Assessing the ICT exploitation in EU energy policy: a multicriteria evaluation

PurposeThis paper aims to present and assess the EU energy policies regarding their dependence on Information and Communication Technology (ICT) implications and the level of complexity of the applied ICT implications using the Technique for Order Preference by Similarity of Ideal Solution (TOPSIS) method. The used criteria have been retrieved from the official “ICT Implication Assessment method of EU Legislation”.Design/methodology/approachThe methodology approach deals with the ranking representation of EU energy policies according to the ICT exploitation. The data for the study were collected from the official website of the European Union (EU) (www.europa.eu). According to these data, the subtopics of the EU energy policies regard the internal energy market, the European energy policy, the energy efficiency, the nuclear energy, the security of energy supply, the external dimension, the enlargement and the renewable energy sources. The EU energy policies were assessed using the TOPSIS multicriteria analysis. The TOPSIS is widely used to solve real-world decision-making problems due to its characteristic to deal with different information types.FindingsAccording to the results of the research, the EU energy policies achieve a good level of dependence on ICT implications and of complexity of the applied ICT implications but not the optimum. However, EU policy-makers should take into account the ICT factors while updating an existing one or while designing a new energy policy. The results of this research can provide an overview of the current situation regarding the current legislation while moving toward a sustainable eEurope. There is a need for stronger incubation efforts for a wide range of innovations to be ready in due time.Originality/valueThis is the first time that EU energy policies are presented and assessed regarding their dependence on ICT implications and the level of complexity of the applied ICT implications using the TOPSIS method.

Purpose The purpose of the paper is to provide estimation results for feasibility of renewable energy source (RES) deployment in Turkey, the Western Balkans and North Africa. From these results, the potential for cooperation in renewables production between the countries and the European Union (EU) is assessed and evaluated, in a mid- (2030) and long-term (up to 2040) perspective. Design/methodology/approach The authors focus on the quantitative assessments undertaken on the extent to which RES cooperation can create mutual benefits, identifying costs and benefits for both sides, but in particular with respect to RES target achievement (2020 and 2030) at EU level. The potentials for RES generation in Turkey, North Africa and the Western Balkans are calculated under different policy pathways, taking into account different levels of economic and non-economic barriers that could occur. Findings Overall, the authors found that increasing RES deployment in the three analysed regions and initiating or intensifying cooperation with EU28 Member States leads to mutual benefits. Concretely, these benefits become apparent in terms of the EU Member States importing renewable energy sources for electricity with a good resource quality and adding on to their targets for RES deployment. At the same time, substantial savings occur for the EU, in turn leading to income and investments in the cooperating regions. Originality/value The assessment underlying this paper is the first of its kind to the authors’ knowledge that opens up the geographical spread in comparison to merely assessing cooperation between Europe and the Middle East and North Africa. Furthermore, the multitude of policy parameters analysed provides detailed and robust insights concerning a broad variety of different possible scenarios.

The article analyses the EU policies of promoting renewable energy sources (RES), including the role of state subsidizing and the change of EU policy in 2013. First EU actions in this area were implemented in late 1990s. In mid 2000s the European Commission developed integrated approach of the encouragement of renewables. Promotion of RES was integrated with other areas of the EU energy policies in the framework of the Climate and Energy Package in 2007. The paper evaluates EU achievements and development of particular types of RES in the EU in 2000s. A comprehensive comparative analysis of the cost of different types of RES and the use of incentive measures in the European Union and EU member states is carried out. The conclusion is made that despite the impressive technological progress the renewable energy, with rare exception, is still uncompetitive with the traditional sources of energy in terms of costs. A large-scale state support was the reason for the rapid development of renewables in the EU. Article investigates distorting effects of RES subsidies on the market price of electricity. Feed-in tariffs, investment grants, quotas and tax benefits were the most widespread forms of direct and indirect RES subsidies in the EU. During the economic crisis, these subsidies have become a heavy burden for the budgets of the EU countries and population. Now the EU is modifying its strategy on RES in order to reduce the volume of subsidies. In 2013 European Council substantially changed the priorities of the EU energy policies: instead of «sustainable energy» it accentuated the need to provide a “competitive energy”. Strategic decision to reform the existing methods of RES subsidizing and to develop an «economically reasonable» support scheme was made. The reduction of subsidies will inevitably lead to a sharp reduction in the rate of growth of renewables and the failure to achieve previously agreed EU targets.

Purpose Following the issuance of the Renewable Energy Directive in 2009, the European Union (EU) is explicitly pushing for member states to cooperate with third countries to meet their EU 2020 targets. So far, no single joint project is planned or in place yet. This paper aims to look at the opportunities for and barriers to possible RE exports from North Africa into the EU through the concept of a SWOT (strengths, weaknesses, opportunities and threats) analysis. Design/methodology/approach Thus, the SWOT for a possible implementation of Article 9 projects are analyzed using expert and stakeholder knowledge. A qualitative assessment was undertaken using data collected through one stakeholder workshop in North Africa, in-depth interviews and a qualitative literature review. The analysis was structured within a three-tier analyzing concept distinguishing between macro, micro and acceptance parameters. Findings From the SWOT analysis, some lessons are drawn, future possible measures are identified and conclusions for policymakers are discussed. The authors find that no easy solutions exist as most parameters can be both a strength and a weakness or a threat and an opportunity at the same time depending on future developments and the specific ideological perspective. Originality/value This paper provides new information and analysis of renewable energy sources projects in North Africa – application of the SWOT method on Article 9 cooperation projects – application of a three-tier analysis to cope with the complexity of the topic – taking into account often neglected socio-political aspects such as public acceptance.

AbstractThe policy of renewable energy sources has gained more importance over recent years. The European Union is facing serious challenges regarding greenhouse gas emissions and energy sustainability, followed by the supply security, import dependence and competitiveness as well as the effective implementation of the internal energy market. The energy policy of the European Union is the most effective response to the new situation the member states of the European Union are facing. The EU energy policy aims to cause a new industrial revolution and the growth of the economic energy efficiency with low emissions of carbon dioxide. In order to achieve this, targets have been set for the future. Among them is the increase in the share of production and consumption of renewable energy in the total energy balance.

Abstract   Since the last decade, the energy policies of some countries have changed. The investments in renewable energy sources have significantly increased in developed and developing countries, as the cost of the renewable plants are decreasing, during the same time. Germany, one of the most important country of Europe in terms of energy, has fastened its green energy policy, while Turkey, one of the most important developing countries in terms of energy demand, has showed a huge growth with the help of the agreements and new energy policy according to the European Union acquis. Germany and Turkey has always been in contact with each other because of their background. In this paper, their energy policies, future plans, energy production and consumption will be analysed and compared. Keywords: Germany, Turkey, energy policies, energy strategies.

As decarbonization and climate policy are gaining relevance in the European Union (EU) energy policy, the present paper seeks to present both priorities and challenges for of the EU energy transition. As priorities, we outline the key targets and initiatives proposed and set by the European institutions in relation to the energy matters. The EU identifies renewable energy sources, energy efficiency and reduction of the greenhouse gas (GHG) as the three pillars to achieve its carbon neutrality. The final goal for to the EU energy and climate targets is to achieve climate neutrality by 2050. Nevertheless, since given energy policy is being a “shared competence” between the EU institutions and Member States, each Member State plays a critical role for the achievement of the EU energy transition. Different socioeconomic structures and the energy mix across Europe have caused the implementation process of each EU target to develop at a different pace among European countries. We illustrate this drawing on four countries: Italy, the UK, Germany and Poland. We assess their political commitment to the energy transition and their actions regarding energy transformation. These four countries are only an example of the different pace in the implementation of the EU energy and climate targets. The last part of the paper is devoted to the ambitious plan, called Green New Deal, launched by the present Commission President, Ursula von der Leyen. It sets key priorities, reaffirming European commitments to the energy and climate transition. However, the plan faces significant obstacles. For example, division among Member States (North-South and West-East) might be a factor that could undermine the achievement of the European energy transition, due to multiple and divergent interests (also on the future role of the energy transition in the aftermath of COVID-19 and the resulting economic crisis). Another challenge is constituted by popular opposition, especially from those people that see the energy transition — and consequent economic and industrial transformation — as a potential threat to their well-being and jobs, as the French gilets jaunes show. Lastly, we explain that the European energy transition will impact also its external relations, for example with Russia, proposing how the two blocs can preserve their energy relationship in light of the energy transition, notably through the conversion of natural gas to hydrogen and storing/using the resulting CO2.

The policy related to the use of renewable sources is a key element of the energy policy executed in the European Union (EU). One of the targets set for 2050 is to increase the share of electricity in energy consumption to 50%, and 80% of electricity is to be generated from low-carbon sources. In recent years, the EU economies have significantly modified their electricity production, which raises the question of the scale of these changes. The aim of the presented analysis is to assess changes in the use of renewable sources for electricity production in the EU countries in 2005–2019. Gini coefficient and k-mean are applied in the analysis. The conducted research shows that EU countries, in line with the energy policy assumptions, have both increased the share of renewable sources in energy production, especially in electricity production, as well as increased the diversity of used renewable sources. The results also indicate a vast diversity in terms of the use of such sources for the production of renewable electricity in the EU. This indicates that the energy transition is being implemented by EU countries with individual country-level approaches. Nonetheless, a variety of the EU’s both support and restrictive measures are of considerable importance for the ongoing energy transition.

This chapter reviews relevant literature on the current state and effectiveness of developing renewable energy on energy security in general, and on energy security in the European Union (EU) in particular. The chapter elaborates on primary energy import sources, possible alternatives, and how energy security is affected by the sources of supply. It also gives an analysis of the effects of the Ukrainian crisis, the isolation of Iran on diversification sources, and on European energy security. It examines EU’s energy policy, analyses the best motivation for a new energy policy direction within Europe, and suggests alternative solutions for enhanced energy supply security. The aim is to suggest suitable solutions for energy security in Europe through energy supply diversification. Supply diversification includes alternative energy corridors for reducing dependency on Russia as a supplier and enhancing the power generated by renewable energy sources under the European Union 2020 strategy.

The main goal of setting energy efficiency priorities is to find ways to reduce energy consumption without harming consumers and the environment. The renovation of buildings can be considered one of the main aspects of energy efficiency in the European Union (EU). In the EU, only 5% of the renovation projects have been able to yield energy-saving at the deep renovation level. No other study has thus far ranked the EU member states according to achieved results in terms of increased usage in renewable sources, a decrease in energy usage and import, and reduction in harmful gas emissions due to energy usage. The main purpose of this article is to perform a comparative analysis of EU economies according to selected indicators related to the usage of renewable resources, energy efficiency, and emissions of harmful gasses as a result of energy usage. The methodological contribution of our study is related to developing a complex and robust research method for investment efficiency assessment allowing the study of three groups of indicators related to the usage of renewable energy sources, energy efficiency, and ecological aspects of energy. It was based on the PROMETHEE II method and allows testing it in other time periods, as well as modifying it for research purposes. The EU member states were categorized by such criteria as energy from renewables and biofuels, final energy consumption from renewables and biofuels, gross electricity generation from renewables and biofuels and import dependency, and usage of renewables and biofuels for heating and cooling. The results of energy per unit of Gross Domestic Product (GDP), Greenhouse gasses (GHG) emissions per million inhabitants (ECO2), energy per capita, the share of CO2 emissions from public electricity, and heat production from total CO2 emissions revealed that Latvia, Sweden, Portugal, Croatia, Austria, Lithuania, Romania, Denmark, and Finland are the nine most advanced countries in the area under consideration. In the group of the most advanced countries, energy consumption from renewables and biofuels is higher than the EU average.

The paper’s main purpose was to identify and present the current situation and changes in energy consumption in agriculture in the European Union (EU) countries. The specific objectives were the determination of the degree of concentration of energy consumption in agriculture in the EU countries, showing the directions of their changes, types of energy used, and changes in this respect, establishing the correlation between energy consumption and changes in the economic and agricultural situation in the EU countries. All member states of the European Union were deliberately selected for research on 31 December 2018 (28 countries). The research period covered the years 2005–2018. The sources of materials were the literature on the subject, and data from Eurostat. Descriptive, tabular, and graphical methods were used to analyze and present materials, dynamics indicators with a stable base, Gini concentration coefficient, concentration analysis using the Lorenz curve, coefficient of variation, Kendall’s tau correlation coefficient, and Spearman’s rank correlation coefficient. A high concentration of energy consumption in agriculture was found in several EU countries, the largest in countries with the largest agricultural sector, i.e., France and Poland. There were practically no changes in the concentration level. Only in the case of renewable energy, a gradual decrease in concentration was visible. More and more countries developed technologies that allow the use of this type of energy. However, the EU countries differed in terms of the structure of the energy sources used. The majority of the basis was liquid fuels, while stable and gaseous fuels were abandoned in favor of electricity and renewable sources—according to which, in the EU countries, the research hypothesis was confirmed: a gradual diversification of energy sources used in agriculture, with a systematic increase in the importance of renewable energy sources. The second research hypothesis was also confirmed, according to which the increase in the consumption of renewable energy in agriculture is closely related to the economy’s parameters. The use of renewable energy is necessary and results from concern for the natural environment. Therefore, economic factors may have a smaller impact.
