Default signals further slide for Puerto Rico in 2016

Significance The island's government and public agencies hold 72 billion dollars of debt obligations, but migration to the mainland United States, political unwillingness to cut spending and constitutional difficulties have triggered a severe crisis. Federal US and Puerto Rican lawmakers are concerned that austerity-driven cuts to public services would only exacerbate the problems of the commonwealth. Impacts The Puerto Rican diaspora in Florida may punish Republicans at the ballot box in the event of federal inaction. Anti-gun-control policy 'riders' may scupper congressional efforts to aid Puerto Rico in March. Relief for Puerto Rico may become a vote-winning issue for Democratic presidential candidates in the party primaries.

Significance Only a few polling stations functioned properly; those that did not will reopen on August 16, so the remaining ballots can be cast. The primaries come amid COVID-19 and following a succession of natural disasters and policy difficulties since 2016. Impacts Puerto Rican political influence in the United States will grow. President Donald Trump will renew the Puerto Rican Oversight Board for another four years. US Republicans will push back against any move towards Puerto Rican statehood. Washington may reintroduce pharmaceutical subsidies to Puerto Rico in coming years. The November 3 elections might need to be delayed if the Elections Commission is not ready.

In this brief report, we present MMPI-2 basic validity and clinical scale data of Latino-descent persons from Puerto Rico ( n = 290), Mexico ( n = 1,920), and the United States ( n = 28). All were administered one of three Spanish translations of the MMPI-2. A review of the mean scores of these respective groups indicates similarities across all scales. Differences among these three groups, with the exception of the Mf scale (which is keyed to sex), were well within the one standard deviation band. More importantly, these findings are promising given the fact that three different translations of the MMPI-2 were applied.

Purpose Given the growing prevalence of gun control policies in service settings, this study aims to investigate how the adoption of a gun control policy by a service businesses influences consumers’ evaluations of the service businesses. Design/methodology/approach Three experiments were conducted to examine how the adoption of a gun control policy by a service businesses influences consumers’ brand favorability of that service businesses and how value congruence (i.e. the alignment between a consumer’s own personal values and perceptions of the brand’s values) is the underlying mechanism. Findings This study documents several major findings. First, the authors find that the adoption of a gun control policy by a service businesses increases consumers’ brand favorability. Second, the authors highlight a boundary condition to this effect, such that a gun control policy actually decreases consumers’ brand favorability for people high (vs low) in support for gun rights. Third, the authors show that value congruence is the psychological process underlying these effects. Fourth, the authors generalize the focal effects to a real-world brand and demonstrate that the adoption of a gun control policy increases brand favorability for consumers low (vs high) in patronage behavior of the brand. Finally, the authors find that a pioneer brand strategy in the adoption of a gun control policy significantly increases brand favorability, whereas a follower brand strategy in the adoption of such a policy is less effective. Originality/value To the best of the authors’ knowledge, this research is the first to provide critical insight to service businesseses as to how their position regarding guns influences consumers’ evaluations of the service businesses.

Significance Puerto Rico has suffered from an inability to service its debts, as its economy has been in or near recession since 2005. Its population has declined -- especially the working age population -- as residents, who are US citizens, have moved to the mainland to look for work. The governor has proposed an overhaul of the tax system in an attempt to raise revenues. Impacts Tax breaks for US companies operating in Puerto Rico may be part of a corporate tax overhaul. There is little prospect for such legislation this Congress, but a fiscal crunch could spur a separate bill. The Democratic party would probably split, as opposition to corporate tax breaks would clash with its Hispanic base.


Significance Puerto Rico is facing a severe fiscal crunch; its general obligation bonds are rated junk status and the government has said that a 2.9 billion dollar bond issuance -- at risk because of the congressional vote -- is required to prevent a shutdown in the next three months. Impacts There is little-to-no prospect of Puerto Rican statehood while Republicans control the US Congress. Puerto Rico would gain five representatives and two senators, likely to vote Democratic. However, this may encourage some Republicans to back federal intervention on debt, to ward off calls for statehood.
