Implementing card technology in government: different approaches, different outcomes

Purpose The purpose of this paper is to examine plastic and virtual purchasing card use by US Government agencies, with particular focus on how successful implementation might inform governmental entities of potential improvements in the cost, quality and time associated with the digitization of their procure-to-pay processes. Specifically, the paper will: analyze the evolution of card-based payments by US Government agencies, compare the value stream of plastic and virtual cards to governmental entities, analyze the value of card use as a significant and sustainable contributor to greater governmental efficiency and examine the opportunity in the portability of successful card technology implementation strategy. Design/methodology/approach The authors examined data published by the US federal government relating to agency budgets and commercial card use and combining it with industry performance metrics, projected potential savings and efficiencies for the government and its agencies. Findings The US Government acknowledges significant administrative cost savings and cash rebates based on its spending on commercial cards. An analysis of US Government spending indicates that changing patterns of card spending are primarily driven by activities of one agency – the Department of Veterans Affairs (VA). Through the incorporation of advances in card technology, escalation of transaction amounts and leveraging card spending data transparency, the VA has continued to increase its use of and benefit from card technology, while other agencies have languished. By replication of VA strategy, the US Government at large has the potential for billions in card-related savings. Research limitations/implications The study implies that a large swathe of governmental agencies, after having adopted new technology (e.g. purchasing cards), are hesitant to use the new technology, a problem that afflicts most implementation efforts. Countermeasures to offset agency resistance to change should be considered and deployed. Practical implications Taxpayers demand much of government. The burden of governmental failure to exploit the benefits of innovation (such as card technology) falls on the shoulders of taxpayers. When the government cannot exploit technologies that are commonly used in the private sector, the failure lowers citizen respect for the capability of government employees and the ability of government writ large to solve problems. Social implications Governmental failure to exploit the benefits of technology dispirits the citizenry, yielding a desire for change that may be disproportionate to the problem at hand. Originality/value The study combines General Services Administration, US Treasury and market data points to make a unique assessment of the benefits derived through 20 years of governmental commercial card use.

Purpose – This paper aims to explore the US Government Publishing Office’s (GPO) partnership program: what it is, how the GPO defines partnership, the types of institutions that are participating and the resources these institutions are making available through partnership. Design/methodology/approach – This paper reviews the available literature and information from the US GPO on its partnership program, examines the institutions contributing to the program and what those contributions entail, surveys the resources made available through these partnerships and examines how this affects access to government information. Findings – Partnership with the US GPO provides benefits to libraries, museums, government agencies and other entities, increasing discoverability and enhancing access to digital collections of government information and other resources. Originality/value – This paper examines the parameters of the US GPO’s partnership program, why libraries and other institutions might wish to partner with the GPO and the effect these partnerships have had on enhancing access to government information resources, an area that has not been extensively covered in library literature.


Significance The US government was a major target. Microsoft and SolarWinds have attributed the attack to Russia’s foreign intelligence service; Moscow denies any involvement.This is the largest publicly known compromise of networks in the United States, and the full extent of its ramifications will take months to unravel. Impacts IT firms pursuing public sector contracts face a difficult balance between offering high quality and competitive prices. Contractors are likely to become increasingly common vectors of cyberattacks as supply chains become more complex. Organisations will diversify contractors and demand greater transparency about the supply chain of IT services providers. The cybersecurity insurance market will keep growing for both private companies and government agencies.

PurposeThe study investigates whether there is an association between climate types and farm risk attitudes of principal operators.Design/methodology/approachThe study exploits temperature variation in the diverse climate types across the US and defines hot- and cold-climate states. Ordered logit and generalized ordered logit models are used to model principal operators' farm risk attitudes, which are measured on a Likert scale. The study uses two datasets. The first dataset is a 2017 survey of US large commercial producers (LCPs). The second dataset provides a Köppen-Geiger climate classification of the US at a spatial resolution of 5 arcmin for a 25-year period (1986–2010).FindingsThe study finds that principal operators in hot-climate states are 4–5% more likely to have a higher willingness to take farm risk compared to principal operators in cold-climate states.Research limitations/implicationsIt is likely that farm risk mitigation decisions differ between hot- and cold-climate states. For instance, the authors show that corn acres' enrollment in federal crop insurance and computers' usage for farm business are pursued more intensely in cold-climate states than in hot-climate states. A differentiation of farm risk attitude by hot- and cold-climate states may help agribusiness, the government and economists in their farm product offerings, farm risk management programs and agricultural finance models, respectively.Originality/valueBased on Köppen-Geiger climate classification, the study introduces hot- and cold-climate concepts to understand the relationship between climate types and principal operators' farm risk attitudes.


Significance The two sides have suspended tariffs arising from their dispute over subsidies to Airbus and Boeing, are working on an international deal on corporate taxation and have established a high-level council to discuss issues at the nexus of security, technology and trade. Impacts A major aim of closer transatlantic cooperation is better coordination of policies with respect to China. Closer transatlantic cooperation over China might soften US opposition to the Nord Stream 2 gas pipeline. It will be difficult for the US government to pass legislation concerning trade given the Democrats' precarious majority in both houses.

Purpose The applications of artificial intelligence (AI) in different sectors have become agendas for discussions in the highest circle of experts. The applications of AI can help society and can harm society even by jeopardizing human rights. The purpose of this study is to examine the evolution of AI and its impacts on human rights from social and legal perspectives. Design/methodology/approach With the help of studies of literature and different other AI and human rights-related reports, this study has taken an attempt to provide a comprehensive and executable framework to address these challenges contemplated to occur due to the increase in usage of different AI applications in the context of human rights. Findings This study finds out how different AI applications could help society and harm society. It also highlighted different legal issues and associated complexity arising due to the advancement of AI technology. Finally, the study also provided few recommendations to the governments, private enterprises and non-governmental organizations on the usage of different AI applications in their organizations. Research limitations/implications This study mostly deals with the legal, social and business-related issues arising due to the advancement of AI technology. The study does not penetrate the technological aspects and algorithms used in AI applications. Policymakers, government agencies and private entities, as well as practitioners could take the help of the recommendations provided in this study to formulate appropriate regulations to control the usage of AI technology and its applications. Originality/value This study provides a comprehensive view of the emergence of AI technology and its implication on human rights. There are only a few studies that examine AI and related human rights issues from social, legal and business perspectives. Thus, this study is claimed to be a unique study. Also, this study provides valuable inputs to the government agencies, policymakers and practitioners about the need to formulate a comprehensive regulation to control the usage of AI technology which is also another unique contribution of this study.

Purpose – The purpose of this paper is to study the factors affecting the development of e-government by using a citizen-centric approach. Design/methodology/approach – This paper is a mixed-methods study consisting of qualitative and quantitative research. Data were collected from government agencies using a structured interview and questionnaire about e-government services. The research was collected from the people responsible for the management of an e-government project in 75 government agencies. In addition, the researcher collected data from 1,400 citizens by using an e-Survey questionnaire that grouped participants by age. Findings – By using a citizen-centric approach, the paper identified the factors affecting the development of e-government. There were five factors from the viewpoint of government agencies and citizen groups: quality of e-government services, policy and governance, information technology infrastructure, organization and economy and society. Research limitations/implications – The research covered the development patterns of e-government for services from government to citizens only. Practical implications – Seeing the importance of environmental factors for both service providers and service users would facilitate continuous improvement of e-government service provision by government agencies. Social implications – The results reflect citizens’ need for e-government services; quality is their priority. Hence, government agencies must consider the quality of the delivery of information and e-government services as they relate to the lifestyles and needs of citizens. Originality/value – The creation of knowledge from merging e-government concepts with citizen-centric principles is a modern government sector management theory. This research stresses the need for the government sector to see the need for e-government and to recognize the factors for its successful development. This means the design and development of e-government services should respond to the increasing needs of the citizens.

Purpose The purpose of this paper is to examine the debate about brand marketing that occurred as part of the 1930s consumer movement and continued after the Second World War in academic and regulatory circles. Design/methodology/approach This paper presents an historical account of the anti-brand marketing movement using a qualitative approach. It examines both primary and secondary historical sources as well as legal statutes, regulatory agency actions, judicial cases and newspaper and trade journal stories. Findings In response to the rise of brand marketing in the latter 1800s and early 1900s, the USA experienced an anti-brand marketing movement that lasted half a century. The first stage was public as part of the consumer movement but was overshadowed by the product safety and truth-in-advertising concerns. The consumer movement stalled when the USA entered the Second World War, but brand marketing continued to raise questions during the war as the US government attempted to regulate the provisions of goods during the war. After the war, the public accepted brand marketing. Continuing anti-brand marketing criticism was largely confined to academic writings and regulatory activities. Ultimately, many of the stage-two challenges to brand marketing went nowhere, but a few led to regulations that continue today. Originality/value This paper is the first to recognize a two-stage anti-brand marketing movement in the USA from 1929 to 1980 that has left a small but significant modern-day regulatory legacy.

Federal historic preservation is an important way to provide public recognition and to promote heritage that was selected by the government for the nation. The history of (American) Indian policies shows an arduous relationship between the US government and American Indians. In spite of the evolution of federal preservation efforts and the federal government’s public heritage communication, Indian heritage sites still reflect the authoritarian and utilitarian understanding towards the Indian heritage. This research studies the US federal government’s understanding of Indian Wars sites through the analysis of interpretation at the Washita Battlefield National Historic Site, which reveals the historically dual approaches towards Indian heritage conservation and the persistent tendency of limited under-standing for American history in the larger social and political arenas despite policy improvement. American Indian battlefields have been neglected in orthodox preservation considering their insufficient value to qualify for patriotic military history preservation or Indian relics preservation. The analysis of preservation efforts and interpretation of Indian Wars sites indicates the evolution of controlling (American) Indian heritage through policy changes and the assessment of policy implementation.

The Government of Saudi Arabia has given a great attention to the e-Government program and the transformation process that leads to the successful implementation of such program in Saudi Arabia. Meanwhile, in recent years e-Government has been the favourable theme for numerous studies and reports. Yet, there is a lack of systematic empirical evidence regarding the key challenges for the e-Government implementation in less developed countries in general and in Saudi Arabia in particular. Consequently, this paper is an exploratory attempt that seeks to analyse the key challenges for implementing e-Government project in Saudi Arabia, as well as to establish the main obstacles to the deployment of such new technology and the associated causes and possible solutions to avoid potential drawbacks and overcome all problems. Using a sample of 50 experts, the author found that trust is the first factor inhibiting wider adoption of e-Government application in Saudi Arabia. The results of this study have major implications for policy makers, as they suggest the notion that the e-Government applications will not work without building a solid trust foundation with citizens.

Purpose Disruptive retailing technologies improve productivity and cost optimization, but there is a lack of academic literature about their effects on shoppers’ perceptions and behaviors. This paper aims to develop and test a conceptual model regarding the effects of retail technology on store image and purchase intentions and to measure how human interaction services (HIS) moderate this relationship. Two relevant retail technologies are explored. Design/methodology/approach The results of this study indicate that retailing technology has notable influences on consumer perceptions. Thus, shopping technologies improve store image perceptions and increase purchase intention, moderated by HIS. Research limitations/implications Future field experiments in actual stores should attempt to corroborate the results of this study and offer greater internal validity. Practical implications The results should help reduce retailers’ resistance to technology adoption. In-store technology can help retailers leverage their store image and increase purchase intentions. HIS could offer a bridge between consumers and new technology. Originality/value This paper is an original research paper, given that few research papers are experimentally based to measure consumer’s reactions to new technology implementation.
