Democratisation is a topic that is increasingly finding its way into the economic debate and is also becoming more and more of a trend within companies. The debates reveal various advantages and disadvantages of democratising companies. Within the various models of democratisation of companies, however, there seems to be a lack of coherent integration of the theoretical integration of this into the broad corporate structures – at least within business perspective. These often refer to orthodox theoretical foundations of hierarchical structures and corporate orientations, which in principle oppose and partly run counter to various forms of democratisation. In the present contribution, minimal conditions are to be worked out on the basis of democracy as cooperation and applied to the most elementary corporate structures. In such a coherent orientation and embedding, it can be shown that disadvantages of democratisation in the corporate context can be reduced and innovation and thus competitiveness can be promoted in a multidimensional way.

The authors analyze the scientific views as well as the advanced international and Russian experience of forming a customer-oriented communicative competence in the governmental agencies and business structures. In the article it is shown the results of summarizing of the features, methods, and tools of state support for business structures of the agricultural sector in Ukraine. It is established that the main form of state support is preferential tax treatment and implementation of state targeted programs, covering budget financing of programs and activities aimed at the development of certain industries, partial compensation of interest rates on commercial banks, partial compensation of purchased agricultural machinery. As a result of the analysis of public expenditures in support of the agricultural sector of Ukraine, it was found that the actual amount of funding does not meet the legal norm in the amount of 1 % of GDP. It should be noted a significant overall reduction in public spending to support the agricultural sector of Ukraine in 2020 year compared to the previous 2018–2019 years. At the same time, there is a reorientation of state support: expenditures on livestock and processing of this industry are significantly reduced, while expenditures on cheaper loans and partial compensation for the cost of purchased agricultural machinery are increasing. Given the problems of the agricultural sector, the main areas of the state support and stimulation of agricultural entrepreneurship should be: creating an effective mechanism for the financial support of agricultural enterprises in the context of budget grants and public investment; development of the programs to ensure the renewal of fixed assets and logistical re-equipment of agricultural enterprises through the introduction of innovations; protection of the domestic agricultural producers through a balanced export-import policy.

The essence and significance of strategic analysis in the process of determining the strategic direction of enterprise development are considered. Approaches to the implementation of strategic analysis of the external environment are studied, the tools and methods of its implementation are determined. It is established that the main methods of assessing the impact of environmental factors are PEST-analysis and SWOT analysis. The purpose of PEST-analysis is to determine the impact of political, legal, economic, socio-cultural, and technological aspects of the environment, which allows identifying environmental factors that most affect the activities of business structures, as well as to predict favorable or threatening dynamics of their impact. Given the globalization of society, deepening and exacerbation of global problems, it is proposed to supplement the matrix of PEST-analysis of macro-environmental factors with the block "Global Problems" which covers economic, energy, demographic, social, environmental, and other spheres of human existence to change the factors of the external environment form the corresponding changes in the internal environment. The PEST-analysis itself allows for the development of the factors of the new middle, as it infuses the most into the scope of the household structures, and also transfers it to the more friendly and threatens the dynamism with the inflow of the cich factors. Protest, then, it means, that the globalization of the suspension and the diagnosis of global problems of the people is fueled by the correlation of the efficiency of all social and economic systems. Therefore, it is important to add the PEST-analysis matrix with the “Global Problems / Global Problems” block, which inject me into the singing world, and start the development of all officials of the new middle middle class, right into the middle of the earth.

The main aim of the article is to analyze the needs for intersectoral cooperation in the region. Namely, the article tackles the problem of cooperation between local governments, business structures and the public sector (public organizations). Separately, each sector is usually active in its own area, but cooperation can make them into an effective tool in regional development. In the Transcarpathian region and in Ukraine in general, this type of partnership is new. Consiquently, it is still difficult to realize intersectoral partnership in the region, since imperfect legislation, fear of the unfamiliar and simple lack of information about its effectiveness create numerous barriers for its implementation. Today, the lack of budget fund-ing in communities leads to the need for such cooperation as intersectoral partnership, as it can mobilize more resources, facilitate experience exchange, thereby expanding workers' knowledge beyond the spheres of their organizations, and so on. One of the important factors of our research was an assessment of a social survey of intersectoral partnership entities (a total of 60 respondents from the government, private and public sectors), which was aimed at identifying the main reasons and benefits that motivate such cooperation, as well as identifying the resources that participants are willing to invest to achieve common goals. It was quite important to discover what is the most important factors of such cooperations for partners. Intersectoral partnerships are usually organized to address social issues, so determining its value for each individual partner is quite difficult. The article concludes with an overview of the benefits of intersectoral partnerships and communities problems which it can solve, namely the involvement of business and community organizations can help local governments to overcome the budget crisis by investing in external financial resources for development projects; combining the experience of each of the partners to find solutions to certain problems; higher degree of transparency in decisionmak-ing by public administration bodies; the opportunity to strengthen innovation processes and acquire skills outside the orga-nizational base of individual institutions. Keywords: intersectoral cooperation, partnership, local governments, public organizations, business structures.
