Ivory Coast-Burkina Faso border areas pose fresh risks

Significance The attack, which killed at least twelve members of the security forces, was an apparent act of revenge for the recent joint Ivorian-Burkinabe counterterrorist mission ‘Operation Comoe’. The attack shows a worrying similarity to jihadist operations in Burkina Faso, where militants regularly raid rural security posts. Impacts Facing potential sporadic attacks, Ivorian security forces may struggle initially to attune to counterinsurgency tactics in the border area. Given the more potent insurgencies in northern and eastern Burkina Faso, Ouagadougou will not consider the south-west a top priority. Rumours over the alleged involvement of dissident Ivorian politicians in the latest attack could elevate tensions in the electoral arena.

Significance His nomination to run for yet another term met large protests in major towns including N'Djamena, where fighting broke out with security forces leading to arrests. In the last three years, Chad’s security and humanitarian situations have deteriorated as Deby battles escalating jihadist violence in the Sahel and the Lake Chad region, growing discontent from diverse interest groups and pressing humanitarian needs across the country. Impacts Chad and other G5 Sahel countries will seek an extension to the G20’s debt moratorium to help improve their precarious fiscal situation. The G5 Sahel will pursue expansion, potentially to include Ivory Coast and Senegal, in a bid to boost troop strength. Aid agencies will intensify their appeal for funds to help over 12 million people in need before the onset of the rainy period in June.

Purpose This paper aims to report the findings of a study that explores the contribution volunteers make to social care for older adults, identifying lessons for the social care sector and policymakers. Design/methodology/approach An exploratory multiple case study design was used to capture the perspectives and experiences of managers of services, volunteer co-ordinators, volunteers, paid care staff and older people. Seven diverse social care organisations took part in the study drawn from three locations in the South West of England. Findings This study identified three distinct models of volunteer contribution to social care services for older people. Although the contributions made by volunteers to services are valued, the study drew attention to some of the challenges related to their involvement. Research limitations/implications The organisations taking part in this small-scale study were all based in the South West of England, and the findings are therefore not generalisable but contribute to the growing evidence base related to this important field. Practical implications This study demonstrates the importance of the volunteer co-ordinator role and suggests that it is properly funded and resourced. It also confirms the importance of volunteers receiving appropriate training and support. Originality/value Given the increasing involvement of volunteers in the provision of social care, this paper provides lessons to ensure the role of volunteers in social care enhances rather than diminishes the quality of care provided.


Significance Recent clashes between security forces and ethnic minority groups living in border areas have highlighted the potential for increased domestic tensions, in an environment of regional escalation and pressure from Washington. In particular, a deadly September 22 terrorist attack on a military parade in the southwestern city of Ahvaz raised questions about Iran’s internal stability. Impacts Clashes could be used to justify a wider national-security crackdown against ethnic Arabs, other minorities and civil society. On balance the Ahvaz attack will boost the popularity and political influence of the Islamic Revolution Guard Corps (IRGC). Perceived internal ethnic threats may increase popular support for Iran’s regional presence as a deterrence strategy.


Subject Nigerian opposition prospects. Significance Former President Olusegun Obasanjo on January 23 issued a scathing rebuke of President Muhammadu Buhari's performance and implored him not to run for re-election in 2019. Although yet to confirm his intentions, Buhari is expected to be the ruling All Progressives Congress (APC) standard-bearer once more. Meanwhile, after four years of national opposition, the former ruling People’s Democratic Party (PDP, in office 1999-2015) has overcome debilitating internal divisions and could become a serious electoral prospect once more. While this may lead to a competitive election, it could also potentially exacerbate the country’s manifold security challenges. Impacts The PDP could benefit from a proposed alteration to the electoral timetable to hold gubernatorial ahead of presidential elections. Fuel shortages and food inflation, combined with persistent underemployment and unemployment, will undermine Buhari's economic credentials. Violent election flashpoints are likely to include the central states, parts of the south-west (including Lagos) and the Niger Delta.


Subject Prospects for West Africa in 2018. Significance Ruling coalitions will emphasise economic recovery (Nigeria) and foreign investment gains (Ivory Coast), while fragile transitions beckon for post-conflict states (Sierra Leone). Militant terrorist threats are plaguing countries across the region (Burkina Faso, Mali, Niger, Nigeria), heaping added pressure on ruling alliances to improve counter-terrorism preparedness.

An aerobic, Mn(II)-oxidizing, Gram-negative bacterium, strain 8047T, was isolated from a deep-sea hydrothermal vent plume in the south-west Indian Ocean. The strain was rod-shaped and motile with a terminal flagellum, and formed yellowish colonies. It produced catalase and oxidase, hydrolysed gelatin and reduced nitrate. 16S rRNA gene sequence analysis showed that strain 8047T belonged to the order Rhizobiales of the class Alphaproteobacteria , and was phylogenetically most closely related to the genus Fulvimarina , sharing 94.4 % sequence identity with the type strain of the type species. The taxonomic affiliation of strain 8047T was supported by phylogenetic analysis of four additional housekeeping genes, gyrB, recA, rpoC and rpoB. The predominant respiratory lipoquinone of strain 8047T was Q-10, the major fatty acid was C18 : 1ω7c and the DNA G+C content was 61.7 mol%. On the basis of the phenotypic and genotypic characteristics determined in this study, strain 8047T represents a novel species within the genus Fulvimarina , for which the name Fulvimarina manganoxydans sp. nov. is proposed. The type strain is strain 8047T ( = CGMCC1.10972T = JCM 18890T).


Subject Outlook for the southern insurgency. Significance Thai security forces went on alert in early March ahead of the 55th anniversary of the founding of the National Revolutionary Front (BRN), one of the primary militias in southern Thailand's insurgency. During the week of the anniversary, there were four shootings and a bombing. These attacks followed the junta's claim that overall violence has declined in the region. The military has raised the prospect of a new peace process, although progress in organising the next round has been slow. Impacts The insurgency will have a limited impact on the economy; its impact will largely be confined to some SEZ plans. Improvements in Thailand's ties with Malaysia will be key to beginning a meaningful peace process. Violence in the south is unlikely to impede the drafting of a new constitution and the conduct of fresh parliamentary polls.


Subject Prospects for reform. Significance President Roch Marc Christian Kabore's track record -- after six months in office -- has been mixed. In particular, his ability to deliver on his electoral pledges has been curbed by funding constraints and rising insecurity, while critical reforms to the military, judiciary and public service are proceeding slowly. However, some social programmes have produced positive results. Impacts High security spending will likely elicit popular support given widespread concerns over banditry, especially along rural roads. Kabore's links with the former Compaore regime may prove damaging in the future if the opposition drives it as a central issue. Xenophobia against Burkinabe immigrants in Ivory Coast could resurge, especially if that country's economy slows.


Subject Prospects for West Africa in 2019. Significance Insecurity is weighing on the region’s most significant poll in Nigeria, while new terrorist fronts are testing government popularity in Burkina Faso. The conclusion of an IMF programme will raise profligacy fears in Ghana, while rivals will vie to replace ill or outgoing leaders in Gabon and Ivory Coast.


Subject Problems facing Fulani communities in the Sahel. Significance In July, the Northern Elders' Forum of Nigeria, a prominent civil society organisation, called for Fulani herders to leave southern Nigeria and return to their historical homelands in the north, reflecting a sense among some northerners that the south has become too dangerous for the Fulani ethnic group. Amid a marked increase in jihadist violence in Mali, Burkina Faso, Niger and Nigeria since the early 2010s, the Fulani have found themselves targets of widespread ethnic profiling and even collective punishment. Impacts Tensions surrounding the Fulani in Mali are spreading into Burkina Faso and Niger as community members feel stigmatised more generally. Government will find it difficult to disarm former partner militias, such as the ethnic Dogon militia Dan Na Ambassagou in Mali. Respect for human rights would help stem radical recruitment among young Fulanis.
