PurposeThe purpose of this paper is to identify actions and guidelines for enabling and fostering the Industry 4.0 adoption, as well as to understand the role of three ecosystem actors in these actions (i.e. companies, educational organizations and regional policy makers).Design/methodology/approach52 semi-structured expert interviews in the Tyrol-Veneto cross-border macro-region were carried out and interpreted using the innovation ecosystem concept. In particular, drawing from this latter, six ecosystem building blocks were identified and used to analyze the interviews' content.FindingsThe findings allow not only to build a comprehensive framework for action to support Industry 4.0 adoption, but also to confirm the importance of exploring Industry 4.0 through the lens of the ecosystem concept. Indeed, the authors show that R&D activities should be complemented with interorganizational actions, such as training and networking, and that all ecosystem actors should be involved in the Industry 4.0 adoption.Originality/valueThis is among the few studies that adopt the innovation ecosystem perspective to explore best practices for Industry 4.0 adoption, thus overcoming the weakness of existing papers based on a firm-level perspective. It also complements previous ecosystem-based research on Industry 4.0 by exploring the technology adoption side, rather than the technology provision one, and by considering the adoption of a wide set of technologies.

Purpose The purpose of this paper is to examine the moderating role of financial consumer protection (FCP) in the access–development nexus. Design/methodology/approach The study is based on cross-country data on 102 countries surveyed in the World Bank Global Survey on FCP and Financial Literacy (2013). The White heteroscedasticity adjusted regressions and Two-stage least squares regressions (2SLS) are used for the estimation. Findings Interactions between FCP regulations that foster fair treatment, disclosure, dispute resolution and recourse and financial access have positive net effects on economic development. However, there is no sufficient evidence to suggest that interactions between financial access and enforcement and compliance monitoring regulations have a significant effect on economic development. Practical implications First, policy makers should continue with efforts aimed at instituting FCP regimes as part of strategies aimed at broadening access to financial services for enhanced economic development. Second, instituting FCP regimes per se may not be enough. Policy makers need to consider possible intervening factors such as the provision of adequate resources and supervisory authority, for compliance monitoring and enforcement to achieve the expected positive effect on economic development. Originality/value This study extends evidence in the law–finance–growth literature by providing empirical evidence on the effect of legal institution specific to the protection of retail financial consumers on the access–development nexus using a nouvel data set, the World Bank Global survey on FCP and Financial Literacy (2013).

Purpose – The purpose of this paper is to examine the potential for utilizing a unique resource, such as the Historic Portsmouth Harbor, in order to differentiate the local brand. Design/methodology/approach – The objective of the paper is to examine the role of unique local resources and attractions as a source of competitive advantage through destination branding. Findings – The main findings of the paper indicate that policy makers and destination managers should more proactively utilize the unique elements of the Historic Portsmouth Harbor “brand,” as opposed to the commonplace “waterfront city” brand. This could be achieved by staging events of international significance or through a bid for gaining world heritage status. In addition to that, the paper argues that in order for this branding initiative to have a higher impact, a prominent high profile individual should be appointed. This individual could act as a leader or “brand ambassador” in order to attract stakeholder interest and participation. Originality/value – The paper could be of value to destination managers and marketing organizations in a local, sub-regional and regional level.

Purpose The purpose of this paper is to examine the relationship between industry association membership and firm innovation in Chinese private ventures. A secondary objective is to investigate potential moderating effects of firm learning practices and founder characteristics on the above relationship, and to draw out implications for policymakers and practitioners. Design/methodology/approach The paper utilizes data from a sample of 567 Chinese entrepreneurial firms operating in 9 designated emerging industries. Hierarchical regression models were employed to analyze the effect of industry association membership on firm innovation, and the potential moderating effects. A 2SLS procedure was adopted to control for potential endogeneity issue. Supplemental analyses were conducted to ensure the robustness of the findings. Findings The paper provides empirical insights about how industry association membership, along with firm learning practice and founder leadership, affect firm innovation in Chinese private ventures in emerging industries. It suggests that industry association membership positively affects firm innovation. Further, there is a three-way interaction effect of industry association membership, learning practice and founder power on innovation. Research limitations/implications Due to the design of the data set, there are some limitations. First, the study only considered whether a firm belongs to an industry association, but not the nature of such membership (length, firm status in the association, etc.). Second, the cross-sectional design may limit the power of the study to make casual implications about the tested relationships. Practical implications The paper provides important practical implications for policymakers and entrepreneurs in China. In general, the results suggest that private ventures pursuing innovation in emerging industries can benefit from industry associations, and entrepreneurs shall actively engage in firm-level and personal-level learning. For policymakers, the study suggests that to foster innovation in an emerging industry, special attention shall be paid to building necessary institutional support to develop and to strengthen the role of industry association in the industry. Originality/value This paper fulfills an important gap in the literature in that it is one of the first, which investigates the role of the industry association in firm innovation, especially in a non-western context. This paper provides new insights into the role of industry association and firm innovation in an under-researched developing economy context.

Purpose – In 2011, a governmental initiative driven by the Department for Business Innovation and Skills invited the British Standards Institute (BSI) to write and publish a publicly available specification (PAS) for the reuse of waste electrical and electronic equipment entitled PAS 141. The specification's ambitious goals, chief among them to reduce the amount of e-waste generated in the UK, has prompted debate as to whether they are realistic and the extent to which they can be influenced by the certification. The purpose of this paper is to propose a comprehensive framework that can be used in future research to enhance understanding of the mechanisms by which the introduction of PAS 141 certification could lead to the fulfillment of its goals, that is, successful uptake. The authors believe this framework can serve as a roadmap for those interested in the investigation of this novel certification and its effect on the market for reusable electrical and electronic products. Design/methodology/approach – This paper is based on interviews with reuse organizations and first hand experience as a participant in the steering group that elaborated the certification being investigated, i.e. PAS 141. Findings – It is uncertain whether PAS 141 will fulfill its promises, which are, in the view of the authors, rather ambitious, e.g. reduce e-waste. Furthermore, more research is needed to examine the effect that the introduction of the certification has on the materialization of its goals, and on the complex inter-relationship that exist between the goals and what the authors define as intermediary necessary conditions. Research limitations/implications – This is the first attempt the outline the research needs that arise from the introduction of PAS-141, and the authors believe that there are other equally important questions that are yet to be presented and examined. Practical implications – This paper proposes 28 hypotheses which will help future work to empirically establish: the possibility of PAS-141 attaining its goals and the main necessary conditions for that to happen. This information is pivotal to determine whether the certification is working and to pinpoint opportunities for improvement. Social implications – This works contributes to the understanding of the role of certification on the market of reused products, which employs a large number of people, and in particular, whose coming from disadvantaged backgrounds. Originality/value – Although certification in general has been widely investigated in prior research, scant attention has been paid to certification in the context of electronic products. To the best of the knowledge, this is the first paper of its kind, as it is the first to examine certification in that context.

PurposeThe purpose of this paper is to show how the digital divide has become a common metaphor originating from now nearly obsolete phrases such as “information have and have nots” and “information rich and information poor”. The article aims to focus on several dimensions of the digital divide that pertain to service as well as the responsibilities of libraries.Design/methodology/approachThis article places emphasis on the role of librarians and information professionals in bridging the digital divide by indicating some aspects related to it as evidenced in the literature including its definition, aspects, factors affecting, and internet users.FindingsLibraries are treated as one of the major social tools which can solve the information divide rooted in the digital divide and contribute to the realization of democratic society.Research limitations/implicationsThis article revolves around the authors' points of view. So, further studies, especially comparative research between developed and developing countries which vary in terms of digital divide rate, can help to understand the real role librarians and information professionals play.Practical implicationsRethinking the digital divide, librarians must redesign and redefine their service menu for their customers through thinking functionally. They also need to review the various IT devices and information services available and examine which can be employed to present a more effective library service. In addition, policy‐makers should consider the vital role that librarians can play in the realization of knowledge‐based society and sustainable development.Originality/valueThis paper provides a theoretical basis for librarians to be more active and sedulous and policy‐makers to be vigilant and place much value for information sector and its professionals, particularly librarians working in various libraries.

Numeracy activities in early childhood have been linked to children’s mathematical performance in subsequent years. However, few studies have examined associations between early numeracy play and children’s subsequent attitudes towards mathematics. This study draws on the Trends in International Mathematics and Science Study (TIMSS) 2011 assessment to provide a retrospective snapshot of pre-school numeracy play reported by the parents of 10-year-old children (N = 4560). Most children were found to have engaged frequently in some form of early numeracy activity. However, children from lower socioeconomic backgrounds had less regular engagement with numeracy play, while spatial play (e.g. building blocks) was less common among girls. The extent to which children engaged in pre-school numeracy play was significantly associated with greater confidence and (for children from higher socioeconomic backgrounds) liking of mathematics at age 10, controlling for other factors. The results highlight socioeconomic and gendered differences in children’s early activities about which policy-makers, educators and parents should be aware. They also suggest the potential role of numeracy play in fostering positive attitudes towards mathematics, which should be considered amid efforts to increase participation in science, technology, engineering and maths domains.

The last decade is marked with acceleration of mergers, corporate restructuring and governance activities. M&A activity has been driven by factors such as technological change, globalization, free trade, deregulation, attempts to attain economies of scale, rise in entrepreneurship, and economic growth. Corporations need to adjust to the change in the environment and expand their markets to achieve growth and protection against volatile economic conditions. Firms can achieve international expansion through foreign direct investments (FDIs) which can take the form of cross-border acquisitions (brownfield investments) and Greenfield investments. This chapter covers an overview of the literature on the determinants of FDI forms of entry, and M&A activity followed with an empirical investigation of the firm-level determinants of foreign investment in Turkey with emphasis on cross-border acquisitions and Greenfield investments. Summary of the findings is followed with the economic implications of forms of FDI entry. The concluding remarks cover the implications of the results for policy makers.

Throughout this book, we have sought to identify what we see as the basic building blocks for environmental law and psychology, and for applying a psychological analysis to specific environmental laws. To that end, we have identified key ways we believe that psychological research can help in understanding and predicting why, when, and how people think about and respond to environmental harm. We have also argued that a psychological approach to environmental law and policy, which takes account of this research, can help the law more effectively shape human behavior to desired ends—whatever those ends might be. This conclusion flags a set of questions, projects, and data needs that could help policy makers and attorneys to even better understand and predict the impacts of environmental law as well as develop more effective (and in some cases cheaper) environmental laws and regulations. This includes the possibility of using law to debias; the relationship between politics and the psychology of environmental law; how environmental law might be updated in light of psychological analysis; and the role of the ongoing COVID-19 pandemic within environmental law and psychology.

PurposeThis research aims to conduct, to the best of our knowledge, the first systematic review of the implementation of Industry 4.0 in BRICS. This review facilitates the identification of main factors that affect the readiness to adopt Industry 4.0 in BRICS and the role of different agents, such as multinationals, the public sector or educative institutions.Design/methodology/approachKey publications published from 2010 to 2019 have been analysed. A total of 61 papers have been selected from the systematic review.FindingsThree factors of convergence of BRICS to developed economies in terms of Industry 4.0 are identified: (1) the public initiatives that can also result in the attraction of talent from developed countries to BRICS; (2) the role of multinationals and (3) the implication of educational institutions.Research limitations/implicationsThis review has some limitations. First, some grey literature, such as reports from non-governmental organisations and front-line practitioners' reflections, were not included. Second, only research studies in English were reviewedPractical implicationsThe heterogeneity of BRICS amongst themselves affects the implementation of Industry 4.0 policies. Therefore, public policies should differ among countries to achieve the different readiness of companies within each country. Industry 4.0 cannot be understood as a manufacturing strategy against delocalisation, as emerging countries, such as BRICS, are also aware of the potential of automation.Originality/valueBased on a systematic review, this article shows that the strategy created by Germany to increase industrial productivity has been also introduced in BRICS countries as a critical factor to improve their competitiveness.

Purpose This study aims to propose a national frame of reference for the accreditation of engineering programs (EPs) in Tunisia. It uses as a benchmark the structure used by the world’s leading accreditation systems such as the Accreditation Board for Engineering and Technology (ABET) and Commission des Titres d’Ingénieur. It provides a comprehensive framework for academic institutions to evaluate the performance of their programs. In addition, it suggests the procedures, steps and timeline for the application process and defines the required documents that should be submitted. Design/methodology/approach The study analyzes the standards applied by well-established accreditation agencies such as ABET, Commission Titre Ingenieur and European Accredited Engineer, studies the perceptions of academicians who participated in six workshops and uses the results of surveys and interviews to characterize their opinions about accreditation. A sample population of 146 faculty members, experts and policymakers from 23 different higher education institutions in Tunisia, who had participated in the workshops mentioned above, was solicited to participate in the survey. The opinions of 51 respondents who responded to the survey were analyzed. This methodology led to the establishment of a proposed national frame of reference for accreditation of EPs. Findings Analysis reveals that the Ministry of Higher Education and Scientific Research (MHESR) provides authorization (“habilitation”) to institutions allowing them to offer their educational program. However, it is inaccurate to consider this procedure as accreditation because it is more of a licensure process. In addition, the MHESR grants the “habilitation” to those institutions that successfully apply. The National Authority for Assessment, quality assurance and accreditation Instance Nationale de l’Evaluation, de l’Assurance Qualité et de l’Accréditation (IEAQA) is not involved in this process, which makes the latter’s role trivial. Practical implications This frame of reference will help the MHESR to evaluate the EPs based on a comprehensive analysis of well-established accreditation systems, to improve its “habilitation” process by splitting it into two parts as per international practice, namely, licensure and accreditation and to make the existence and role of the IEAQA much clearer. Originality/value This study is the foremost study to propose a comprehensive frame of reference for accrediting EPs in Tunisia.
