highlights the combination of quantitative assessment and qualitative assessment. Originality/value Today on the international stage of QA, APQR has emerged as “the watchman of quality” in the Asia-Pacific region as counterpart of EQAR in Europe. How far away does such newly emerging form of guaranteeing the QAAs’ quality go forward, what is its future prospects and other concerning issues, are some of the question that need enthusiastic attention and contribution.
