Knowledge management (KM) is one of the main factors that have become extremely popular in recent years. KM is the processes which people explain information data using scientific and technological media and summarize it into concepts and rules to generate knowledge. This later can be implicit or explicit one. The aim of this contribution is to convert the tacit knowledge into explicit using Metaheuristics techniques. This paper aims to develop a model for converting tacit knowledge into explicit knowledge, using the Metaheuristics algorithm for the E-learning platform. For that purpose, the knowledge conversion process will respect the following steps: define the source of tacit knowledge and their methods, classify the tacit knowledge, then we evaluate the implicit knowledge conversion.

Knowledge management is still a problem for many organizations and at two different levels: tacit knowledge, which typically resides in the head of each individual and gets lost for the organizations when a person goes to work with a different company; and explicit knowledge, which presents growing costs for its dissemination in the organization. In the chapter, the author proposes a model to address those problems, taking for base the SECI (socialization, externalization, combination, and internalization) model, originally developed for knowledge management, together with an e-learning platform and a set of activities as tools to implement a working solution. Such models have the ability to solve organizational knowledge problems, implementing a knowledge management process, allowing the transformation of tacit knowledge into explicit knowledge.

Abstract[Design of E-Learning Content On The Making And Installing of Mosque Domes In Tiga Berlian Companies Using Seci And Addie Methods] In an organization, knowledge is an asset that is needed when carrying out work activities or for developing an organization's or company business. There are many knowledges that are not explicitly documented in Tiga Berlian Company. Therefore, in this study, e-learning based learning media was designed to document existing tacit knowledge so that other workers can use it to learn how to make and install mosque domes. This study was designed using the ADDIE method and the SECI method. After collecting and processing data, there were 6 activities for making and installing a mosque dome, namely making the frame, installing the frame, making the dome leaves, installing the dome and aluminum foil, making the ceiling, and installing the ceiling. In the e-learning media, there is not only the content of 6 activities for making and installing mosque domes, but there are also materials used, tools used, and quizzes for the evaluation process of understanding material regarding activities and installing mosque domes. Keywords: ADDIE; e-learning; knowledge; SECI; tacit knowledge

E-learning or electronic learning platforms facilitate delivery of the knowledge spectrum to the learning community through information and communication technologies. The transfer of knowledge takes place from experts to learners, and externalization of the knowledge transfer is significant. In the e-learning environment, the learners seek subject expertise to clarify their subject queries, and a learner query can be routed to an expert for externalization of expert knowledge provided the learner knows the subject expert or the expertise group. However, learners new to e-learning systems are not aware of the expertise group to which the query should be sent, which results in time delays, non-response, inaccurate solutions and loss of knowledge capture. Several models have been proposed to resolve this task, but thus far, these efforts have focused completely on returning the most conversant people as experts on a particular topic to retrieve valuable knowledge. To address this problem, we propose an approach that externalizes the tacit knowledge of a subject expert by creating a dynamic query handling system that automatically transfers a user query to the best subject expert.

Massive Open Online Courses (MOOCs) are massive large-scale open online resources provided by famous universities or organisations by which anybody can take the courses anywhere through internet connection for free. The implementation of MOOCs in universities shows a new form of learning. Considering that tacit knowledge plays a very important role in learning, this paper discusses the tacit knowledge transfer process in MOOCs. A useful system dynamics model to analyse which factors impact the tacit knowledge transfer effect is proposed in this research. A simulation method is used to illustrate the relation between transfer effect and these factors through sensitivity analysis. The results show that transfer effect increases with the circulation of the platform and technology advances of MOOCs, but the rate of growth has changed from high to low. The research mainly aims to guide the design and operation of MOOCs and other e-learning platforms.
