Recent years, the studies on global climate change, local traditional knowledge (TK) – especially traditional ecological knowledge (TEK) have attracted a lot of attention. Local traditional knowledge can reflect the ethnic groups’ specific understandings of climate change and its impact. However, studies on the relationship between traditional knowledge and climate change have not achieved such significant result thus far. This paper examines the perspectives, knowledge, and classification of climate change based on local Tibetan traditional knowledge in Deqin County of Yunnan, China. It analyses the local actions how to “cope with” climate change, and further discusses the relationship between traditional knowledge and ecological environment. The suggestion to establish the database of climate change, then, there will be a new system if the database can be connected with TK database. From the new system, we can analyze and choose the appropriate farming practices and “climate-ready” crops to respond to different predicted weather.

By using WebGIS technology and designing the traceability database of the production, wholesale and sale information of agricultural product, the agricultural product traceability information system based on ArcGIS server is developed and some functions are implemented. Firstly the production place, wholesale place and sale place of the agricultural product is visualized . Then the information of agricultural product is queried and analyzed quickly. At the same time, the shortest path analysis of production place, wholesale place and sale place is implemented. Finally, by using the relationship of production, wholesale and sale of agricultural product, the traceability of agricultural product is researched and implemented.

Tank Information System is a web application which provides comprehensive information about minor irrigation tanks of Telangana State. As part of the program, a web mapping application using Flex and ArcGIS server was developed to make the data available to the public. In course of time as Flex be-came outdated, a migration of the client interface to the latest JavaScript based technologies was carried out. Initially, the Flex based application was migrated to ArcGIS JavaScript API using Dojo Toolkit. Both the client applications used published services from ArcGIS server. To check the migration pattern from proprietary to open source, the JavaScript based ArcGIS application was later migrated to OpenLayers and Dojo Toolkit which used published service from GeoServer. The migration pattern noticed in the study especially emphasizes upon the use of Dojo Toolkit and PostgreSQL database for ArcGIS server so that migration to open source could be performed effortlessly. The current ap-plication provides a case in study which could assist organizations in migrating their proprietary based ArcGIS web applications to open source. Furthermore, the study reveals cost benefits of adopting open source against commercial software's.

The paper deals with university knowledge transfer. The adjustment of relations between universities and enterprises makes knowledge transfer a necessary requirement for university development to ensure the implementation of market-oriented educational programs. The paper proposes use of modular competency-based and ontological approaches to ensure the university knowledge transfer. The initial data is presented in the databases of the university, authorized bodies of education and science, enterprises, business structures and professional standards. This data is processed and scanned for knowledge to be put into the knowledge database with technological (informational) and modular competency-based approaches.  As part of a market-oriented innovation university concept the task is to improve the education system in relation to skills development. To solve this problem it is necessary to build a distributed information system of university knowledge transfer. It is necessary to create a unified educational space - an educational portal - to ensure the university knowledge transfer between all participants - teachers, students and employers. The study offers an architectural solution for a distributed information system.
