Russia will deny cyberattacks despite more US evidence

Significance The US indictment accuses the St Petersburg-based Internet Research Agency, its backers and staff of interfering in the election by running false social media accounts. This account of Russian trolling comes soon after US and UK accusations of Kremlin responsibility for a June 2017 cyberattack that disrupted computer systems in Ukraine and elsewhere. Impacts Private sector firms will play a growing role in attributing state-sponsored cyber attacks. Governments will become increasingly reliant on private sector capabilities, whose distance can save them diplomatic embarrassment. 'Exploits' made public could be used in hostile cyber operations.

Purpose This study aims to focus on the factors influencing project cost at US public universities and compares them to similar projects in the US private sector. It also presents an analysis of the potential reasons for the difference or similarities in the two sectors. Design/methodology/approach This study utilized an exploratory, comparative case study methodology performed on a small sample of public university projects and two sources of private sector cost data. Findings The results infer that most of the US public projects have comparable costs to that of their US private sector counterparts. The cost data from the university projects were further examined to explore if there were any possible relationships between the types of delivery methods used, sustainability certifications achieved and two project performance indexes – cost and duration. Research limitations/implications A more thorough analysis with a larger dataset is required to make generalizable conclusions. However, the process used in this study does provide a good overview of how facility managers could organize their own cost comparison study to evaluate their project expenditures. Practical implications This research provides a starting point for future research into the topic of US public sector project costs when compared to US private sector counterparts and the impact of delivery system and sustainability on cost of US public sector projects. Originality/value Research on this topic is scant; as such, this paper provides a starting point for future research and offers insights into the potential impacts of project delivery method and choice of following a sustainability certification option.

Purpose The purposes of this study are to identify how hotel guests perceive green practices and to explore how hotels effectively inform customers of their green practices through social media such as TripAdvisor. Design/methodology/approach To examine hotel guests’ awareness of green practices through social media, this research investigated guests’ comments about green practices and management responses on TripAdvisor using content analysis. Findings The results indicated that most guests respond positively toward green practices when they can recognize them, e.g. reducing energy usage or water saving. However, lack of awareness about hotels’ green practices can cause guests to feel inconvenienced during their stays. Moreover, the study found that only a few hotel managements provide feedback on guests’ negative comments on TripAdvisor to inform them about the hotels’ green practices. Research limitations/implications This research is limited to analyzing only the top ten green hotels in the USA ranked by TripAdvisor. A study of more hotel cases with green practice standards, which could be adjusted to involve the use of different service levels such as luxury, upscale or economy hotels, may provide more insights into this discussion. Originality/value This research presents an exploratory intent to probe guests’ comments and management responses about green practices in the US lodging industry. The results provide empirical evidence of hotel guests’ perceptions of green practices as posted on social media. Moreover, management can use social media feedback as an educational tool and as effective advertisement, which in turn may reduce the negative perception of hotel green programs.

Significance The September 1 blast at the Cape Canaveral launching site is a setback for Musk's goal of breaking open the market for government and private sector space launch contracts. SpaceX has attempted to demonstrate that it can compete with established launch companies, which are backed by US aerospace giants Lockheed Martin and Boeing. SpaceX's entrepreneurial methods have suggested significant disruption to the global launching business. Impacts Defence procurement reform would boost the US military's capacity to leverage private sector technological innovations. Efforts to reduce US dependence on Russian-manufactured rockets may lose steam if hawkish Senator John McCain is not re-elected. Washington's deployment of THAAD missile defence systems to South Korea will spur Beijing's efforts to develop anti-satellite capabilities.

Significance US President Donald Trump declined to certify on October 13 that continued sanctions relief for Iran under the Joint Comprehensive Plan of Action (JCPOA) is in the US national interest. Reintroducing nuclear-related sanctions targeting third-country companies doing business with Iran -- ‘secondary sanctions’ -- could have a significant impact on European investments in Iran. Impacts With financing a requirement for business engagement, banks’ hesitation to engage with Iran will curb European investments. Transatlantic sanctions policy coordination is likely to deteriorate further, with the private sector caught in the crossfire. High-value hydrocarbons and aircraft contracts may make investing in Iran worth the risk for large firms, but other sectors may not follow.

Significance This depreciation reflects the underlying weakness of the government’s financial position. Political and territorial advances in favour of President Bashar al-Assad -- most recently, the deployment of government forces along the Turkish border to the east of the river Euphrates -- have not yielded clear economic benefits. Impacts Sustained political and economic turbulence in Lebanon could further reduce the supply of US currency for the Syrian market. The US presence will complicate the government's reassertion of control over oil fields, but Russia could help resolve this problem. Pressure on business to support the exchange rate, with the threat of 'anti-corruption' investigations, could sap private sector confidence. US sanctions and crises in Lebanon and Iraq will reduce Iran’s ability to contribute to the Syrian economy.

Subject Outlook for the US-India defence procurement relationship. Significance US President Donald Trump’s stated goal of disrupting offshore supply chains of US firms casts doubt over deals such as Lockheed Martin’s bid to manufacture 100 fighter jets in India. This compounds the many challenges India already faces in getting foreign defence contractors to invest and manufacture locally. Impacts This week’s leadership change at the defence ministry is unlikely to alter India’s defence policy. Modi will continue to encourage Indian private sector involvement in co-production contracts with foreign firms. Should Trump adopt a hard line on protectionism, suppliers open to co-production will gain a further edge in India.

Subject Zambian debt crisis. Significance Debt and corruption concerns have resulted in plummeting investor confidence and escalating domestic and international criticism of President Edgar Lungu's Patriotic Front (PF) government. In turn, the PF has accused the opposition United Party of National Development (UPND) of inciting riots. Impacts Increased mining taxes could see investment, productivity and revenue decline, further undermining budget targets. The kwacha could slide further against the US dollar, exacerbating Zambia’s debt burden. Government arrears with private sector contractors could increasingly go unpaid, while costs for importers may also increase.

Significance The trip was part of an effort to advance US President Donald Trump's idea of an Indo-Pacific community stretching from the US west coast to the Indian Ocean, as Pompeo said. With US Defence Secretary James Mattis, Pompeo also co-hosted a meeting with Australian counterparts on July 23-24, and he announced a 113-million-dollar "down payment" of new economic initiatives with the Indo-Pacific on July 30. These activities were intended to reassure Washington's Asian partners of continuing US engagement in Asia. Impacts The 'partner countries' may be selected relative to US private sector sentiment. India is likely to be the most immediate beneficiary of the new Indo-Pacific strategy. Advancing the Indo-Pacific strategy may rely on trade balances reaching a level the White House feels is fair.

PurposeThis study seeks to understand Trump supporters’ behaviors on social media in the wake of a political controversy: US President Trump’s continued support for Judge Roy Moore’s candidacy for the US Senate representing the state of Alabama despite several allegations of sexual assault against him.Design/methodology/approachFew days before the special election was held in Alabama, an online survey was conducted among 325 supporters of President Trump to explore Trump supporters’ social media behaviors, including the unfriending/unfollowing contacts and speaking out about the controversy.FindingsWe found a negative presidential image to influence individuals’ loss of face, and such loss of face to impact unfriending/unfollowing behaviors on social media, as well as outspokenness. Furthermore, the differences between strong issue supporters and weak issue supporters’ opinions of climate perceptions and outspokenness were investigated.Originality/valueRather than using fear of isolation as the mediator between opinion climate and willingness to speak out, as is generally the case in the spiral of silence model (Moy et al., 2001), this study investigated the role of another affective indicator, loss of face on two social media behaviors, outspokenness, and unfollowing/unfriending contacts on social media.

Significance The additional income is being partly used to direct support to poorer segments of society. However, this has not ended the mounting popular pressure for accelerated change. The main demands, expressed on social media platforms, include expedited employment and fiscal relief programmes, curbs on government bureaucracy and limits to the number of state-owned enterprises competing with the private sector. Impacts The high-employment tourism and construction sectors could be slow to recover post-pandemic and manufacturing may take a hit. Saudi and Emirati investment offers benefits but conditions could strain Oman’s policy of regional neutrality. Difficulties in accessing credit for non-state employees will keep people focused on seeking government jobs.
