A conceptual approach to the relationships between the social economy, social welfare, and social innovation

Purpose With the aim of finding a balance between social and economic benefits, the social economy has reemerged in the crisis of the welfare state. The Fordist welfare state can be characterized by state-provided welfare, the mediation of paid work and welfare by the labor market and redistributive policies. Globally, neoliberalism and the market have given rise to social exclusion; in this context, the social economy is emerging as an alternative to the market domination of societies. This paper aims to construct a conceptual framework of welfare provision in an open innovation era. Design/methodology/approach The welfare state system between the Fordist welfare state and post-Fordist welfare state is different on provision and delivery of welfare service. To construct the conceptual relation among the social economy, the state and the market and welfare provision in the social economy, this study mainly used the literature review. Findings Attention should be paid to civil society at the local level to ignite social economy through open social innovation. Various social actors in the local community need to change and develop the social economy with collaborative entrepreneurship and collaborative economic mindsets. Research limitation/implications This paper presents the welfare service model led by social economy and open innovation, as well as social change. To fill the shortage of welfare provision caused by crisis of the welfare state, social economy is considered as an alternative for neo-liberalism. This study emphasizes that endogenous local development is a prerequisite for social economy as a welfare supplier. Practical implications In the social economy, reciprocity, democracy, self-help and social capital at the local level are emphasized. Also, open innovation put emphasis on collaboration economy among the local community, firms and the public sector: this emphasis can be expected to affect the welfare provision system and the social relations surrounding welfare. To address social problem and social needs, the social economy can adapt and apply the open innovation model. Originality/value The previous researches on open innovation mainly deal with the business sector and the public sector, but this paper has a focus on the relation between provision of social welfare and social innovation. The social economy is likely to function properly on the foundation of open social innovation.

Purpose The purpose of this paper is to reflect on what can be learned about disaster risk reduction (DRR) from the L’Aquila trial of scientists. The court case was initiated because of a controversial meeting on 31 March 2009 of the Major Risks Committee (MRC), held under the auspices of the Italian Department of Civil Protection. The purpose of the meeting was to consider (prior to the fatal earthquake of 6 April 2009) disaster risk in the L’Aquila area, which was being affected by an earthquake swarm since October 2008. Design/methodology/approach The authors undertook a document analysis of trial materials, and a review of academic and media commentary about the trial. Findings The legal process revealed that disaster governance was inadequate and not informed by the DRR paradigm or international guidelines. Risk assessment was carried out only in a techno-scientific manner, with little acknowledgement of the social issues influencing risks at the local community level. There was no inclusion of local knowledge or engagement of local people in transformative DRR strategies. Originality/value Most previous commentary is inadequate in terms of not considering the institutional, scientific and social responsibilities for DRR as exposed by the trial. This paper is unique in that it considers the contents of the MRC meeting as well as all trial documents. It provides a comprehensive reflection on the implications of this case for DRR and the resilience of peoples and places at risk. It highlights that a switch from civil protection to community empowerment is needed to achieve sustainable outcomes at the local level.

The focus of this paper is the interaction between social innovation and restructuring welfare state. Modern welfare states have been reconfiguring their welfare mixes through social innovation. This includes a productive integration of formal and informal actors with support and leading role of the state. This collaboration becomes significantly important since it means the integration of not only the actors, but also their capabilities and resources in today’s world where new social risks and new social challenges have emerged and no actor can overcome these by its own. Therefore, social innovation is a useful tool in the new role sharing within the welfare mix in order to reach higher levels of satisfaction and success in welfare provision. The main point here is that this is not a zero-sum competition; gaining more power of the actors other than the state – the market, civil society organisations and the family – does not necessarily mean that the state lost its leading role and power. This is rather a new type of cooperation among actors and their capabilities as well as their resources in welfare provision. In this sense, social innovation may contribute well to the debates over the financial crisis of the welfare state since it may lead to the more wisely use of existing resources of welfare actors. Thanks to social innovative programs, not only the NGOs, but also market forces as well as citizens are more active to access welfare provisions and social protection in the broadest sense. Thus, social innovative strategies are definitely a solid step taken towards “enabling” or “active” welfare state.

This article looks into dynamics of open social enterprises. We used several research methods—literature review, content analysis and case studies through intensive interviews via semi-structured questionnaire. First, we developed a research framework, expressed as the social open innovation dynamics model through literature reviews on social economy, sharing economy, collaborative innovation, open innovation and social enterprise. Second, we applied the model to ten Korean social enterprises and determined the success factors of social open innovation, as well as the concrete dynamics behind it. Main finding of this research are as follows. The success of social enterprises depends on the extent to which they strive to move towards open innovation. Adopting open innovation strategies seem to be a fruitful pathway for social enterprises to progress and grow in their operations.

This article develops the concept of infrastructuring the social by analyzing the uses of local community work in Danish marginalized residential areas. Infrastructuring the social is a concept to describe how spaces are designated as problematic and marginalized and then remade through the creation and materialization of normative and instrumental relations. The article empirically demonstrates how infrastructuring the social works through enacting relations between residents, local community workers and professionals from municipalities, relations which are used to move people along normative trajectories. These trajectories are meant to transport people out of problematic areas, and into closer contact with “regular society,” such as Danish institutions, education, and the labor market. Infrastructuring the social is thus enacted from the outside in, imbued with the normative imperatives of the welfare state, seeking to rework the agency of residents and improve the marginalized residential area. The concept of infrastructuring the social nuances the trope of the “network” by highlighting the normative imperatives embedded in making relations, and goes beyond frameworks of governmentality by highlighting the practical messiness and on-going work of everyday governance.

PurposeWhether welfare provision should be broad-based or selectively targeted at the poor is one of the most common themes in social policy discourse. However, empirical evidence concerning people's preferences about these distributive justice principles is very limited. The current paper aims to bridge this gap, by analyzing Europeans' opinions about a hypothetical transformation of the welfare state that would provide social transfers and services only to people on low incomes.Design/methodology/approachThe analysis draws on data from the 2016 European Social Survey and covers 21 countries. In order to understand what would motivate people to support the complete means testing of welfare provision, we use multilevel models with individual-level and contextual predictors.FindingsThe results show that the upper and middle classes are the most opposed to the idea, presumably as they would be the net losers from such a reform. Furthermore, our results indicate that more-egalitarian people show a higher level of support for means testing, even though the political left has traditionally promoted universalism. Some key characteristics of the welfare state also matter: People are more likely to endorse complete means testing in countries with less-generous provision and a higher incidence of poverty. However, the extent to which the existing welfare state relies on means testing has no influence on people's opinions about implementing a fully means-tested welfare model.Practical implicationsSome of the key findings are likely to be of interest to activists advocating on behalf of the poor and the socially vulnerable. Although it is generally assumed that universal provision is the best strategy to address the needs of disadvantaged people, our results suggest that from an electoral point of view, targeting within universalism may be a more appealing welfare strategy.Originality/valueThis paper details one of the very few studies to examine preferences for means-tested welfare provision in a comparative context. In addition, one of the contextual variables used in the analysis – the proportion of means-tested social benefits out of the total expenditure on social benefits – is unique to this study.
