Purpose – The purpose of this study is to explore Australian public and stakeholders views towards the regulation of the Internet and its content. The federal government called for submissions addressing their proposal, and this paper analyses these submissions for themes and provides clarity as to the Australian public and stakeholders key concerns in regards to the proposed policy. Design/methodology/approach – The paper uses a qualitative approach to analyse the public consultations to the Australian Federal Government. These documents are coded and analysed to determine negative and positive viewpoints. Findings – The research has shown, based upon the analysis of the consultation, that there was no public support for any of the measures put forward, that the Australian Federal Government in its response has not recognised this public feedback and instead has only utilised some of the qualitative feedback obtained through the public consultation process to try to justify its case to proceed with its proposals. Research limitations/implications – The study is focussed on Australia. Practical implications – The paper analyses a proposed national approach to filtering the content of the Internet and discussed the public reaction to such an approach. Social implications – The paper looks at how different parts of Australian society view Internet filtering in a positive or negative manner. Originality/value – The only study that directly looks at the viewpoint of the Australian public.

Purpose – This paper aims to address the following challenge: the push to widen participation in public consultation suggests social media as an additional mechanism through which to engage the public. Bioenergy companies need to build their capacity to communicate in these new media and to monitor the attitudes of the public and opposition organizations towards energy development projects. Design/methodology/approach – This short paper outlines the planning issues bioenergy developments face and the main methods of communication used in the public consultation process in the UK. The potential role of social media in communication with stakeholders is identified. The capacity of sentiment analysis to mine opinions from social media is summarised and illustrated using a sample of tweets containing the term “bioenergy”. Findings – Social media have the potential to improve information flows between stakeholders and developers. Sentiment analysis is a viable methodology, which bioenergy companies should be using to measure public opinion in the consultation process. Preliminary analysis shows promising results. Research limitations/implications – Analysis is preliminary and based on a small dataset. It is intended only to illustrate the potential of sentiment analysis and not to draw general conclusions about the bioenergy sector. Social implications – Social media have the potential to open access to the consultation process and help bioenergy companies to make use of waste for energy developments. Originality/value – Opinion mining, though established in marketing and political analysis, is not yet systematically applied as a planning consultation tool. This is a missed opportunity.

PurposeTwitter is gaining popularity as a microblogging and social networking service to discuss various social issues. Coronavirus disease 2019 (COVID-19) has become a global pandemic and is discussed worldwide. Social media is an instant platform to deliberate various dimensions of COVID-19. The purpose of the study is to explore and analyze the public sentiments related to COVID-19 vaccines across the Twitter messages (positive, neutral, and negative) and the impact tweets make across digital social circles.Design/methodology/approachTo fetch the vaccine-related posts, a manual examination of randomly selected 500 tweets was carried out to identify the popular hashtags relevant to the vaccine conversation. It was found that the hashtags “covid19vaccine” and “coronavirusvaccine” were the two popular hashtags used to discuss the communications related to COVID-19 vaccines. 23,575 global tweets available in public domain were retrieved through “Twitter Application Programming Interface” (API), using “Orange Software”, an open-source machine learning, data visualization and data mining toolkit. The study was confined to the tweets posted in English language only. The default data cleaning and preprocessing techniques available in the “Orange Software” were applied to the dataset, which include “transformation”, “tokenization” and “filtering”. The “Valence Aware Dictionary for sEntiment Reasoning” (VADER) tool was used for classification of tweets to determine the tweet sentiments (positive, neutral and negative) as well as the degree of sentiments (compound score also known as sentiment score). To assess the influence/impact of tweets account wise (verified and unverified) and sentiment wise (positive, neutral, and negative), the retweets and likes, which offer a sort of reward or acknowledgment of tweets, were used.FindingsA gradual decline in the number of tweets over the time is observed. Majority (11,205; 47.52%) of tweets express positive sentiments, followed by neutral (7,948; 33.71%) and negative sentiments (4,422; 18.75%), respectively. The study also signifies a substantial difference between the impact of tweets tweeted by verified and unverified users. The tweets related to verified users have a higher impact both in terms of retweets (65.91%) and likes (84.62%) compared to the tweets tweeted by unverified users. Tweets expressing positive sentiments have the highest impact both in terms of likes (mean = 10.48) and retweets (mean = 3.07) compared to those that express neutral or negative sentiments.Research limitations/implicationsThe main limitation of the study is that the sentiments of the people expressed over one single social platform, that is, Twitter have been studied which cannot generalize the global public perceptions. There can be a variation in the results when the datasets from other social media platforms will be studied.Practical implicationsThe study will help to know the people's sentiments and beliefs toward the COVID-19 vaccines. Sentiments that people hold about the COVID-19 vaccines are studied, which will help health policymakers understand the polarity (positive, negative, and neutral) of the tweets and thus see the public reaction and reflect the types of information people are exposed to about vaccines. The study can aid the health sectors to intensify positive messages and eliminate negative messages for an enhanced vaccination uptake. The research can also help design more operative vaccine-advocating communication by customizing messages using the obtained knowledge from the sentiments and opinions about the vaccines.Originality/valueThe paper focuses on an essential aspect of COVID-19 vaccines and how people express themselves (positively, neutrally and negatively) on Twitter.

The UK is currently facing unprecedented times as Covid-19 has forced the country into lockdown. However, the recent development consent application from EDF Energy for the Sizewell C Nuclear Power Station provides an opportunity for the planning sector to begin to return to normal. This opinion considers whether it is possible to achieve full public consultation on the Sizewell C Nuclear Power Station application, given the current circumstances that the UK faces due to Covid-19. It is argued that the Planning Inspectorate has not currently taken sufficient action to ensure that members of the public who do not have internet access and those who require library access to make representations are not left out of the process. It is also argued that businesses and non-governmental organisations may also struggle to make representations at a time when they are suffering from limited resources. In conclusion, it is essential that the Planning Inspectorate takes immediate action to ensure that the public consultation process is preserved for applications of this kind while Covid-19 restrictions are in place.

PurposeThe purpose of this paper is to explain a new scandal ingredient in Japanese politics called sontaku. This word refers to cases when officials grant special treatment to a project because they believe they are acting in accordance with the wishes of an associated powerful person.Design/methodology/approachThis paper describes the specific construction of major scandals involving sontaku from 2017 based primarily on newspaper accounts, examines the consequences of these scandals for politicians and bureaucrats, and discusses their implications for combating corruption in Japan.FindingsThe scandals after 2017 damaged to some extent the public support for the current Japanese administration and influenced the prime minister's decision to call a snap election. The scandals also highlighted systematic problems in the bureaucracy and motivated the government to reform laws concerning the management of public documents.Originality/valueThis paper will be useful to scholars and policy makers interested in studying the causes and consequences of scandals and political corruption in Japan.


Subject UK COVID-19 communication. Significance Communication is critically important during public health emergencies. The United Kingdom’s communications have contained mixed messages and a general lack of transparency. Several decisions with strong scientific grounding have not been adequately explained, resulting in many government achievements being undermined or overlooked. This is also a major contributory factor in the government’s eroding public support. Impacts The content and delivery of future addresses will determine how closely the public adheres to changes in guidance. The speed at which sectors of the economy can re-open is heavily dependent on the success of the communications strategy. The ongoing infodemic being played out on social media will continue to hamper the communication of public health messages.

Purpose This paper aims to examine the anti-corruption policy of the Federal Executive Council of Nigeria, to determine whether the policy is working and/or has produced unintended effects. The Federal Executive Council is the body comprising all the Ministers of the Federation, including the President and Vice President. Design/methodology/approach The analysis took the form of a desk study, which analysed various documents and reports such as the Transparency International Corruption Perceptions Index, 2008-2016, the Constitution of the Federal Republic of Nigeria, 1999 (as amended), the Economic and Financial Crimes Commission (Establishment) Act, 2004, the Administration of Criminal Justice Act, 2015, the UK’s Investigatory Powers Act, 2016, the Public Interest Disclosure and Witness Protection Bill, 2017 and the Financial Action Task Force Recommendations, 2012. Findings This paper determined that the anti-corruption policy of the Federal Executive Council of Nigeria could achieve its desired objectives if the following recommendations are implemented: research grants which are sent to Nigerian universities by international and corporate bodies should be exempted from the current treasury single account arrangement. This would enable universities to easily access the funds and disburse the same to qualified students. The Federal Government should follow the guidelines laid down in Section 270 of the Administration of Criminal Justice Act, 2015 for plea agreements. In other words, the prosecution should only offer a plea bargain to a person who has been charged with an offence. The prosecution should not receive and consider a plea bargain from a person who has not been charged with an offence. Any attempt to water down the effect of Section 270 of the Administration of Criminal Justice Act, 2015 may weaken the ongoing fight against corruption and money laundering because criminals will be encouraged to continue looting public funds. The Financial Action Task Force Recommendations (Recommendation 3) requires that criminal sanctions for natural persons convicted of money laundering should be effective, proportionate and dissuasive. The Federal Government of Nigeria should introduce a Bill to the National Assembly that would provide a clear framework for the use of investigatory powers by law enforcement, the security and intelligence agencies and other public authorities. This includes the interception of communications, the retention and acquisition of communications data, the use of equipment interference and the retention and use of bulk data by the security and intelligence agencies. The Bill must establish a number of safeguards against the arbitrary or unlawful use of investigatory powers by the executive. The UK’s Investigatory Powers Act, 2016, for example, established a number of safeguards for the retention and acquisition of communications data. Authorisations for obtaining communications data will have to set out why accessing the communications data in question is necessary in a specific investigation for a particular statutory purpose and how it is proportionate to what is sought to be achieved. A police officer who receives information from a whistleblower about money hidden in an apartment should apply to a Court or Justice of the Peace within the local limits of whose jurisdiction he/she is for the issue of a search warrant before conducting a search on the said premises. This procedure is in line with Section 143 of the Administration of Criminal Justice Act, 2015 and the Court of Appeal decision in Hassan v. E.F.C.C. (2014) I NWLR (Pt. 1389) 607 at 625. The Public Interest Disclosure and Witness Protection Bill, 2017 should be given accelerated consideration in the House of Representatives based on its urgency and significance for the Federal Executive Council’s whistleblowers policy. Research limitations/implications This paper focusses on the anti-corruption policy of the Federal Executive Council of Nigeria from 29 May 2015 to 10 June 2017. It does not address the older policies. Originality/value This paper offers a critical analysis of the new anti-corruption policy of the Federal Executive Council of Nigeria. The paper will provide recommendations on how the policy could be strengthened. This is the only paper to adopt this kind of approach.

Abstract Background Transparency and accountability are essential components at all stages of the trade negotiation process. This study evaluates the extent to which these principles were upheld in the United States’ public consultation process during the negotiation of the United States-Mexico-Canada Agreement (USMCA), with respect to public comments about the pharmaceutical sector and access to medicines. Results The public consultation process occurred before the start of official negotiations and was overseen by the Office of the United States Trade Representative (USTR). It included both written comments and oral testimony about US trade negotiation objectives. Of the written comments that specifically discussed issues relating to pharmaceuticals, the majority were submitted by private individuals, members of the pharmaceutical industry, and civil society organizations. Nearly all comments submitted by non-industry groups indicated that access to medicines was a priority issue in the renegotiated agreement, with specific reference to price affordability. By contrast, more than 50% of submissions received from members or affiliates of the pharmaceutical industry advocated for strengthened pharmaceutical intellectual property rights, greater regulatory data protections, or both. This study reveals mixed outcomes with respect to the level of transparency achieved in the US trade negotiation process. Though input from the public at-large was actively solicited, the extent to which these comments were considered in the content of the final agreement is unclear. A preliminary comparison of the analyzed comments with the USTR’s final negotiating objectives and the final text of the USMCA shows that several provisions that were advanced exclusively by the pharmaceutical industry and ultimately adopted in the final agreement were opposed by the majority of non-industry stakeholders. Conclusions Negotiators could increase public transparency when choosing to advance one competing trade objective over another by actively providing the public with clear rationales for their negotiation positions, as well as details on how public comments are taken into account to form these rationales. Without greater clarity on these aspects, the public consultation process risks appearing to serve as a cursory government mechanism, lacking in accountability and undermining public trust in both the trade negotiation process and its outcomes.


Subject Health plans. Significance President Andres Manuel Lopez Obrador (AMLO) on December 14 announced changes to the public health sector to expand coverage, improve quality of care and guarantee access to free medicines. His plans will see the federal government assume responsibilities previously the remit of state-level authorities. Impacts The overhaul will take place as key institutions in the sector are decentralised, compounding implementation challenges. Without greater investment in prevention in addition to medical attention, improvements in the population’s health will be limited. Centralisation of decision-making and resource allocation will improve monitoring and accountability but not necessarily stop corruption.

PurposeIn recent years, social media crises occurred more and more often, which negatively affect the reputations of individuals, businesses and communities. During each crisis, numerous users either participated in online discussion or widely spread crisis-related information to their friends and followers on social media. By applying sentiment analysis to study a social media crisis of airline carriers, the purpose of this research is to help companies take measure against social media crises.Design/methodology/approachThis study used sentiment analytics to examine a social media crisis related to airline carriers. The arousal, valence, negative, positive and eight emotional sentiments were applied to analyze social media data collected from Twitter.FindingsThis research study found that social media sentiment analysis is useful to monitor public reaction after a social media crisis arises. The sentiment results are able to reflect the development of social media crises quite well. Proper and timely response strategies to a crisis can mitigate the crisis through effective communication with the customers and the public.Originality/valueThis study used the Affective Norms of English Words (ANEW) dictionary to classify the words in social media data and assigned the words with two elements to measure the emotions: valence and arousal. The intensity of the sentiment determines the public reaction to a social media crisis. An opinion-oriented information system is proposed as a solution for resolving a social media crisis in the paper.
