Abstract According to the 14th Five-Year Plan and the outline of 2035 long-term goals, a modern marine industrial system should be built, the layout of green offshore aquaculture should be optimized, and marine ranching should be built. The research on the construction of marine ranching can provide new ideas for sustainable ecological fishery and inject new vitality into the development of marine industry. In the future, the construction of marine ranching will be a vast world. In this paper, from the perspective of geography, the GC-TOPSIS method combined with the entropy weight TOPSIS method and the grey correlation method were used to construct 22 evaluation index systems to estimate the development potential of marine ranching construction in ten coastal provinces and municipalities of China from 2011 to 2016. The results showed that the overall development potential of marine ranching in ten provinces and urban areas had regional differences (north, central and south), and the differences in the north and south regions were obvious. The regional differences in the central coastal areas of China were not significant, and the development potentials of marine ranching in ten provinces and urban areas were all medium. The development potential of four criteria layers of marine ranching in ten coastal provinces and regions of China is different in space, and the development potential of marine ranching in the same region is unbalanced in all aspects of the criteria layers. To estimate the development potential of marine ranching in China’s ten coastal provinces and regions provides scientific support for the sustainable development of ecological fisheries, and has practical application value for the scientific planning of marine ranching and the selection of demonstration areas.

The quality of classroom education is essential to the construction and development of departments and colleges, and a mirror of the teaching level and quality of teachers. Project-based learning (PBL) tries to create problem scenarios for learners, and encourage them to think deeper and communicate more. Inspired by PBL, this paper analyzes the existing evaluation index systems (EISs) for classroom music education in colleges, and summarizes the application of PBL in music teaching. Besides, a novel EIS is designed and constructed for classroom music education. The results show that: PBL stresses the changes of learners through the learning, and enables teachers to combine pre-, in-, and post-class methods to comprehensively evaluate the music literacy of students; PBL exerts a positive effect on students’ learning. The results lay a theoretical basis for reforming the EIS of classroom music education.

When dealing with cases, judges must consult a large number of relevant materials and carefully consider before they can write the final judgment. So, we want to use intelligent systems to assist the judicial system in handling cases. The essence of the system is automatic text classification. The system can predict the judgment result according to the previous prediction and can also provide support for judicial judgment and individual litigation. Because the evaluation of intelligent judicial decision-making system has the characteristics of complexity and fuzziness, we establish a comprehensive evaluation model of intelligent judicial decision-making system with subjective and objective combination by introducing the TOPSIS model. In the experiment, firstly, we use nine multiattribute comprehensive evaluation index systems such as acquisition cost and use cost to grade the indexes. Secondly, AHP and entropy weight methods are used to calculate the subjective weight and objective weight of the index, respectively; the combined weight of the index is determined according to the expert forced scoring method, the attribute measurement function of a single index is constructed according to the classification of the index, the comprehensive attribute measurement is calculated, and the comprehensive evaluation grade is judged according to the attribute identification standard. Finally, taking the intelligent judicial decision-making system as the research object, combined with the system report and expert score, this paper makes a multiattribute comprehensive evaluation and analysis of the intelligent judicial decision-making system and analyzes the results. The final experimental results show that the evaluation results of the model are reasonable and consistent with the actual situation, which verifies the adaptability of the combined weighted attribute recognition model in the multiattribute comprehensive evaluation of intelligent judicial judgment system. This result provides ideas and theoretical follow-up work for the intelligent judgment of judicial cases and has certain significance for the development of the field of judicial judgment.

Only through successful transformation and application in industries, technology achievements in universities can promote economic and social development. Meanwhile, technological progress in high-tech industries depends in part on universities’ technology achievements. Coupling coordination between technology transfer in universities (TTU) and high-tech industries development (HTID) is of great significance to the sustainable development of the regional sci-tech innovation system. In this paper, the coupling mechanism of TTU and HTID is analyzed and comprehensive evaluation index systems are established by using the evaluation indicator to screen and assign weights based on information contribution rate. The coupling coordination index (CCI) and productivity index (PI) are introduced to derive the spatiotemporal characteristics of the coupling and coordination of TTU and HTID from 2010 to 2019 in China and analyze its influence factors by System-Generalized Method of Moments (SYS-GMM). The results show the following: (1) the overall national TTU-HTID CCI shows a gradual upward trend and large regional differences; (2) CCI of most provinces is increasing, but the differences are widening; (3) the national TTU PI is in a state of volatility and decline, but the ability of TTU is still much higher than the level of HTID; (4) technological innovation in high-tech industries, high-tech industry technology absorption capacity, high-tech industry development level, industry-university cooperation, and technological finance development have significant roles in promoting the coupling coordination of TTU-HTID. Meanwhile, the sci-tech innovation level in universities, technology transferability in universities, government support, development of sci-tech intermediary, and development of other research institutions have no significant impact.

The evaluation of online English teaching effect involves multiple fuzzy factors. This paper attempts to develop a model that fully considers these factors in evaluating the effect of online English teaching. Firstly, the constraints and weaknesses of online English teaching were enumerated, revealing the key points of improving online English teaching effect. On this basis, several evaluation index systems (EIS) were established for this effect from the perspectives of teachers, students, and administrators. Moreover, an improved multi-attribute fuzzy evaluation model was created for online English teaching effect based on fuzzy mathematics. The proposed model can effectively quantify the effect of online English teaching, and enjoy a good prospect in engineering application.

With the rapid development of economy and society and the continuous progress of science and technology, the public demand for marine products and services is increasing, and the marine economic and social benefits are rising. It is very important to improve the management level of marine economy. The purpose of this study is to analyze the comprehensive management and coordination mechanism of China’s marine economy. This study selects Lianyungang City as the research object and takes the marine economic data from 2010 to 2019 as the research data. This study establishes three evaluation index systems of marine economic development. Then, according to the influence of the marine industry development, social development, population, marine resources and environment, regional scientific and technological innovation ability, government comprehensive management, and other factors on the regional marine economic management, this paper puts forward a set of marine economy comprehensive coordination management system and method and evaluates the current situation of marine economic development in Lianyungang City. The results show that, in the 10 years from 2010 to 2019, the comprehensive management evaluation value of China’s marine economy has increased from 0.20 to 0.33, with an average annual increase of 6.57 percentage points. The system level has been upgraded from the initial “poor” to “average,” achieving rapid growth. It is concluded that the index system evaluation of this study well reflects the change of the management level of China’s marine economy and has a promoting effect on the development of China’s marine economy, making contributions to China’s economic management.

In view of the defects of existing evaluation index systems (EIS) for the teaching quality of public PE such as it’s difficult for them to process fuzzy and uncertain information, this paper analyzed factors that can affect the teaching of public PE and extracted the key evaluation indices; then, it proposed a set of improved EISs for the teaching quality of public PE and constructed an evaluation model based on fuzzy system theory. Moreover, this paper put forward a few countermeasures for the improvement of public PE teaching quality, in the hopes of providing a good support for the said matter.

Taking Wuhu City of Anhui Province as an example, this paper constructs two evaluation index systems of tourism industry and regional economic development respectively, and studies the coupling coordination situation and influencing factors of Wuhu City from 2015 to 2019 by using the coupling coordination degree model. The research shows that the comprehensive development level of Wuhu tourism industry and regional economy system has been steadily improved year by year in the past five years. Coupling degree C showed an up-down trend, but was generally at a high level. The comprehensive development level T of the two systems is also in an increasing trend. By 2019, the coupling coordination degree of the tourism-industry system in Wuhu has been upgraded from good coordination to high quality coordination. In the future development process, Wuhu City should continue to promote GDP growth on the basis of the current good development situation, and realize the win-win situation between tourism and regional economic development.

This study summarizes and condenses the core requirements of green road construction in the reconstruction and expansion project, systematically analyzes the three typical representative green road evaluation index systems of GreenRoads, INVEST and Green-LITES. A green highway evaluation index system including 7 first-level indicators, 20 second-level indicators, and 52 third-level indicators has been constructed, The analytic hierarchy process was used to establish a step-level model, the relative importance of each index is determined according to the judgment of experts, and the weight coefficient of each level of index is obtained. In terms of policy requirements, related technology applications, green highway development trends, and the actual construction of the Beijing-Shanghai Expressway reconstruction and expansion project, the three-level indicator scoring method was determined. The green highway evaluation index system and evaluation model were used to evaluate the reconstruction and expansion project of the Beijing-Shanghai Expressway from Laiwu to Linyi (Lu-Sujie). It was determined that the comprehensive score of the project was 81.2, which reaching an excellent level.
