Community crime prevention and crime watch groups as online private policing

Purpose This paper aims to examine the online communications, symbolism and imagery of 35 community crime prevention and crime watch groups across Canada to explore how these groups organize themselves and assess the resulting community actions. Design/methodology/approach Contributing to digital criminology, gathering data from open access platforms such as Facebook and online platforms such as websites, the authors analyse communications from community crime prevention and crime watch groups in 12 Canadian cities. The authors used qualitative content analysis to explore the types of posts to assess trends and patterns in types of ideas communicated and symbolized. Findings Whilst such groups bring the community together to help promote community safety, the groups may also encourage stereotyping, shaming and even vigilantism through misrepresenting the amount of crime occurring in the community and focusing on fear. The authors demonstrate how crime prevention becomes sidelined amongst most of the groups, and how intense crime reporting and the focus on fear derail actual community development. Research limitations/implications The current study is limited to two years of posts from each group under examination. Interviews with members of online community crime prevention and crime watch groups would provide insights into the lived experience of regular users and their reasons for interacting with the group. Practical implications Given some of the vigilante-style the actions of such groups, the authors would suggest these groups pose a governance problem for local governments. Originality/value Community crime prevention and crime watch groups are not a new phenomenon, but their activities are moving online in ways that deserve criminological research. The authors contribute to the field of digital criminology by researching how online communications shape community crime prevention organizations and how ideas about regulation of crime and social control circulate online. The authors also explain how this community crime prevention trend may contribute to issues of vigilantism and increased transgression.

Purpose The purpose of this study is to examine looting behaviour during natural disaster incidents. As a consequence, this study considers looting in the context of two case studies: a Tsunami and a Bushfire. The study offers an exploration into the types of and motivations for looting, as well as reflecting on prevention measures. Design/methodology/approach The methodological approach of a rapid evidence assessment (REA) is used to examine looting behaviour within the context of two natural disaster incidents, drawing on a thematic analysis, as outlined by Braun and Clarke (2006) to support the presentation of findings. Findings The findings of the REA yield three themes. The first theme, Theme 1, focuses on the types of offenders – looters, while Theme 2 focuses on the motivations for offending behaviour – looting. The final theme, Theme 3, presents crime prevention responses: looters and looting. Each theme is further illustrated through a number of sub-themes, and while the two case studies centre on two distinct natural disaster incidents, there are similarities that exist between them offering insights for why looting occurs and consequently how to respond to looting. Research limitations/implications Previous research has recognised how incidents such as bushfires enable and create opportunity for looting behaviour. Yet, arguably, little has been achieved in successfully preventing such behaviour. This study offers evidence for why looting occurs during natural disaster incidents and considers the prevention measures that can lead to a reduction in this offending into the future. The need for more detailed and primary research into looting during natural disaster incidents is a research implication engendered by the current study. Practical implications This study considers crime prevention approaches in the form of situational crime prevention and social development crime prevention that have direct relevance on crime prevention policy and practice. The practical implications are worthy of attention from law enforcement agencies and other first/emergency responders. Social implications This study seeks to offer evidence for policy and practice initiatives that can increase public safety and reduce further threats to community safety during natural disaster incidents. Originality/value After the terrorist attacks of 9/11, a concerted effort for swifter and more effective responses to emergency management incidents has occurred. However, the focus of such responses has typically overlooked looting during natural disaster incidents. This study goes some way in addressing that gap in the literature and connects the current scientific knowledge to prevention strategies, informing future policy and practice responses to addressing looting during such incidents. This study provides a stimuli for further research into looters, looting and natural disaster incidents.

Purpose – The purpose of this paper is to explore the local dimensions of the “crime decline”. Design/methodology/approach – Two focus groups and 15 semi-structured interviews with local practitioners. Findings – Some offences have fallen significantly in the case study site in the last ten to 12 years. Local practitioners tended to explain these declines with reference to local services and programmes. These declines have potentially contributed to the reduction in crime prevention infrastructure and there is concern that funding will be reduced as crime falls. Research limitations/implications – The findings have been generated from a single case study site. While aspects of the findings resonate beyond the case study area, there are some characteristics of the site that limit the application of the findings to other areas. Practical implications – The findings from this research have few practical implications. The research sought to understand dimensions of local crime and the impact on local activities. Social implications – This research provides some insights into crime trends and local responses to crime. The findings will be of interest to crime prevention and community safety practitioners and policy makers. Originality/value – There has been little analysis of the impact of the “crime decline” on local communities and community safety infrastructure. Therefore this paper is original and adds to the growing knowledge of the “crime decline”.

Purpose – The purpose of this paper is to examine informal social control, vigilantism, and bystander intervention with reference to the Real-Life Superhero (RLSH) movement/community. Design/methodology/approach – This is a qualitative case study in which an in-depth semi-structured interview was conducted with a member of the RLSH community. Findings – This paper conceptualises RLSH activity as a novel approach to informal social control and bystander intervention, whilst revealing the inaccuracy of the media-imposed “vigilante” stigma attributed to RLSHs. Research limitations/implications – Clarifying the goals and methods of RLSHs as striving to be pro-social and law-abiding in nature creates an avenue for dialogue between RLSHs and local justice agencies to establish a working partnership for community safety, thereby mediating interactions between informal and formal agents of social control. Practical implications – Justice agencies to engage with all individuals and groups who are performing community safety/crime prevention functions in a more effective and inclusive way. To ensure formal and informal mechanisms of social control, and the wider community, recognise, and legitimise the RLSH movement in community safety policy and practice. Reconsider the use of the term “vigilantism” and how it is it applied to individuals and community groups involved in community safety policy and practice. This case study presents a unique approach to community safety and crime prevention that can be extended within this public safety philosophy and practice. Originality/value – This study is a contribution to a small but growing body of research concerning the RLSH movement/community.

Purpose This paper aims to illustrate how illegally obtained funds are laundered through raw diamonds in Austria, Germany, Liechtenstein and Switzerland. Design/methodology/approach To identify specific money laundering techniques involving raw diamonds, this study used a qualitative content analysis of data collected from 60 semi-standardized interviews with both criminals and prevention experts and a quantitative survey of 200 compliance officers. Findings Raw diamonds are extraordinarily suitable for money laundering in European German-speaking countries. In particular, they may be used in all three stages of the laundering process, namely, placement, layering and integration. Research limitations/implications Because the qualitative findings are based on semi-standardized interviews, their insights are limited to the perspectives of the 60 interviewees. Practical implications Identifying gaps in existing anti-money laundering mechanisms should provide compliance officers, law enforcement agencies and legislators with valuable insights into how criminals operate. Originality/value While prior studies focus on the methods used by organizations to combat money laundering and how to improve anti-money laundering measures, this paper investigates how money launderers operate to avoid detection, thereby illustrating authentic experiences. Its findings provide valuable insights into the minds of money launderers and combines criminal perspective with that of prevention experts.

PurposeThis paper aims to focus on how a public policy designed to address a social problem ultimately became the place brand.Design/methodology/approachThis paper uses a qualitative case study approach focusing on the city of Medellín, Colombia. It draws from fieldwork conducted in Medellín over 2014 and 2015, including semi-structured interviews with an array of local stakeholders.FindingsThe paper concludes that local governments should be aware that the policymaking process can become part of their branding. It also shows the importance of the continual involvement of stakeholders in the place brand process to ensure it is a sustainable brand.Originality/valueThere are limited studies which focus on how a public policy designed to address a social problem ultimately becomes the place brand. This paper shows how a public policy, social urbanism, became the branding of Medellín.

Purpose The purpose of this paper is to understand e-loyalty in the travel industry. Specifically, this paper aims to examine the curvilinear relationship between predictors and e-loyalty. Design/methodology/approach An empirical study was conducted using an online survey with one of the largest travel companies in China. Structural equation modeling was used to test the models, and pair-wise nested F-tests were used to compare the models. Findings Results show that the curvilinear model has greater explanatory power of loyalty than traditional linear models. The results of pair-wise nested F-tests show that the loyalty model exhibits statistically significant R2 improvement compared to the linear model. However, the R2 improvement in the integrated model is not statistically different from that in the linear model. Confirmation and satisfaction are found to be salient factors influencing loyalty. Research limitations/implications This study makes important contributions to the online community literature by understanding the drivers of loyalty in the travel industry. However, there are limitations. First, this study addressed member loyalty of an online travel community with data collected from one company. Thus, generalizability is limited. Online communities and firms may have different characteristics, resulting in different factors influencing consumer loyalty. The authors plan in the future to collect data from other online travel companies and examine their model with different samples so as to check the generalizability of the current findings. Second, the authors collected a snapshot view on loyalty. Both researchers and managers note that small changes in loyalty and retention can yield disproportionately large changes in profitability (Reichheld et al., 2000). Consumer loyalty may change over time, so to maintain and increase profits, it is important to monitor such change. In the future, the authors plan to conduct a longitudinal study of community members to evaluate their loyalty over time. Practical implications As China seeks to gain additional market share in the global tourism market, travel companies should make use of websites as a marketing tool to attract and retain customers. These actions enable a travel company to enhance its competitiveness. More and more people use the internet for tour deals, bookings and finding tour-related information. Effective use of websites can affect the competitiveness of ecommerce companies. E-vendors could assess and adopt the dimensions recommended in this paper to help better understand areas for improvement. It is common today for consumers to buy travel products online instead of going through a travel agent. Considering the importance of reciprocity in formulating consumer satisfaction and loyalty in the virtual environment, companies should monitor reciprocal behavior on the virtual community. With advancement in technologies, consumer behaviors have changed and more consumers prefer social interactions in the virtual world. Companies can analyze posts in the virtual environment to assess reciprocity and may design a mechanism to foster reciprocal behaviors. By leveraging reciprocity, firms can better connect satisfaction with loyalty. More than 70 per cent of executives surveyed by McKinsey (2012) said that they regularly generate value through their Web communities. In addition, to pay attention to consumer to consumer reciprocity in the virtual world, companies should listen to what customers say in their online community, as this attention is an indication of reciprocity between consumers and companies. The ideas and opinions expressed in the online community tell the company customers’ perception of the value of its products and customers’ needs. Such attention to the voices in the online community will help companies to better tailor products/services to meet customers’ needs. Furthermore, the voices expressed in the virtual community are also effective in developing and maintaining new internet marketing opportunities such as email marketing, giveaways, search engine optimization, pay per click and shopping comparison marketing. Companies interested in retaining and attracting customers should leverage their established virtual communities and pay close attention to online posts and evaluate members’ satisfaction. Such effort will provide tangible benefits. As shown in Ye et al.’s study, traveler reviews produce a significant impact on online sales (Ye et al., 2011), with a 10 per cent increase in traveler review ratings, boosting online bookings by more than 5 per cent. This finding suggests that businesses should link online user-generated reviews to business performance in tourism. Finding incentives for users to share might be one way to improve interactivity and further create stickiness on the part of the website. Originality/value This paper is one of the first studies to address the need to move beyond linear models of e-loyalty and to additionally examine potential curvilinear and interactive effects. This study also identifies key variables such as reciprocity and satisfaction as determinants of e-loyalty in the Chinese online travel and tourism industry.

Purpose – The purpose of this paper is to study how Swedish local politicians perceive the impact of public library digital services on public libraries and to discuss how this can affect the sustainable development of public libraries. Design/methodology/approach – Empirical data were collected through semi-structured interviews with local politicians from 19 different Swedish municipalities. Data were treated to qualitative content analysis and discussed based on the concept of sustainable organization. Findings – According to local politicians, public library digital services may affect public libraries through changes to libraries’ physical spaces, librarians’ tasks and competencies and libraries’ economic situations. Based on these findings, public library digital services can both strengthen and weaken public library sustainability through, for example, increased access and expenditures, the latter of which may threaten public library sustainability. Research limitations/implications – Interviews did not focus specifically on the politicians’ views on public library digital services but dealt generally with their views on public libraries. To identify reasons for variations in views on this topic, follow-up interviews should be done. Data on views from public library managers would also be of use to determine the degree to which they are shared with local politicians. Originality/value – When sustainability and public libraries are discussed, the focus is generally on the library’s contribution to a sustainable society. Here, the focus is instead on the sustainability of the public library itself.

Purpose – The purpose of this paper is to examine visitors’ perceptions and relevant importance of social media when choosing a Mediterranean destination and also to explore the extent in which they believe it is important for them to belong to an online community with shared characteristics among its members. Design/methodology/approach – A stratified, based on nationality and gender, sample of 301 respondents of foreign arrivals of visitors in the Athens airport, Greece was collected in June and July 2014 based on the official Athens Airport Authorities Arrival Research. This is a partially exploratory research. Findings – Differences between age groups as far as the importance attributed to social media as sources of information about a tourism destination were found. The respondents, when using the internet for gathering information about a tourism Mediterranean destination, consider different online channels. Facebook is among the most important sources of information for them associated with the tourism destinations. Official web sites/blogs of the destination are the first source and photo sharing sites are the second most preferred source; sharing aesthetics of photos was found to contribute to the feeling of belonging to an on line travel community. Research limitations/implications – Further research will contribute to the development of greater understanding of the strategic approaches to social media and their use to promote a destination. Greek diaspora would be interesting to examine and geographical differences among groups. Practical implications – The paper denotes the importance for destination management organizations and companies, to fully employ the social media in their marketing efforts. Originality/value – The present study increases our understanding of the adoption of online and traditional communications in the visitor’s process for Athens, Greece, shedding light to the literature existing on the significance attributed to the online travel community belonging from visitors through sharing aesthetics of photos and associations of ideas based on age differences.
